Constitution Day mock trial

brings Americans’ rights to life

Mark Dupree, right, district attorney for Wyandotte County, acted as a prosecutor and addressed the virtual jury during the annual Constitution Day mock trial hosted by the 10th Judicial District Court, in Olathe, and Olathe USD 233, on Thursday. Catherine Triplett, far right, a judge in the 10th Judicial District, acted as the defense attorney for the defendant, a third grade student accused of violating a code against running in school hallways. From Maine to California and around the world, an estimated 50,000 third grade students and administrators, including those in Kansas, participated in the virtual nationwide Constitution Day mock trial on Thursday, Sept. 17.

Judge Robert Wonnell of the 10th Judicial District Court, in Olathe, and Julie Fishburn, director of social studies for Olathe USD 233, were instrumental in creating the annual event that teaches third grade students the importance of the checks and balances of the three branches of government and the rights and protections Americans have under the U.S. Constitution.

“By participating, you are helping to protect the most importance rules we have, ensuring that our courts treat everyone fairly and make decisions strictly by the law,” Kansas Supreme Court Chief Justice Eric Rosen told the online audience before the mock trial started. “Let today inspire you to act fairly and to treat everyone with respect.”

Don’t forget: New teacher licensure application fees to start Oct. 1

Beginning Oct. 1, the application processing fee will increase by $20 for all teacher licensure applications. This change was approved by the Kansas State Board of Education during their June 2026 meeting.

The new fee will apply to all license applications submitted on or after Oct. 1. Applicants who submit materials before that date will be processed under the current fee structure.

NOTE: The Kansas Licensure Application Systems (KLAS) and Licensure Applications System will shut down temporarily at 5 p.m. CST, on Sept. 30, for KSDE’s IT team to implement the fee increase to licenses. The systems should reopen by 8 a.m., on Oct. 1.

Contact TLALicense@ksde.gov, (785) 296-2288 with questions or access the KSDE teacher licensure webpage.

ICYMI: Reading specialist mentoring

requirements outlined

All educators holding an Initial Reading Specialist License are required to be mentored by a professionally licensed reading specialist. This mentoring experience must be completed over the course of one year and serves as a requirement for upgrading from an Initial Reading Specialist License to a Professional Reading Specialist License. Districts have the option to provide an in-district mentoring program, coordinate with an outside mentor program provider, or coordinate with another district with a professionally licensed reading specialist on staff to complete the requirement.

The mentoring process provides new reading specialists with valuable opportunities to strengthen their instructional expertise, collaborate with experienced colleagues, and deepen their understanding of evidence-based literacy practices that support student achievement.

Approved settings for Reading Specialist License upgrade

To qualify for a license upgrade, reading specialists must serve in a role that meets the requirements outlined in licensure policy while holding the Initial School Specialist License with a reading specialist endorsement. Eligible settings include the following:

  • Serving in a reading specialist coded position (Course Code 96002); or
  • Serving in a position in third grade or below while:
  • Holding an Initial Reading Specialist License, and
  • Teaching reading as part of their classroom responsibilities.

For educators serving in fourth grade or above, the position's assigned duties must include reading specialist responsibilities such as:

  • Screening, assessing, and diagnosing students who are experiencing reading difficulties.
  • Collaborating with other teachers and educational staff to develop and implement intervention plans for struggling readers.
  • Providing literacy expertise and support that helps ensure students receive targeted instruction and interventions based on identified needs.

Reminder: KDHE accepting applications for

CPR training and purchase of AEDs

The Kansas Department of Health and Environment (KDHE) is now accepting applications for state funding to support cardiopulmonary resuscitation (CPR) training and the purchase and maintenance of automated external defibrillators (AEDs).

The funding, authorized through House Bill 2513, is available to eligible public and nonpublic school districts, as well as religious or charitable associations, libraries and tribal entities that have a registered and approved Cardiac Emergency Response Plan (CERP) with KDHE.

The program is designed to increase access to lifesaving training and equipment across Kansas, with an emphasis on expanding access in rural communities. Funding opportunities include CPR and AED training for public and nonpublic school districts and support for AED maintenance and purchases.

A total of $750,000 is available through three funding opportunities:

  • $500,000 for AED maintenance and/or purchases for eligible public and nonpublic school districts.
  • $125,000 for CPR and AED training for eligible public and nonpublic school districts.
  • $125,000 for AED maintenance and/or purchases for eligible religious or charitable associations, libraries and tribal entities.

Applications will be accepted through April 30, 2027, or until all available funding has been expended. The first application review will begin Oct. 1, 2026. Applications will be reviewed on a rolling basis, and applicants are encouraged to apply early while funding remains available.

Public and nonpublic school districts can apply for available training, AED purchase and maintenance opportunities through the school entity application.

Religious or charitable associations, libraries and tribal entities can apply for AED purchase and maintenance funding through the non-school entity application.

For more information, visit the KDHE CERP webpage.

Accountability, Accreditation and Assessments

LCP application's parent comment

section explained

The following information pertains to the parent comment section on the Title I page of the local consolidated plan (LCP) application.

Parent and Family Engagement policy/plan:

A local education agency (LEA) must incorporate its written parent and family engagement policy/plan (developed in accordance with section 1116 of the ESEA) into its local consolidated plan (developed under section 1112 of the ESEA), which is submitted to its state education agency (SEA). (ESEA section 1116(a)(2)).

If the LEA’s plan is not satisfactory to the parents of participating children, the LEA must submit any parent comments, along with the LEA’s plan, to the SEA. (ESEA section 1116(b)(4)).

Title I plan:

If the LEA plan for Title I, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the school district will submit any parent comments with the plan when the school district submits the plan to the Kansas State Department of Education (KSDE).

Explanation:

During the annual Title I meeting, a review of the Parent and Family Engagement (PFE) policy/plan, federal allocations and budget per building, as well as the plan of allowable activities, should be shared with parents and families. If a comment is received in writing (email, paper copy, or through the PFE survey throughout the year) about the plan being unsatisfactory, the comment(s) will be added to the next LCP application cycle. KSDE state and federal accountability LCP region contacts will follow up with any LEA with a comment submission as part of the monitoring process. Keep documentation of all communication received from a parent or family member, as state and/or federal monitoring may occur at any time.
