Message From the City Manager

Greetings City of Grover Beach,


This month marks the close of the City’s fiscal year, which runs from July 1 to June 30 and is our timeframe for budgets, work programs and the planning and implementation of City projects and services. This current fiscal year has been busy, as we’ve carried out the priorities set by the City Council. Staff will report on the accomplishments of the Council Goals later this summer. The budget for the next fiscal year beginning on July 1 was adopted by the Council on June 24 and continues the City’s prudent fiscal management in developing a balanced budget that provides needed community services while maintaining sufficient reserves.


We also had two ceremonial events this month for leadership transitions in our public safety departments. On June 17, the Five Cities Fire Authority (FCFA) held a swearing-in and badge pinning for new Chief Scott Hallett and new Battalion Chief Craig Angello. Chief Hallett began as our new FCFA Chief following the retirement earlier this year of Chief Steve Lieberman. FCFA provides high-quality, responsive fire and emergency medical services to Grover Beach and Arroyo Grande and will continue to serve Oceano through a new multi-year contract with the County of San Luis Obispo. Earlier this week, on June 24, the Grover Beach Police Department had a swearing-in and badge pinning for new Chief Jim Munro and new Cmdr. Nelida Aceves. Chief Munro will do an excellent job taking over from retiring Chief John Peters, and this leadership progression shows the depth of our Police Department’s workforce planning and staff development efforts. I had the honor of serving as the MC for both events and it was touching and special to see so many families, friends, colleagues and employees attending these joyous occasions.


This month also saw an increase in construction activity for the West Grand Avenue Streetscape 4th-8th Street Project, which is key to creating a more vibrant hub of activity in the heart of our City. The contractor continues to install storm drains, requiring significant traffic control including the recent closure of the intersection at West Grand Avenue and 6th Street due to necessary relocation of utility lines and then a water main break. Project updates are updated regularly on our City website at GroverBeach.org/WGA. While we are excited for the benefits of this project, we know the construction impacts are significant to our local businesses, and the City has partnered with the South County Chambers of Commerce on another “Buy Local” program to encourage people to shop and dine at businesses in the affected construction area. More information about this program and a form to submit receipts totaling $100 at participating businesses to receive a $25 gift card can be found on the Chambers' website.

Grover Beach City Council Approves Fiscal Year

2024-25 Budget and Five-Year Capital Improvement Program

On June 10 and 24, the Grover Beach City Council reviewed and approved the Fiscal Year (FY) 2024-25 Budget and FY 2024-29 Capital Improvement Program


The City’s $35.2 million budget for FY 2024-25 balances revenues with expenditures while maintaining strong reserves.


"As we review this year's budget, the Council remains committed to prudent financial stewardship, aligning our investments with the needs and aspirations of our community. Together, we are shaping a resilient future for Grover Beach," said Mayor Karen Bright.

Raul Vargas - Maintenance Worker II

Meet Raul Vargas, a Maintenance Worker II in our Public Works Department!


Raul joined the City team in November 2023 as a Maintenance Work I. On his second day on the job, Raul saved the day by staying after hours to fix a main water line break.


A teacher to the rest of the crew, Raul possesses a great understanding and patience for how those around him work and learn.


In his spare time, Raul enjoys working on classic cars and spending time with his family. Fun fact: Raul has been working in underground construction since 1988.

How Do I Pay My Utility Bill?

What is the new payment portal system for utility bills?


The new utility bill payment system, launched in March, includes an online portal for added convenience. Each mailed bill now features a QR code for quick access to the portal. To log in, you'll need your account number and the amount of your last payment to link your registration to your utility account.


If you encounter any issues linking your account, please contact the Administrative Services Department at (805) 473-4550 or email finance@grover.org.


Is the "Online Utility Payment" Program only for paying my utility bill online?


No. You can also use this online service to "go green" and receive an email notification when your utility bill is available to be viewed over the Internet. Viewing your bill online is convenient, environmentally friendly and available 24/7!


When will my payment be received by the City when I pay by credit card?


The City receives one batch of payments each morning. The cut off time for each credit card payment batch is the day before at 8 p.m PT (10 p.m. CT). All payments received after that time are included in the group of payments sent to the City the following day.


Why am I charged a convenience fee of $4 when I use a credit card to pay my utility bill?


The fee is charged for the convenience of using a credit card to pay a utility bill (water/sewer) online with the City of Grover Beach. A convenience fee is common practice for many monetary transactions conducted over the Internet.


Is there a free alternative process to pay my utility bill electronically?


Yes! The City has offered a free electronic payment program for many years referred to as the "Auto Pay" or "ACH" Program. There is no charge for this service. On the due date of your utility bill, the amount you owe is automatically withdrawn from an account that you pre-designate. You sign up for this free program by filling out an Auto Pay enrollment form, attaching a voided check and mailing it in or dropping it off at City Hall.


Which payment method is the most convenient?


You can decide which payment option best fits your needs: 


  • Online credit card program offered through the City, which includes a convenience fee.
  • Online payment service offered through your own bank or credit union.
  • The "Auto Pay" or "ACH" Program, which incurs no additional processing fee.
  • In person - drop off your payment at City Hall by cash, check or money order (The Cashier window is open during regular business hours. A drop box is available for after hour payments by check or money order.)
  • By mail - send in a check or money order. Please be sure to include your utility account number on the check or money order.

Fire Season Reminders

With fire season upon us, it's crucial to stay vigilant. Last winter's rains have led to significant fuel growth, increasing the risk of grassland fires this summer. Follow these tips to ensure your safety:


  • Clear dead and dry vegetation around your home.
  • Practice smart grilling and safe campfire usage when enjoying the great outdoors.
  • Install smoke alarms on every level of your home, inside bedrooms and outside sleeping areas.
  • Discuss a fire escape plan with all family members and practice it twice a year.
