Oveta Culp Hobby

Oveta Culp Hobby was a Texas journalist, politician, and civil servant whose family included civic and political leaders. Hobby began her career as a legislative parliamentarian in the Texas House of Representatives before working on Texas campaigns, running for elected office, and working as a journalist.

In 1941, she was appointed head of the Women’s Interest Section in the War Department Bureau of Public Relations, where she explored ways women could serve their country through the military. Later, she served as the first director of the Women’s Army Corps (WAC). Her work at WAC earned her the Distinguished Service Medal, making her the first woman in the Army to receive this award. President Dwight D. Eisenhower appointed Hobby as the inaugural Secretary of the Department of Health, Education and Welfare, becoming the second woman to serve in a presidential cabinet. During her time as Secretary, she planned the first distribution of the polio vaccine for the U.S. in 1955.
