NEWS FLASH!

Put your Adopted EIFD / TIF District to work with an Opportunity Zone - Time Sensitive!

OZ Applications due to GO-Biz by July 25, 2026

The Opportunity: OZ 2.0 is the newest round of federal Opportunity Zones, which uses federal tax incentives to encourage private investment into designated census tract areas — and your community has eligible OZ tracts.

The Challenge: Not every eligible census tract will receive Opportunity Zone designation. As California begins its recommendation process, communities across the State are competing for a limited number of designations.

The GOOD news: Your existing TIF district demonstrates a commitment to investment, infrastructure, and implementation that can strengthen your nominations.

The BETTER news: California is now accepting OZ 2.0 nominations from local jurisdictions, and the State’s recommendation form specifically asks about nearby TIF districts and public investment; as such, your TIF district is a valuable asset in the selection process.

The BEST news: TIF Districts and OZs can work hand in hand. OZ incentives can help attract private capital to projects already envisioned within your district, helping advance local economic development goals.

WHAT TO DO NEXT: Kosmont is reaching out with this timely update regarding the federal Opportunity Zone (OZ) 2.0 program and the opportunity it may present for communities that have already established an EIFD, CRIA, or other tax increment financing (TIF) district.

Right now, the Governor's Office of Business and Economic Development (GO-Biz) is running California's Local Authority Recommendation process, where cities, counties, and other public agencies can recommend their preferred eligible tracts. [Learn more here: GO-Biz Website]

KEY DATES:

  • July 25, 2026 — Recommendation forms due to GO-Biz (the hard deadline)
  • September 29, 2026 —California nomination process concludes
  • January 1, 2027 — Designated OZ 2.0 areas are finalized, the new OZ 2.0 map takes effect; locks it in for 10 years, incentivizing private investment

The window is short, but there's still time to act!

Kosmont is well positioned to assist with your application. We believe you have a strong case, thanks to the TIF district and infrastructure commitment your community already has approved.

Kosmont is actively assisting communities with tract evaluation, nomination strategy, and application preparation ahead of the July 25th deadline.
