Welcome to our new intern,
Gabriela Generalao!
My name is Gabriela Generalao, and I am thrilled to join as SHA’s new Administrative Policy Intern. I am currently in my second year pursuing a master’s degree in city planning at Baruch College, CUNY. Taking a Housing Policy class last semester led me to this opportunity with SHA. I graduated with a bachelor’s degree in international trade and marketing from the Fashion Institute of Technology, then spent over five years in sales operations before realizing how much the built environment affects people. I soon became eager to help shape safer, more accessible cities. I am excited to contribute to research, program development, and administrative projects that advance SHA’s mission while developing my skills as an emerging planning professional.

| | | A US appeals court cleared the way for President Donald Trump's administration to reshape a $4 billion homelessness program by shifting funding away from permanent housing assistance toward temporary housing and supportive services. Advocates are concerned that the FY 2026 Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) will go live soon with a very short deadline, impacting over 100,000 Americans. The National Alliance to End Homelessness (NAEH) filed an emergency motion with the First Circuit Court of Appeals. They are asking the court to present arguments why the NOFO is unlawful and ask the court to stop the harmful NOFO before U.S. Dept. of Housing and Urban Development (HUD) makes any awards under it. NAEH asks advocates to prepare and submit a public comment on HUD’s Notice of Research Justifying Additional Incentives for Certain Activities To Reduce Homelessness. This provides an opportunity go on the record with HUD and give valuable feedback for Congress. | | Voter Engagement & Information Hub | | |

NJHMFA Updates:
Funding for Energy Efficiency Rebates and Incentives
| | |
MRISE: The New Jersey Board of Public Utilities (NJBPU) is launching a Multifamily Retrofit Initiative for Sustainability and Equity Program (M-RISE). The MRISE program is a new program and will provide up to $30,000 per unit for qualifying energy efficiency and home energy improvements in income-qualified new construction and existing multifamily properties. Administered by Resource Smart, M-RISE helps property owners and developers identify eligible projects, navigate program requirements, and secure rebate funding to offset capital improvement costs.
NCP: New Jersey's Clean Energy Program (NJCEP) New Construction Program (NCP) supports the design and construction of energy efficient buildings across the State, including income-qualified multifamily. Multifamily projects enroll through the High-Performance Pathway and earn a base incentive of $1.00 to $2.50 per conditioned square foot depending on the certification approach, plus $0.25 per square foot for buildings participating in a federal, state, or local affordable housing program. All-electric and heat pump designs earn an additional Electrification Bonus of up to $1.50 per square foot. Projects that instead demonstrate deep carbon savings can elect the GHG Reduction Bonus of up to $1.50 per square foot. Incentives are paid after construction is complete.
Next Steps:
MRISE is eligible to both new construction and retrofit projects. Visit the dedicated M-RISE Webpage or submit a Property Interest Form today to reserve early consideration.
NCP covers new construction and gut rehabilitation projects. Visit cleanenergy.nj.gov or contact the NJCEP directly to start an eligibility conversation before design documents are finalized.

SHA Provides Housing Navigator
Training to NewBridge Services
| | |
SHA was pleased to partner with NewBridge Services to provide a three-session training series for its Housing Navigators working with participants through the NJ FamilyCare Housing Supports Program. The training focused on the practical skills Navigators need every day, from finding and applying for affordable housing to understanding tenant rights and legal protections, preventing evictions, building landlord relationships, and connecting clients to homelessness prevention and other housing stability resources. We’re grateful to the many housing professionals and other presenters who shared their expertise and real-world perspectives throughout the series, and to the NewBridge team for their thoughtful participation and engagement. If your organization has a Housing Supports Program or another Housing Navigator program and could benefit from training or technical assistance, reach out to SHA to learn how we can help.
