ACC Virtual Legislative Conference
Registration is now open for the ACC’s Virtual Legislative Conference from Oct. 4-6. This year’s conference occurs at an unprecedented time. Over the last several months, COVID-19 has underscored the importance of ACC’s advocacy work on behalf of clinicians, patients, and the entire medical community. Thanks to this work, many cardiovascular policy priorities have been included in each COVID-19 legislative relief package, including vast telehealth waivers and flexibilities, billions for PPE and testing, and expanded access to home health services for Medicare beneficiaries, and more.

To register, click here and fill out the online registration form. For questions about the conference, email advocacyleg@acc.org or call (800) 435-9203. Updates on speakers and other activities will be posted at ACC.org/LegislativeConference over the coming weeks. Stay tuned to @Cardiology on Twitter and use the #ACCLegConf for updates and to engage in discussions before during and after the event.

Cardio-Oncology: Your Input Requested
Cardio-oncology is one of the fastest growing sections of ACC, and the Indiana-ACC has recently formed its own CardioOnc Section led by Dr. Vijay Rao. Cancer chemotherapy cardiotoxicities are becoming more prevalent which is why the cardiology community must be able to recognize and treat these conditions.

Your Input Requested
Please take 2 minutes to help the Indiana-ACC CardioOnc Section by completing this important survey to help identify key knowledge gaps in the state and guide the Indiana-ACC CardioOnc Section agenda over the coming months. Thank you in advance.
How to be an Advocate Outside of Washington
Emily Keltner, MA
When we think about advocating for our patients or our profession, we think about going to Indianapolis or Washington, DC to speak with legislators . However, we can advocate for our patients with existing laws, too; we just need to know about them.

Case in point, I saw on Twitter that a Texas colleague indicated that he prescribed exercise equipment for patients who could then purchase the prescribed equipment tax-free. I responded on Twitter, wondering whether similar laws exist in Indiana. I wanted to investigate this further.
Gwen Goldfarb, Indiana-ACC’s executive director, contacted Michael Lawrence, ACC Senior Manager of State Government Affairs. Michael quickly informed us that based on Indiana law, it seems that most exercise equipment or “cardiac rehab” equipment would be tax exempt if prescribed and used exclusively for that reason. See excerpt below.

Sales tax exemptions:
“Other medical supplies or devices used exclusively for medical treatment of a medically diagnosed condition due to injury, bodily dysfunction, or surgery. The phrase “used exclusively” means the intended usage of the device by the manufacturer, not the use made of the device by the purchaser. Therefore, items such as hot tubs, beds, mattresses, and other items that have general usage would typically not be exempt. However, if modifications are made to such items for medical treatment described in this bullet point, the department may exempt such tangible personal property used in modifying such device, but not the device itself.”

During the COVID crisis, most cardiac rehab locations were shut down or at least had very reduced volumes. From a survey of patients at one of my hospital system locations, 40% of patients (n=118) had equipment at home, some of which was purchased when COVID hit and cardiac rehab was closed. Fortunately, my staff took great notes so that I could reach out to patients to make sure they were aware of this sales tax exemption. I will also let the staff know at the six community locations that I collaborate with so patients are aware of this tax exemption when they start cardiac rehab. I hope this scenario highlights how we all can be patient advocates on a daily basis.
ACC Joins Other Societies Urging Congress to Act on Cardiac Rehab
The ACC has joined with eight other medical specialty societies on a letter to Congress urging “the inclusion of the Increasing Access to Quality Cardiac Rehabilitation Act of 2019 (H.R. 3911/S. 2842) in any future legislative package.” The letter, organized by the American Heart Association, also asks Congress to require the Centers for Medicare and Medicaid Services (CMS) “to allow the temporary provision and reimbursement for telehealth delivered home-based cardiovascular rehabilitation/pulmonary rehabilitation services for the duration of the COVID-19 public health emergency.” Read the full letter here.
Heartbeat Health: Telemedicine Platform Specifically for Cardiology
Heartbeat Health
Heartbeat Health is the first telemedicine and virtual care platform designed specifically for cardiology, by cardiologists. Heartbeat takes a digital first approach to heart disease management through a provider and patient-facing app that adds remote patient monitoring, guideline support and clinical oversight to telehealth. Started in 2017, Heartbeat has managed over 50,000 patients with best-in-class outcomes regarding cardiac care and cost-reduction. Its recent collaboration with the American College of Cardiology (ACC) establishes Heartbeat as the first scaled platform for cardiologists across the United States. Heartbeat is available at no cost for ACC members -- you can find out more and sign up directly here: https://www.heartbeathealth.com/acc/
Use of CIED Data Elements in the
Clinical Decision Process
Use of CIED Data Elements in the Clinical Decision Process
The Research Team at the Parkview Mirro Center for Research and Innovation (Fort Wayne, IN), in partnership with the Heart Rhythm Society Interoperability Workgroup, is exploring clinician preferences and use of CIED data elements in the clinical decision process. Please consider completing a short online survey (<5 minutes) to determine preferences based on your role in remote monitoring data management. The goal is to improve clinician efficacy and patient care.

If you have already submitted a response for this survey, please ignore this survey invitation.Thank you very much in advance for your time! If you have any questions or comments, you may contact Dr. Michael Mirro, MD, FHRS, CCDS, FACC and/or the research team at 260-266-7765 or by email: CIEDSurvey@parkview.com.

AUC Education & Testing through 2021
CMS extended the Educational and Operations Testing Period for the AUC program through 2021. The testing period was slated to end on Dec. 31, but the ACC and others advocated for a delay to the official start of the program given the need for clinicians to focus resources and energy on changes to patient care and practice management as a result of COVID-19. Additional information is also available on the CMS AUC Program website and ACC’s AUC page, https://www.acc.org/auc.
