In the Spotlight: Amendment 3

Daytona Regional Chamber Opposes Florida Amendment 3 (2026) To Increase Annual Homestead Exemption

DAYTONA BEACH, Fla. – October 22 - The Daytona Regional Chamber of Commerce’s Board of Directors has approved a position statement to formally oppose Amendment 3, a proposed amendment to the Florida Constitution appearing on the November 3 ballot. The decision reflects concerns about the harmful impact it will have on local government services and the potential impact on the local business community.

The Daytona Regional Chamber believes that pursuing lower costs of homeownership and balancing government spending is necessary, and that tax reform is needed. However, we believe that meaningful tax reform requires comprehensive data-driven analyses, fiscal impact studies, and collaboration with the communities and stakeholders that it will impact. We also believe that reform of this magnitude must establish a framework to replace lost revenues without significantly reducing local services. We do not believe that Amendment 3 meets these standards.

The lost revenue from property taxes would have a significant impact on the services offered by local governments. Volusia County estimates upwards of a $30M negative impact on public safety funding, as well as significant reductions to funding for quality-of-life services such as beaches, parks, transportation (including roads), and human & veteran services. Either services will need to be cut, or other taxes and fees will need to be increased to offset the revenue losses. Many of these taxes and fees, such as impact fees and development fees, will create an additional burden for local businesses and harm our economic environment. Whether quality-of-life services are cut, or taxes and fees are increased, our business community will face the consequences.

Kristin Weiss, CCE, IOM, President & CEO, Daytona Regional Chamber of Commerce stated: “The Daytona Regional Chamber recognizes the importance of providing meaningful property tax relief to Florida residents and business owners. However, we must also consider the long-term implications of policies that could undermine the financial stability of our communities. A strong business environment depends on reliable infrastructure, essential public services and responsible fiscal management. Property tax relief should strengthen our communities, not compromise the essential investments that sustain them.”

While we oppose Amendment 3, the Daytona Regional Chamber of Commerce supports meaningful, thoughtful, and effective property tax reform in Florida. We encourage the 2027 Budget & Tax Reform Commission to examine Florida’s property tax structure and to offer an alternative solution to be placed on the 2028 ballot.

The Daytona Regional Chamber remains committed to advocating in support of public policies that strengthen Volusia County’s business environment and ensure the region remains an attractive place to live, work and invest.
