August 2020
Construction has begun on the nearly $1 billion I-10 Express Lanes project from the Los Angeles/San Bernardino County Line to the I-15. Under normal circumstances, we would mark the start of construction with a celebratory groundbreaking event. However, since the state’s directive on large gathering remains in place, we are celebrating with a groundbreaking video.
The video shares information about the project including what to expect during construction and how to connect with our public outreach team. The video features Frank Navarro, SBCTA Board President and Mayor of the City of Colton, as well as Board Members from each of the three corridor cities – Councilmember Alan Wapner, City of Ontario; Mayor John Dutrey, City of Montclair and Mayor Debbie Stone, City of Upalnd. Their remarks celebrate the importance of the project to the region and showcase city-specific reasons why this project is vital to our county.
The San Bernardino Council of Governments (SBCOG) was established as a means to speak with a collective voice on issues important to the cities within the county. In August, SBCOG began a strategic initiative to collect insight on how they can benefit and serve the county. The results and feedback from an electronic survey issued to representatives of SBCOG will help shape future programs and practices, prioritize policy initiatives, and showcase the value of SBCOG to the region.
Construction on the new 9-mile Arrow corridor is more than 70 percent complete. Crews are installing signals at the rail crossings on local streets and laying new railroad track throughout the corridor. Work at the five stations also is well underway including the San Bernardino Transit Center, ESRI, and Downtown Redlands, as is the reconstruction of the Santa Ana River Bridge.
Construction on US 395 Phase 1 project between Chamberlaine Way and SR 18/Palmdale Road is almost complete! The improvements made to this five-mile stretch of freeway in the cities of Adelanto and Victorville include widening of the freeway from two lanes to four lanes and installation of turn lanes and signals at various intersections to relieve congestion, enhance safety, and improve travel time.

The cities of Adelanto and Victorville have been remarkable partners throughout the almost two year construction phase by re-posting the project’s weekly construction alerts on their social media channels, working with SBCTA to coordinate construction schedules on local city streets, and sharing project information with their constituents at local events.
Since opening to the public in 1934, the Mount Vernon Avenue Bridge has been an iconic structure, bridging communities to the north and south and serving as a vital link for residents, visitors, and businesses. The community, like the bridge, has seen a great deal of change over the past 85 years.

There are undoubtedly countless stories of the people, generations of families, businesses, and community fixtures that have evolved through history just like the bridge that has connected them.
SBCTA continues to conduct all public meetings using the virtual tool, Zoom. Zoom has offered the agency an opportunity to continue to conduct its business while still giving the public the opportunity to watch, participate, and engage in the process.
