Shared-Use Path Agreement with O’Fallon Secured

Residents of Cottleville and O’Fallon have something exciting to look forward to with the recent authorization of an intergovernmental agreement regarding the Spring Orchard Drive–Meadowlake Drive shared-use path connection along Highway N. This project aims to enhance connectivity for pedestrians and cyclists between our two vibrant communities, promoting a healthier, more active lifestyle while also encouraging local economic growth.

The City of O'Fallon has received a Federal Transportation Alternatives Program (TAP) grant for the project and the total estimated cost of this initiative is $1.7 million, a significant investment in local infrastructure. Cottleville is set to contribute a approximately $30,000.00 toward the project under the agreed-upon terms. This relatively small contribution is a testament to the importance of collaboration among local governments to improve community resources, ensuring that the burden of expenses is shared fairly while maximizing benefits for our residents and visitors.

Cottleville Expands Retail Opportunities in Old Town Historic District

City Reduces Regulatory Barriers to Encourage Small Business Growth and Retail Investment

COTTLEVILLE, MO – The City of Cottleville is making it easier for small businesses and entrepreneurs to open their doors in the Old Town Historic District.

On October 21, 2026, the Cottleville Board of Aldermen approved Bill No. 26-055, which, upon passage and Mayor Stephen Thompson’s signature, became Ordinance No. 2302. The ordinance expands the types of retail businesses permitted within the City’s Old Town Special District, eliminating the requirement for a Conditional Use Permit (CUP) for many retail establishments.

The change reflects an intentional effort by City leadership to reduce governmental red tape, encourage small business investment, promote entrepreneurship, and strengthen Old Town’s identity as a vibrant shopping, dining, and entertainment destination.

Under the revised ordinance, a broader range of retail businesses can now operate without obtaining a Conditional Use Permit. These include clothing boutiques, specialty food shops, bakeries, furniture and home furnishing stores, and many other retail establishments.

Previously, all retail businesses were required to navigate the City’s Conditional Use Permit process, which involves additional application requirements, public hearings, and governmental approvals. By removing this requirement for qualifying retail uses, the City is reducing the time, expense, and regulatory hurdles associated with opening a business.

“We want Cottleville to be a community where small businesses have the opportunity to succeed,” said Mayor Stephen Thompson. “By simplifying our approval process and removing unnecessary regulatory barriers, we’re sending a clear message that Cottleville welcomes entrepreneurs and retail investment. Our goal is to continue building on the unique character and success of Old Town while making it easier for businesses to become part of our community.”

The ordinance maintains existing zoning and development standards, and certain commercial uses will continue to require conditional approval to ensure compatibility with the surrounding district.

While this ordinance specifically addresses Old Town Cottleville, many other commercially zoned properties throughout the City already provide similar flexibility for a wide range of retail and commercial businesses. The City’s broader commitment to supporting entrepreneurship, encouraging private investment, and fostering a business-friendly environment extends well beyond Old Town.

Whether you’re looking to open a boutique in historic Old Town, establish a new retail storefront, or expand an existing business elsewhere in the community, the message is clear: Cottleville is Open for Business!

Business owners, entrepreneurs, and property owners interested in establishing or expanding a business in Cottleville are encouraged to contact City Hall to learn more about available commercial opportunities and applicable development requirements.

Cottleville Receives TAP Grant For Pedestrian Improvements & Recently Secured St. Charles County Road Board Funds for Match

The City of Cottleville has been awarded a federal Transportation Alternatives Program (TAP) grant to support pedestrian and bicycle safety improvements along Highway N, with funding administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation. The grant, funded by the Federal Highway Administration, will advance a key corridor improvement project that enhances safety, connectivity, and accessibility for residents and visitors alike.

The 2.6 million project project includes the construction of a shared-use path, sidewalk improvements, and traffic-calming features along Highway N, extending from Knaust Road/Cottleville Parkway to Gutermuth Road. These improvements aim to provide safer accommodations for pedestrians and cyclists, improve mobility along a heavily traveled corridor, and support the City’s broader goals related to transportation safety and multi-modal connectivity. Under the grant agreement, federal funds will cover up to 80 percent of eligible project costs, with the City responsible for the remaining local share and long-term maintenance of the improvements. However, the city recently received St. Charles County Road Board Funds committed toward the grant match.

The project will move through design, environmental review, public engagement, and right of way phases before construction, consistent with federal and state requirements. The City appreciates the partnership with East-West Gateway, MoDOT, St. Charles County Road Board and federal agencies in securing this important funding investment for the community.

Cottleville Joins Dardenne Prairie and Weldon Spring in Joint Bid Solicitation for Public Works Projects

The City of Cottleville has entered into an agreement with the Cities of Dardenne Prairie and Weldon Spring to participate in and take advantage of collective bidding opportunities for certain public works projects.

This cooperative effort allows the three municipalities to coordinate and piggyback with the bidding process and successful bidder's pricing for select public works activities, potentially increasing purchasing efficiency and streamlining the procurement process.

The agreement provides an opportunity for the cities to work together while maintaining their respective responsibilities for the projects and services within their communities.

E-Scooters

The City of Cottleville has introduced Bill 26-047, known as the “Delia Nevatt Bill,” to clarify safety regulations for bicycles, electric bicycles, scooters, and other alternative transportation devices.

The bill establishes updated operating guidelines, including roadway and trail restrictions, pedestrian right-of-way, and safe crossing requirements. It also distinguishes lower-speed transportation devices from fuel-powered recreational vehicles. Stayed tuned for more information outlining these changes.

Why do Missouri’s Trees Undergo Such Brilliant Color Changes every Fall?

As the days shorten and temperatures drop, trees prepare for winter by producing less chlorophyll, which is the pigment responsible for keeping leaves green.

As the chlorophyll breaks down, the yellow and orange pigments that were present all summer finally become visible.

The red and purple hues, however, develop a bit differently. Certain trees, such as maples and sassafras, produce new pigments called anthocyanins during the fall.

Sunny autumn days allow the leaves to continue generating sugars, while cool nights slow the movement of these sugars out of the leaves. This buildup stimulates the production of anthocyanins, resulting in those vibrant, fiery autumn colors.

These can include festivals, organized parades, runs, walks, trunk or treat, car shows, block parties and more. Did you know? The City is Required to Have a Development Review Process

The City is required to have a City Development Review Process for

residents, land owners and developers. Once the City receives

development proposal/application, the law requires that the City place

that proposal on a meeting agenda (for consideration by the Planning & Zoning Commission and/or the Board of Aldermen). However, merely being placed on an agenda does not guarantee that the proposal will be approved. Instead, the City reviews the proposal to determine whether it complies with the City Code.

Throughout a development or application review process it is critical

that voting members of the public entity remain impartial and reserve

their final decision until it is time to vote. The primary reason for

this is to ensure each applicant is granted their due process for

consideration by the governing body. It is equally important for any

person from the community who has questions, concerns, or general

opinions about a given proposal that they communicate directly with

the City through the designated communication channels such as phone, email, written correspondence, or in-person statements at a public meeting. Taking to social media to share one's thoughts and opinions may be therapeutic and even garner like minded sentiment, but there is no guarantee that any decision makers from the governing body will become aware of such online statements.

As with any important topic, it is always best to research multiple

sources for information and in the case of city government operations

and activities that would include directing one's questions and

concerns to the City government. Your elected officials can assist

with this process if you ask them to and City staff are another

resource for information and facts on topics and proposals dealing

with local government.

Cottleville Zip Codes

All City residents and businesses should use "Cottleville", Mo as their City identification, followed by their current zip code, as their permanent address on utility bills and all other mail.

*Taxes collected and dispersed are often based upon a City zip code.

For example, if you are a Cottleville resident and are currently using "St. Peters, Mo" or St. Charles, Mo or O'Fallon, Mo as your address, you MAY be paying a higher tax rate on your leased vehicle, purchased vehicles, phone bill, utility bills, online purchases, cable bill, gas bills etc.

As a result, you may lose money AND the City may also lose the tax revenue to the wrong City list on that bill or purchase. These taxes are used to provide vital services such as parks, police, street repair, street lights, and so on.

It is important to note this advisory by the United States Postal Service:

To avoid mail delivery delays, you must always use the correct City and zip code on your mail.

Cottleville Recently Entered into a St. Charles County License Plate Reader Agreement & Program

In an exciting development for public safety, the Mayor and Board of Alderman establish a partnership with the Cottleville Police Department, enabling them to access real-time updates from St. Charles County-owned license plate reader (LPR) systems already located in Cottleville and surrounding areas. This strategic agreement aims to bolster law enforcement capabilities while prioritizing data integrity and privacy.

Under the terms of the agreement, officers will be tasked with verifying alerts received from the LPR systems, ensuring that all information aligns with criminal justice data protection protocols.
