OASAS Managed Care Credentialing Issues DCSs In accordance with Section 401(2) of the New York State Administrative Procedure Act (SAPA), Operating Certificates remain in effect pending definitive action by the Office of Alcoholism and Substance Abuse Services. Letters to this effect are routinely issued by the OASAS Bureau of Certification to the provider requesting. To request a SAPA letter, send an e-mail HERE and include the operating certificate number, PRU and program contact e-mail address.

OMH For Current OLP & CPST Providers: Part 511-2 Children's Mental Health Rehabilitation Services (CMHRS) Program A Commissioner Waiver (CW) has been adopted to account for the implementation and expansion of the unlicensed services (PSR, FPSS and YPST). This is particularly important for YPST, which does not transition to becoming a CFTSS until January 2020. The CW suspends Part 511-2.5 (c)(1-3) - the requirement to ensure access to these three services, until July 2020 to build capacity and access.  NOTE - Continuing to do some work around when a provider serves multiple counties (EZ-PAR Process).
