On the School Budget


As you all likely know, the County Executive once again underfunded the school system. And once again, the Council failed to exercise one of its very limited budgetary powers by restoring funds. Read Councilwoman Walsh's full response here.

D1 Legislative Report


New Legislation


CB51 - Speed Cameras in School Zones - We have heard concerns with speeding in school zones, and this bill removes the 8-camera cap on speed cameras in our County. The speed camera program already exists, and this bill would simply allow our Police Department to keep more of our children and community safe around the 70+ school buildings and student walking routes.

🔆Report on D1 Latest Bills


We are frustrated that our bills did not pass as hoped this past month. CB27 and CB29, our bills to daylight the environmental waiver process and ban harmful environmental waivers in our watershed, respectively, both failed. CB30, our bill to strengthen requirements for members of the Human Rights Commission, passed, but amendments by other Councilmembers weakened the bill by removing requirements that we thought would better serve our community. Details and agendas for all of the following meetings can be found on the Council's calendar.


Monday, June 2. 7pm | Council Legislative Session. Virtual or in-person.

  • The Council will hear new legislative introduced and give final consideration to a number of bills. The Council tabled CB24, annual building codes legislation, last session and D1 is hoping to table it again.
  • We have been working on amendments to add electrification requirements to this bill. The Council is receiving technical assistance from the Rocky Mountain Institute, an organization with experience with electrification laws around the country.


Wednesday, June 4. 5:30pm | Hearing Examiner. Virtual or in-person.

  • Plans for a proposed age-restricted adult housing complex on Old Frederick Road will go before the Hearing Examiner next week.
  • The public can testify in person or virtually, and there is no need to register. You can sign up in person at the George Howard Building when you arrive or simply join the virtual meeting and communicate that you would like to testify when asked. Monday, June 9. 9:45am | Council and Board of Education Joint Meeting. Virtual or in-person.


Thursday, June 12. 6:30pm | Inspector General Advisory Board Meeting. Virtual or in-person.


Monday, June 16. 7pm | Council Public Hearing. Virtual or in-person.

  • The Council will hear public testimony on bills before them. Sign up to testify here or send your written testimony to CouncilMail@HowardCountyMD.gov.

HC DrugFree Teen Advisory Council Meeting | Monday, June 9, 5:30-7pm. Virtual

Students from 8th-12th grade can register to attend the final HC DrugFree meeting of this year. This group meets monthly during the school year to discuss teen use of alcohol and other drugs. They develop educational messages to promote "a county where teens are drug free by choice." Students can gain volunteer/community service hours and leadership experience. Juneteenth Community Day Block Party | Saturday, June 21, 9am-3pm. Harriet Tubman Cultural Center, 8045 Harriet Tubman Lane, Columbia.
