Town of Bedford
April 1, 2022

|
Dear Bedford,
Welcome to April!
Now is the time to sign up...
See below for more information about all of the Rec. and Parks programming and don’t miss a special class announcement.
This week I attended meetings of the Veterans Advisory Committee,
the Prison Relations Advisory Committee, and an event for Hispanic and Latino residents at the Community House hosted by the IDEA Committee. I learned about Meet and Move, an app created by local health care institutions to get local residents moving their bodies. This week also included a meeting of local organizations exploring making our town a more “liveable community” for seniors, a meeting of the committee for the Katonah 125th celebration, and an amazing donation drive led by the BRLA for items to be delivered to Ukrainian refugees. What a great community we have!
Yesterday was International Transgender Day of Visiblity, an annual awareness day celebrated around the world. Representatives from the Bedford Prison Relations Advisory Committee, Town Board Member Bobbi Bittker and committee member Carol Parker, joined representatives from Governor Hochul’s office and leadership from DOCCS in Albany on a visit to the Bedford Hills Correctional Facility to attend the prison’s first ever Trans Day event and support a proposal for a support group for trans and gender noncomforming incarcerated individuals. We are proud to be supporting efforts to respect the dignity of all people and keep inmates safe.
The Town Board held an executive session on Monday to review ongoing litigation and discuss ongoing labor negotiations. We will soon have a new contract with the PBA and I hope to have updates for the public soon about settling litigation. On Tuesday, April 5, the Town Board meeting will start at 6pm with public hearings on the Veterans tax exemption increase, changes to allow for goats and sheep to temporarily graze to address vegetation management on large properties, and changes to the noise ordinance to restrict leaf blower use (mostly when there are no leaves on the ground). These will be followed by our regular agenda and will include a presentation by Sustainable Westchester about an extension of the current Westchester Power supply to ConEd customers. We will also present a proclamation in support of the upcoming week as The Week of the Young Child. More info below.
Please let me know if you have concerns or want to connect. I am always happy to hear from you.
Be well,
Ellen

Noise Ordinance Changes Will Limit Leaf Blower Use
|
|
There is a public hearing about the changes to the noise ordinance on Tuesday evening starting at 6:10pm. Below is a summary of the proposed law that relates to the use of leaf blowers in Bedford. Please come prepared in person or on Zoom to speak for no more than 2 minutes. You may speak more than once but we will give everyone who wants to speak a chance to go once before we allow people to speak a second time.

Proposed changes to the town noise ordinance and leaf blower exemptions
Gas leaf blowers, when used at any level aside from idle, exceed decibel limits allowed under the noise ordinance and therefore are banned year-round EXCEPT during Clean up Seasons:
In the year 2022 – between April 1 – May 15 and October 1 – December 15;
In the year 2023 – between April 1 and April 30 and October 15 and December 15; and
In the year 2024, and thereafter – between April 15 and April 30 and November 7 and November 21.
In these times the noise limits for gas powered blowers do not apply on weekdays 8 am - 5 pm, Saturdays 10 am - 4 pm, and Sundays 12 pm - 4 pm
There are some exemptions for gas powered leaf blowers in cases where electric equipment is insufficient to address the need defined in the ordinance in a reasonable time and manner including for emergency work, on golf courses, in certain town operations, on agricultural properties, and on stairways and sidewalks of multifamily housing complexes

Synchronized Swimming Bubbles Bedford's Basin
|
|
Upon learning that Lake Marie in Bedford Hills will require a new aeration system to prevent algae growth in the water, the Town Board will support an innovative way to achieve enhanced aeration while at the same time providing an exciting recreation opportunity for its residents: Fresh Water Synchronized Swimming. Given that the need for aeration is ongoing, the Recreation and Parks Department will offer classes for all ages, 7 days a week in the pond. Sign ups begin and end on April 1st.

Veterans Tax Exemptions
There will be a public hearing on Tuesday at 6pm about the Town Board increasing the limits on specific Veterans tax exemptions. If the Town Board passes the law, the Alternative Veteran’s exemption or Cold War veteran’s exemption limits will increase and will be available on the primary residence owned by a veteran or surviving spouse who was honorable discharged and served in active duty in the United States Armed Services from December 7, 1941thru present day.
Veterans Exemption applications can be obtained at the Assessor’s Office or on-line here:
The exemption application filing deadline is MAY 1st (post marks accepted). For further information or assistance please contact Harold Girdlestone, Bedford Assessor, Assessor’s Office Mon-Fri 8:30am thru 4:30pm at (914)-666-5149 or by email at Assessor@bedfordny.gov.

Invasive Species Management
The Town Board will hold a Public Hearing on Tuesday April 5 and vote on a resolution to propose a change to our town code to allow the temporary grazing of goats and sheep to deal with invasive species, with significant restrictions on lot size, fencing, set backs, and more. After the recent report on existing sidewalk upgrades recommended by the DPW and Planning Department, we have heard from many of you about other sidewalks that may need attention. The sidewalks that were recently reviewed were existing sidewalks frequently used along busy roads that may be in need of repaving or replacement. New sidewalks, or sidewalks along less busy, side streets will be contemplated after the Comprehensive Plan is complete. General patching and repair of existing sidewalks is ongoing. However, all of the comments received will be communicated to Commissioner Winn and Planning Director Youngblood so that future review and studies will be sure to include these areas. Thank you for reaching out.

From April 11- 23 you may notice a change in the taste or smell of your water if you are in the Bedford Hills/Katonah Consolidated Water District (map of CWD). For nearly two weeks, NY Department of Environmental Protection (DEP) will be shutting down the aqueduct that delivers upstate water to your tap. We are sampling the various alternative sources weekly and working on treatment and supply to make sure that the alternate supply is safe, clean and that we optimize taste and odor.
This temporary shutdown and shift to alternative water supply is in preparation for the planned October 2022 - May 2023 shutdown necessary for DEP to connect the Delaware Aqueduct to a new 2.5-mile-long bypass tunnel 600 feet under the Hudson. When complete, the bypass tunnel will be connected to the existing Delaware Aqueduct on either side of the Hudson River to convey water around a leaking section of the tunnel. The 85-mile-long Delaware Aqueduct, the longest tunnel in the world, not only delivers water to Bedford residents in the CWD, but it typically conveys about half of New York City’s drinking water each day from reservoirs in the Catskills. Isn’t that amazing?

April 5th is Katonah's 125th
|
|
Happy 125th anniversary of “new” Katonah! On April 5, 1897, the mail was delivered by train for the first time to what is now Katonah after the village up and moved 50 buildings from their old location to the hamlet we know and love today. “Old” Katonah was flooded to build a reservoir for drinking water. Come on out and enjoy this lovely hamlet, and save the date for May 21st when we will mark this historic 125th anniversary and celebrate all things Katonah! Want to be involved in the quasquicentennial (that is a fancy word for 125th anniversary) activities? Email the volunteer team.

The National Association for the Education of Young Children (NAEYC) is a professional membership organization that promotes early learning for all young children, birth through age 8, by connecting early childhood practice, policy, and research.
The Town of Bedford supports their efforts in promoting the Week of the Young Child, April 2-8, an opportunity to celebrate early learning, young children, their teachers and families. Bedford is fortunate to be home to many daycare providers, nursery schools and pre-schools that promote healthy child development, support the bond between child and family, and recognize that children and adults achieve their full potential in the context of relationships that are based on trust and respect.
The Town recognizes and is grateful for all of Bedford’s dedicated professionals and support staff who work diligently to nurture our youngest community members, especially in the face of a life-changing pandemic.
