During her tenure, Amie has worked tirelessly to strengthen and expand the agency’s life-saving and life-sustaining programs and services for those impacted by domestic violence. Amie has expertly cultivated creativity, innovation, and growth in all those engaged with FCC.
The Family Crisis Center of Baltimore County, Inc. (FCC) Board of Directors would like to thank Amie for dedicated service and accomplishments, including:
-
Stewarding a strong foundation of leadership over decades and positioning FCC for future success by leading three strategic planning initiatives. Growing overall operating budget from $863,575 to $2.5M, 50% staff growth, adding 8 additional programs beyond crisis intervention services, and enhancing crisis intervention services with program development. In FY2015, FCC served under 1000 victims, as compared to the nearly 6500 members of our greater Baltimore community whom FCC reached in FY2022.
-
Diversifying and growing revenues to grow the organization’s mission impact, building from core, crisis intervention programs and services to an enhanced, life-changing continuum of assistance that provides support before, during and after crisis. These programs include but are not limited to: Parallel Coordinated Entry System, Rapid Re-Housing and ongoing access to family coaching and service coordination for up to two years after emergency shelter, newly developed of Early Intervention, Level Up, and Moving Forward programs, growing family psychotherapy services, developing a thriving clinical psychotherapy internship and fellowship program based in family systems theory.
-
Navigating the tremendous challenges and disruptions that emerged in the COVID-19 pandemic with tenacity, courage and grace. Under Amie’s leadership and with the efforts of her outstanding team and community partners at TurnAround and DOVE, FCC led the region in maintaining fully open and accessible emergency shelter services for survivors of domestic violence and flexibly pivoting to remote services without disruption.
-
Driving systems level change to better serve individuals, families and communities impacted by domestic violence and strengthening FCC’s presence in the community by participating in collaborations with the Maryland Safe Futures Collective Impact Initiative, Baltimore County Homeless Roundtable, Maryland Network to End Domestic Violence, and the Baltimore County Domestic Violence Coordinating Committee.
Thanks to Amie’s visionary leadership and thoughtful stewardship, FCC is leading the charge to help “every home be safe, every family thrive, and every community be strong.” Her leadership will be greatly missed by the Board, staff, volunteers, partners, supporters, and community served. We are glad that she will remain involved as a part-time Clinical Director and look forward to the ways her life continues to make a difference for good.
To maintain continuity and ensure outstanding delivery of all programs and services, FCC Board of Directors and senior staff have worked closely together to establish a robust succession plan. As part of this plan, the Board of Directors is delighted to appoint FCC Program Services Director, Shelby Frink, as Interim Executive Director effective July 1, 2023.
Shelby joined FCC in 2019 as the New Behaviors Program Assistant where she led New Behaviors groups, enrolled clients, and coordinated with parole and probation officers. Shelby quickly advanced within the New Behaviors program to Program Coordinator, then Program Manager, and by 2022 she became Program Services Director of the Family Crisis Center of Baltimore County. In Shelby’s time as Program Services Director, she has grown her scope and oversight in programs beyond New Behaviors, including community engagement, advocacy, and counseling.
Shelby serves on a variety of groups and subcommittees related to her work at FCC, including member of Maryland Abuse Intervention Collaborative (MAIC); Chair of Domestic Violence Referral Program/Abuse Intervention Program Subcommittee for the Domestic Violence Coordinating Councils (DVCC) for Baltimore County; Co-Chair of Maryland Domestic Violence Fatality Review State Implementation Team, on the Community Services Subcommittee. With Shelby’s background in legal advocacy and her Master’s in Criminal Justice, she brings a unique breadth of experience that has proven invaluable to FCC.
Over the past four years, Shelby’s passion and dedication to the mission and vision of FCC has been undeniable. Shelby is thrilled to bring her experience to this leadership role. As Shelby has noted, “I am excited and undoubtedly grateful to have the opportunity and take on new challenges. I look forward to working closely with the board and outside partners to keep Family Crisis Center moving toward every home being safe, families thriving and communities strong. To do this some goals that I have defined for myself during this time are,
- Maintaining progress towards FCC’s mission and vision,
- Working collaboratively with the board and administrative team to plan for FCC’s future,
- Reinforcing current community relationships, while building newer community relationships.”
The FCC Board is enthusiastic about Shelby’s leadership and has great confidence in Shelby and the entire staff as we make this transition. We look forward to working more closely with Shelby as she assumes the role of Interim Executive Director.
We are deeply grateful to Amie for her years of thoughtful contribution to FCC.
If you have any questions during this transition process, please do not hesitate to reach out to us at fccboard@familycrisiscenter.net.
Sincerely,

Dear Friends and Colleagues,
After a truly rewarding experience over eight years, I am concluding my tenure as executive director of The Family Crisis Center of Baltimore County, Inc. (FCC), on June 30, 2023. While I will be stepping away from the executive director role, I am thrilled to continue to serve at FCC as the part-time Clinical Director. My work at FCC has been life giving and a tremendous privilege, and while I am still passionate about our mission and committed to the vision, I recognize the time is right for change. I am looking forward to more time with my family, expanding my clinical practice, and growing my work in supervision and training based in Bowen theory.
I was fortunate to build on the strong foundation of leadership inherited from previous executive directors Monroe Good, Ruth Gunn and Doug Murphy and to work alongside a dedicated and passionate team of professionals who make FCC’s mission come to life every day. Partnership with a committed Board of Directors and collaboration with colleagues and friends throughout the region were instrumental as we strived to drive systems change to better respond to the problem of family violence. My work as executive director of FCC has been a gift of learning that invited me to grow and contribute to the growth of others. Thank you each and all for being supporters, challengers, visionaries, and friends.

Dear Friends,
I am honored to announce that I have accepted the role of Interim Executive Director at the Family Crisis Center of Baltimore County, effective July 1, 2023. This remarkable opportunity fills me with great excitement and profound gratitude. I am eager to continue working alongside an exceptional team of dedicated individuals who consistently challenge the status quo and are committed to fostering safe homes, thriving families, and strong communities. I am enthusiastic about collaborating with our valued funders and donors, whose generosity enables our diligent staff to carry out their vital work. Moreover, I am thrilled to embrace the visionary aspects of this position and strive to make a lasting impact on even more families experiencing the impacts of intimate partner violence.
I am particularly grateful for the privilege of remaining a part of an organization that prioritizes the well-being of individuals and provides them with the necessary support to empower themselves. Throughout my career, my unwavering focus has always been on people. By understanding and empathizing with others, we can acknowledge the diverse experiences they encounter. For me, working at the Family Crisis Center is not merely about doing good or offering assistance, but rather about making a significant difference in the lives of individuals, enabling them to better themselves. I have long held a personal belief that everything in life is not simply black or white; rather, there exists a gray area that provides profound insights into individuals. It is within this realm that I strive to operate, seeking a deep understanding of those we serve.
In the coming weeks, I will devote my efforts to gaining a comprehensive understanding of all facets of our organization and the scope of work within each program. This will entail reviewing program goals and structures, observing program functions, and meeting with program staff to gain awareness of the incredible work being done. Through these interactions and the collaborative efforts of our staff and board members, I aim to develop a strategic plan for the future of the Family Crisis Center.
I would like to extend my sincere gratitude for your unwavering support of the Family Crisis Center. Together, we can build a stronger future for our community. I eagerly look forward to working with each and every one of you as we embark on this journey together.
Thank you once again for your ongoing dedication and commitment.
Forward together,
Shelby Frink, MSCJ
