September Meeting Recap
At our September 11 monthly meeting held in University Park (thank you, Christine, for hosting!) we had a wonderful presentation by Sean Fitzgerald with KaiZen AI who spoke about rapidly changing AI technologies and how it is affecting government. This led to a great discussion among the attendees on how we currently utilize emerging technologies like ChatGPT. Additionally, Kim Sutter, Euless, mentioned an article she'd seen regarding an AI-generated candidate who filed to run for office in Wyoming so AI could impact our role in ways we hadn't anticipated.
One interesting takeaway was the passage of House Bill 149 that passed June 22, 2025 called the Texas Responsible Artificial Intelligence Act which goes into effect on January 1, 2026. A few cities have already passed policies governing City uses of AI so this may be the next major policy that clerks will need to address.
According to the AI Overview on Google:
"The Texas Responsible Artificial Intelligence Governance Act (TRAIGA) is a Texas law, effective January 1, 2026, that establishes a framework for AI governance, including prohibited uses (like generating child sexual abuse material or attempting to infringe on constitutional rights), a regulatory sandbox for testing, and oversight by a new Texas AI Council. The law focuses on the intent behind AI system development to address algorithmic bias and vests enforcement authority in the Texas Attorney General, who can seek significant civil penalties for violations after a defined cure period."
