Industry Updates:

NY-GEO Members Help Shape Non-Pipeline Alternatives (NPA) Regulations:  NPA’s may hold the key to building decarbonization. When a gas utility seeks to fund the replacement or extension of gas lines, NPA policy can require an evaluation of using the funding to help the residents electrify their homes instead.  The NYS Department of Public Service (DPS) has sought input on a series of questions about how to regulate future NPA projects. NY-GEO’s members have stepped up to the challenge. Under the leadership of Director of Operations John Rath, our Friday “Let's Talk” sessions examined the DPS questions. The resulting document was sent to DPS incorporating written comments from Dandelion, Salas O'Brien, Joanne Coons, Earth Sensitive Solutions, Groundheat, NY-GEO board members, NY-GEO staff and verbal comments from several other "Let's Talk" participants.  Thanks to all who contributed. City & State Cites Lisa Gomez of L&M Development Partners for Geo Projects – City & State is publicizing a list of Trailblazers in Building and Real Estate, noting one of its honorees has developed several affordable geothermal projects.  “Tackling two challenges facing policymakers – affordable housing and sustainability – L+M Development Partners has marked several milestones and cemented its place as a leader in sustainably built affordable housing under Lisa Gomez. Gomez, an expert in real estate finance with invaluable experience in government as well, was named CEO of the firm in 2022, and has since seen it develop several community-scale and multifamily geothermal projects in affordable housing. She is also a member of the Federal Housing Finance Agency’s Advisory Committee on Affordable, Equitable and Sustainable Housing and chair of the state Dormitory Authority.” Alphabetical listing of Trailblazers in Building and Real Estate at this link.

200,000 Claimed IRA Tax Credits on Home Energy Upgrades in NY in 2023 - NYSERDA – “New data from the Internal Revenue Service (IRS) outlines how much American households received in IRA tax credits during 2023 – the first full year the IRA was in effect. In New York State, 189,680 households claimed over $374 million in home energy tax credits on their 2023 federal tax returns. This amounts to roughly $1,972 per household in cost savings on a variety of energy-saving home improvements”, including geothermal heat pumps. Link.

Hydrogen Heating Pilot Scrapped in UK – BBC – “Plans for a Cheshire village (Ellesmere Port) to be used to trial the UK's first hydrogen-powered community have been scrapped after residents objected… It would involve hydrogen boilers being installed in about 2,000 homes. But some residents were uneasy about their natural gas being turned off and replaced with pure hydrogen from 2025. Justin Madders, Labour MP for Ellesmere Port and Neston, said: ‘It is clear that asking people to try experimental new forms of energy consumption for their homes will not work unless basic questions about safety, efficacy and cost can be answered from the start.’ After this article was published a second trial in Redcar was also dropped after citizens objected.” Link.

Ambient Loop District System in London – Peter Wilson – New York Times – “Bankside Yards is using a ‘fifth-generation’ combined heating and cooling network that can balance energy within each building and then between buildings by collecting unwanted heat, say from a refrigerator in a restaurant or a piece of office equipment that needs to be cooled, and carrying that heat to somewhere that needs hot water or domestic heating. Electric-powered heat pumps on building rooftops and in each apartment or commercial space then adjust the temperature of the water by withdrawing or injecting heat into the pipes to provide the heating, cooling and hot water needed in each place.” Link.

City & State on Hochul and Climate Week – Rebecca C. Lewis and Austin C. Jefferson – City & State - “It’s New York City Climate Week, and Gov. Kathy Hochul is being hailed as a 'climate superhero,' even as New York is on track to miss its climate goals, her congestion pricing pause remains divisive and lawmakers and advocates await her signature on the Climate Superfund Act and other legislation.” Link.

California: PG&E Ratepayers to Get Climate Credit on their Bills – Energy Central News - “In October, millions of residential and eligible small business customers will receive the California Climate Credit on their Pacific Gas and Electric Company (PG&E) electric bill.  Residential households with an active electric account will receive an electric credit of $55.17, the same amount they received in the spring… The California Climate Credit is a direct result of the state's nation-leading Cap-and-Trade Program that requires polluters to pay for climate pollution.  The bill credit is designed to help utility customers during the transition to a more sustainable future.” Link.

Ruptured Gas Main in the Bronx – “Authorities repaired a ruptured gas main in the Bronx that caused safety concerns and evacuations on Sunday…The FDNY, NYPD and Con Edison crews were all on the scene working to address the issue. More than 100 EMS personnel responded… First responders treated five patients, and transported three of them to area hospitals.” Note: Just In! has been regularly covering gas explosions and safety incidents. Our intention is not to be critical of utilities, whose workers generally do a remarkably good job of keeping communities safe while working with lethal fossil fuels. The intention is to raise awareness of the dangers of heating with fossil fuels when safer, non-polluting alternatives like geothermal heat pumps are available. Link.

Hochul Signs Rate Case Transparency Bill - Luke Parsnow – State of Politics “New York Gov. Kathy Hochul signed a bill into law aimed to increase transparency and accountability in public utility rate changes, she announced Wednesday…. (The) legislation will require the Public Service Commission to publish certain information prior to a major rate change by a public gas or electric utility, explaining why the rate change is requested and a summary of how the proposed revenue will be spent.” Link.

Seattle Offers Heat Pump Rebates – Ysabelle Kempe – Smart Cities Dive - “The city of Seattle announced last week that it’s offering a new $4,000 rebate for moderate-income households to replace their oil heating systems with electric heat pumps.  The rebate means income-qualified residents can access a total of up to $8,000 in support for transitioning to heat pumps, by stacking the new rebate with the city’s existing, non-income-restricted $2,000 instant rebate and a $2,000 federal tax credit.  Seattle Mayor Bruce Harrell has set a goal that no homes will be heated with oil by 2030.”  There is no indication from this article where geothermal heat pumps fit with this initiative. Link.

Rally at NYPA HQ Demands Public Renewables to Meet Climate Goals – “On Tuesday, September 24, New Yorkers, elected officials, and climate leaders rallied outside the New York Power Authority's (NYPA) headquarters in White Plains to demand that Gov. Kathy Hochul and NYPA CEO Justin Driscoll commit to building 15 gigawatts of renewable energy by 2030 — starting with 5 gigawatts over the next two years as part of NYPA’s upcoming two year strategic plan — to achieve New York’s climate goals.” Link.

Climate Solutions Face Refereendum in Washington State – “Washington residents will see Initiative 2066 on their ballots this fall, a…ballot initiative backed by fossil fuel corporations and powerful special interests in an effort to eliminate key affordability and energy efficiency policy at the state and local level, and experts have raised serious concerns about the potential impacts that the initiative would have on energy bills. The initiative is part of a suite of four initiatives funded by mega millionaire Brian Heywood, which are trying to undo the State’s progress on issues from health care to combating the climate crisis. A broad coalition made up of environmental organizations, affordable housing developers, labor unions, builders, small business owners, and public health advocates has formed to fight this effort and encourage Washington residents to vote ‘no’ on 2066”. Link.

The cities of Kirkland and Vancouver have joined numerous unions and other organizations urging a “no “vote on 2066.

Huge Impact of Inflation Reduction Act (IRA) and Other Federal Acts on Manufacturing – electrify now – Two years after the IRA, the Bipartisan Infrastructure Law, and the CHIPs act were passed, $910 billion in private investments have been announced in domestic manufacturing areas such as semiconductors/electronics and clean-energy. In addition, public investments of $582 billion have been made in infrastructure, such as transportation and EV charging, under the Biden administration. Link.

Charging Adapters for Other Make Vehicles being Produced in Buffalo Tesla Facility – Simon Alvarez – Teslarati - “Tesla Giga New York may be the company’s most underrated production facility, but the Buffalo-based plant is accomplishing some key goals for the electric vehicle maker Just recently, for example, Tesla announced through its official Tesla Charging account on social media platform X that Giga New York has successfully ramped the production of NACS adapters to 8,000 units per week… NACS adapters are needed for non-Tesla EVs to access compatible Supercharger stalls, so the accessory, at least for some drivers, could determine if they could comfortably travel long distances or not.” Link.

Climate Updates:

"We know from a recent study that every tenth of a degree in temperature rise that we prevent keeps 140 million of our brothers and sisters in habitable zones on this planet. And nothing has changed my basic conviction about the key: we need to keep building huge movements to finally break the political power of the fossil fuel industry and force the emergency conversion to clean energy.Bill McKibben

NYC Youth Strike Against Fossil Fuels in Advance of Climate Week - “The Fridays for Future protest called for a focus on ending production of oil, gas and coal at the annual gathering that coincides with the U.N. General Assembly session… ‘We protest because the world hasn’t listened,’ said 17-year-old Fridays for Future activist Lorelai Crean. ‘For years, scientists, activists and people with lived experiences have been sounding the alarm about the climate crisis. Today we walked out of over 25 schools across the city to amplify that alarm. The threat posed to our planet by the fossil fuel industry and climate change has never been clearer.’ ” Link.

Antarctica’s “Doomsday Glacier” – ScienceRecent.com“Dubbed the ‘Doomsday Glacier,’ Antarctica’s Thwaites Glacier occupies a critical spot in the discussion about climate change and rising sea levels. The looming threat of its collapse could spell disaster, ushering in catastrophic sea level increases that would affect millions worldwide… recent findings released this week unveiled in a study from the Proceedings of the National Academy of Sciences shed new light on this icy giant. These insights not only deepen the understanding of the glacier’s historical behavior but also paint a concerning picture for its future—and for coastlines around the globe.”. Link.

Hochul Considers Bill On Sea Level Rise - – Jack Arpey – Spectrum News – State of Politics - “As climate week convenes in New York City, Gov. Kathy Hochul is considering a bill (A9015 (Cruz)/S8110 (Martinez)) to reconvene the state’s sea level rise task force. The task force would be in charge of updating data and making recommendations for how to best address the issue. The task force was last convened back in 2007 and presented its report in 2010. Those pushing the bill stress that our understanding of climate change and the data available have changed drastically since, and so should the state's strategy… Tyler Taba, director of resilience at the Waterfront Alliance (notes)… ‘We’re a city of 520 miles of coastline but we’re also a state with a lot more coastline and estuaries and rivers that are going to be impacted by default,’ ” Link.

Zillow Introduces Climate Risk Data on for-Sale Listings Across the US – “Zillow® is introducing climate risk data, provided by First Street, the standard for climate risk financial modeling, on for-sale property listings across the U.S.  Home shoppers will gain insights into five key risks—flood, wildfire, wind, heat and air quality—directly from listing pages, complete with risk scores, interactive maps and insurance requirements.  With more than 80% of buyers now considering climate risks when purchasing a home(opens in a new window), this feature provides a clearer understanding of potential hazards, helping buyers to better assess long-term affordability and plan for the future.” Link
