Weather Conditions and Coastal Flooding Preparedness
|
|
December 22, 2022 - The New York City Emergency Management Department urging New Yorkers in coastal communities to prepare ahead of the winter storm.
A Coastal Flood Warning is in effect for southern Queens for the Friday morning high tide. The neighborhoods at highest risk are Hamilton and Howard Beaches, Broad Channel, and the Rockaways.
This storm will produce widespread moderate to locally major coastal flooding with up to 3 feet of above-ground inundation in Jamaica Bay starting around 5:00 AM with peak surge expected between 8:00 AM and 9:00 AM. Water levels will then recede through about 10:00 AM.
Coastal Flood Watches are in effect for Brooklyn, Manhattan, and Staten Island from 6:00 AM to 11:00 AM Friday, and for the Bronx and northern Queens from 8:00 AM to 1:00 PM Friday. In these areas, widespread minor to locally moderate coastal flooding with up to 2 feet of above-ground inundation will be possible. Heavy rainfall coinciding with any of the high tides will exacerbate flooding conditions. In addition, 10- to 15-foot breaking waves at Atlantic-facing shorelines may result in significant dune erosion, overwash, and splashover, resulting in the potential for road closures. Residents in coastal communities should be alert for rising water and take appropriate action to protect life and property.
In addition, there is a chance for snow showers and flash freezes Friday afternoon and evening. With this comes the possibility for black ice Friday (12/23) afternoon into Saturday (12/24) in areas with standing water.
Preparedness Actions:
- Avoid driving through or coming in contact with flood waters. Six inches of fast flowing water can knock you off your feet, and as little as one foot of rushing water can carry away a car. There could be pollutants in the water or other hazards that you cannot see.
- Coastal flood waters could damage your vehicle. Move your car to higher ground, and wash your car thoroughly if it makes contact with flood waters.
- New York City residents, please call 311 if you encounter flooding that makes roads impassable, causes property damage, or persists for more than 48 hours.
- New Yorkers are advised to limit travel and stay inside during periods of severe weather.
- If you must travel, exercise caution. Do not drive your vehicle or walk into areas where water covers the roadway as the water depth may be too great to allow you to cross safely.
- If you are outside during a thunderstorm, avoid open areas and try to seek shelter indoors.
Notify NYC is the easiest and most up-to-date way for you and your community to get information on emergencies. Please encourage all New Yorkers to register at www.nyc.gov/notifynyc or by calling 311, and follow Notify on Twitter @NotifyNYC. You can also follow @NYCEM or like us at www.facebook.com/nycemergencymanagement

Report at Home Covid Testing
COVID-19 testing remains an essential tool as the United States heads into the holiday season and people navigate respiratory viruses. While taking a rapid COVID-19 test has become commonplace, test results are not often reported. COVID-19 test results provide valuable data that public health departments can use to assess the needs and modify the responses in the local community, the state or the nation.
Please circulate and utilize an important resource established by the National Institute of Health to help track COVID-19 cases HERE.
|
|
Best practices for prevention of COVID-19, influenza, and RSV include:
- continuing to mask in areas of potential exposure
- handwashing regularly
- social distancing and limiting exposure (especially ahead of family gatherings)
- regular testing (COVID-19) especially ahead of gatherings
-
getting vaccinated - annual flu shot and getting the bivalent booster for COVID-19
If already infected:
- limit exposure to others by quarantining
- seek out antiviral medications (see below resources for COVID-19 antivirals)
- get plenty of rest
As the holidays approach, New Yorkers can help protect their loved ones from COVID by getting tested before and after gatherings and wearing a mask around people who are at increased risk of severe respiratory illness. If you are sick, stay home, avoid close contact with others, and talk to your provider about what testing, care, and treatment is right for you. You can call your health care provider or 212-COVID19 (212-268-4319) to ask about treatment.
With respiratory illnesses on the rise, the Health Department is closely monitoring the COVID-19, influenza, RSV, hospital, and syndromic surveillance data. The Health Department has noted high levels of cases and hospitalizations for COVID, flu, and RSV. The combined impact of these respiratory illnesses puts individuals at risk and risks straining our healthcare system.
To find a nearby COVID-19 and flu vaccination provider, visit NYC Vaccine Finder or call 877-VAX-4NYC (877-829-4692) to schedule an appointment at certain sites, and for other vaccination assistance.

Federal Reserve Survey Reveals Continuing Disruption from COVID-19 Pandemic Among Organizations and Communities
On November 15, 2022, the Federal Reserve released Perspectives from Main Street: The impact of COVID-19 on communities and the entities serving them. The results came from more than 1,700 survey respondents, 69 percent of whom were nonprofits. For respondents, inflation, labor shortages, and available childcare were the top challenges. Approximately 70 percent of respondents indicated an increase in demand for their services, with 43 percent noting a significant increase. Nearly two-thirds of respondents still face some disruption to services, with recruiting staff and volunteers and raising funds as the primary challenges. 45 percent of entities said they can meet most of their demand.

Governor Hochul Announces Availability of $16 Million to Develop Supportive Housing
Request for Proposals Issued to Add 500 Scattered-Site Supportive Housing Units for People Experiencing Homelessness in New York City
New Units with Supportive Services Will Be Available for People Living with Mental Illness on the Streets or in the Subway System
Governor Kathy Hochul today announced the availability of up to $16 million in annual state funding to operate scattered-site housing with support services for people who are experiencing homelessness on the street and in the subway system in New York City. Administered by the state Office of Mental Health, the funding will help develop 500 additional units of supportive housing, which will then take referrals from the city's Safe Options Support teams.
"Now more than ever, we need to invest in our mental health care system and boost treatment services for New Yorkers who lack stable housing," Governor Hochul said. "These units will provide both a safe home for unhoused New Yorkers as well as supportive services, ensuring the most vulnerable among us have the resources needed to bring stability to their lives."
Office of Mental Health Commissioner Dr. Ann Sullivan said, "Individuals living with mental illness, like all of us, need a safe place to live in a supportive environment. These supportive housing units will provide that safe environment and the services needed for each person to move forward in their recovery. Housing in the community is critical to enable someone living with mental illness to live a full and productive life."
Scattered-site supportive housing is integrated housing that consists of apartments located in multiple buildings throughout the community, with each connected to community-based support services based on the needs of the resident. The goal is to place unhoused individuals into a setting where they can live in an independent setting and fully integrate into their communities. The funding is provided by Empire State Supportive Housing Initiative (ESSHI).
The scattered site units will complement the work underway by the Safe Options Support teams, which work with individuals who have a history of mental illness and/or substance use disorder. These multidisciplinary teams have enrolled 554 unhoused people into Critical Time Intervention services, placing 176 of them into temporary housing. Housing staff will encourage and assist residents to develop community supports, use community resources, and pursue an individualized path towards recovery.
Applicants must develop at least 15 units and may apply for funding to operate up to 60 units. The request for proposals sets a Jan. 30 deadline for submissions.
