Yes, Sacramento is coming for your water, your grass and your money!
Opinion
"In Yorba Linda over the last 5 years the bills for water have gone up over 50% not including the added-on property tax charges that are now a part of your hidden water costs. These increases have been voted on by the local water board members despite record profits this year ($8.5 million and $68.3 million in reserves, $20 million are from bonds)."

Yes Sacramento is coming for your water, your grass and your money with its new “Conservation as a Way of Life” regulations that go into effect January 1, 2024.
Opinion
__________________________________
Right now the California water regulation picture is very complicated due the large number of new water laws that go into effect beginning next year while others are phased in over the next 10 years. What isn’t complicated is that Sacramento has created more and more direct control to force you to use significantly less water. As you use less and less water, the cost of water will go up and up because a significant portion of any water district is based on fixed costs.
Draconian, Mandatory, Water Reductions, 2024
In 2018, the California State Legislature enacted two policy bills, (Senate Bill (SB) 606 (Hertzberg) and Assembly Bill (AB) 1668 (Friedman)) to adapt to climate change in California. These two bills add new powers to Sacramento to force permanent water use reductions and if necessary, fines of local water districts or city utilities to enforce them.
During the last 5 years bureaucrats in Sacramento’s Dept of Water Resources and Dept of Water Resources Control Board having been working in the shadows to create dramatic, draconian mandatory water reductions that go into effect on January 1, 2024. (see links below for details).

Board Meetings – Yorba Linda Water District (ylwd.com)
If Metropolitan Water District continues to see less water use due to conservation (Met provides about 25% of Yorba Linda’s water), it’s very likely Met will have to increase the cost of water by 11-15% every year. Microsoft PowerPoint - 9-6-23 MWDOC - Draft LRFP Need assessment.pptx
No More Than 47 Gallons Per Day by 2025
Internal water use standards that are in effect now will force individuals to use no more than 47 gallons per day per person (GPD) by 2025 down to 42 GPD in 2030. This standard includes drinking water, showers, flushing the toilet, doing wash or running your dishwasher. If you use a water softener you should be able to see from the settings menu what your current indoor water use is.
Stop Watering Grass, Trees, Flowers
The new “Conservation as a Way of Life” (CWL) standards go into effect January 1, 2024 and will ultimately force you to stop watering your grass, trees and flowers. Many water districts/cities will have to permanently reduce outside water use by 20 – 50%. Here’s a link from the Mercury News that shows water reductions mandated beginning January 1, 2024. New permanent water conservation rules are coming to California -- see how your city will be affected (mercurynews.com)
Excruciating Regulations, Costing Millions
Before these huge reductions go into effect a water district/city must meet the water loss standards that have been set as of 2022 and are phased in through January 1, 2028. Water loss standards have to do with all levels of leaks from the pumps to the water mains to your toilet and faucets. There are 24 pages of excruciating definitions and formulas that will result in significant water department staff time, money and resources just to fill out the reports, without considering likely millions of dollars of infrastructure upgrades. (See this link for details: https://www.waterboards.ca.gov/conservation/docs/2022/water-loss-regulatory-text-10-14-22.docx)

Public Outcry is Needed to Stop Future Water Regulation
There must be a public outcry and a massive number of protest emails to have any chance of changing the water use limits submitted by environmental radicals to the lazy legislature, who have so far approved the numbers.

Yorba Linda Allows a Business
in a Residential Neighborhood
The company, Monte Nido, is seeking approval to expand.
The business is located at 17059 El Cajon Ave, just east of Prospect
Opinion
________________________________
The Business, Monte Nido and Associates
The City of Yorba Linda is allowing a business, Clementine Programs-Monte Nido and Associates, to operate on El Cajon near Prospect in a residential neighborhood. Monte Nido is requesting to increase the number of beds from 6 to 10. Residents are being told by the City that there is nothing that they can do and the Planning Commission appears to favor approval.
Clementine advertises medical assistance at large homes throughout the US, including Yorba Linda. How many more beds with they want to add in the future?
Public Safety
El Cajon Ave was not developed to accommodate a businesses. The street can be very busy as indicated by nearby speed bumps. It is an equestrian area, has rolled curbs with no sidewalks and is relatively dark at night with minimal street lighting. All of this could be a public safety issue.
A Busy House
Currently Monte Nido has up to 15 cars parked daily for just 6 patients. With pedestrians, ambulances, firetrucks and vendors added to existing traffic, the street can be very busy.
Property Values
The neighborhood is now far less desirable to existing and potential homeowners and the business will impact future property values. Is this where you would want to live?

Howard Jarvis Taxpayers Association Releases Petition
to Reinstate Prop 58, Repeal the Death Tax
Opinion
_________________________
For those of you who are interested, the new petition to get Prop 58 back on the November 2024 ballot is ready to sign.
Just a refresher…..in 2020, with the passage of Prop 19, parents lost the right that they had had in California since 1986 to leave their children their family home, business or second home without a dramatic increase in property taxes. Many of us did not fully understand all the consequences of Prop 19, and we want to get it back on the 2024 ballot for a revote and reclaim that right. If passed, it is also retroactive for those who suffered from the passage of Prop 19.
This year, anyone who wants to sign this petition can go to the link below, print it and mail it back! Follow directions so every signature counts, as we need 1 million signatures this year. And, share, share, share if this means a lot to you!

An Effort to Repeal the Death Tax
Opinion
Many have worked very hard to get this on the ballot in 2024. It repeals the 2020 Prop 19 that allows reassessment of property upon death of a parent/grandparent.
CA does not want this to pass...so they are making it difficult; the petition must be printed, signed and mailed in (like in the olden days as my kids would say) They need 1 million signatures asap to get this in the ballot. There are details in the pdf, and you can read more at:
https://reinstate58.hjta.org/
If you agree with this, please take a few minutes to sign and send this in.

CA Dilemma, the Short List
Opinion
*Two insurance giants, State Farm and All State, are no longer writing homeowner policies for new homes.
*The public is pushed to add solar and buy electric vehicles.
*Four CA dams are set to be removed and water levels are kept low forcing our state to buy electricity from other states. Brown-outs and black-outs are predicted by Edison.
*Colorado River and other water sources are forced to cut allotments that CA depends on.
*Our state refuses to increase water storage, dumps large amounts of precious water in the ocean and then cries drought!
*Mismanagement of our forests leads to catastrophic wildfires.
*New homes can no longer be equipped with gas.
*Regulations constantly increase, hurting businesses.
*Greenhouse emissions are strictly controlled for businesses while wildfires blow the roof off the scale.
*Water infrastructure improvement has not occurred in over 50 years.
*Mandatory, taxpayer-funded affordable housing continues at an estimated cost of $1 million per unit.
*Ocean pollution due to sewage leaks, poor infrastructure, litter, fire remnants, etc.
*CEQA is a bottleneck that chokes and kills many wishing to build. It increases costs of land, housing, water, electricity, oil and gas, lumber aggregate and food costs. Meanwhile, it is a multi-million dollar business for attorneys, consultants and other related entities.

How to Remove Skunk Smells-Opinion
From a post on Facebook
________________________________
The best way we’ve found to remove the smell of skunk is:
1 bottle hydrogen peroxide,
1 tablespoon dish soap
1/4 cup baking soda
Sponge
Put first two in bowl, have the stinky one ready in sink and just before you sponge the mixture on add baking soda. Be VERY careful not to get it in nose or eyes. Massage through hair. Let it sit for 10 minutes before rinsing. Use your regular soap, rinse, dry. You literally can let them sleep on your bed after with no issues.

Meet Henrik! His name is German, meaning "ruler of the home" and he sure does believe he's the happy ruler of the shelter! Henrik arrived at OC Animal Care as a nervous stray. However, after becoming familiar to his environment and our staff, Henrik is eager for pets and walks! His happy-go-lucky demeanor is contagious, and he likes to be petted whenever and wherever.
Henrik is a friendly soul who wants nothing more than to spend the rest of his furry life with a fur-ever hooman. Since he may take some time to get used to new surroundings, we recommend a home with only adults. If you would like to adopt Henrik, please call (714) 935-6848 and mention Animal ID A1810587.

California law requires that all adopted dogs and cats be spayed or neutered before leaving our Animal Care Center. The animals featured on our web page are available for adoption on first come, first serve basis. We do not guarantee that animals seen on our web page will be available to adopt when you arrive at the shelter. OC Animal Care does not reserve animals for adoption by telephone or e-mail. You must come to the Center to adopt an animal and refer to the animal's Pet Identification number when inquiring.
