Welcome to fall 2026! The annual CIP submittal cycle has officially begun. Please start working on your airport's CIP. All submittals should be uploaded to the Airport System Management (ASM) and emailed to MoDOT Aviation by Dec. 1.

Funding Updates & Deadline

Get Your Expiring NPE and IIJA AIG programmed and expended now

IIJA AIG applications based on bids and/or contracts are due to MoDOT Aviation by April 15, 2027. 2024 IIJA AIG will be swept next year if not under grant.

Non-Primary Entitlement (NPE)

2021 NPE - Extension granted, need incurred cost prior to Aug. 1, 2027.
2022 NPE - Extension granted, need incurred cost prior to Aug. 16, 2027.
2023 NPE - Expiration date Aug. 21, 2027.

Notice of Funding Opportunity (NOFO)

Fiscal Year (FY) 2027 Infrastructure Investment and Jobs Act (IIJA) competitive Federal Aviation Administration (FAA) Contract Tower (FCT) grants is now open. Applications will be accepted until 4 p.m. on Oct. 19.

The funds can be used for projects that sustain, construct, repair, improve, modernize, replace or relocate airport-owned towers; to include, acquire and install air traffic control, communications and related equipment to be used in those towers.

Grants awarded under this program offer 100% federal participation. For detailed information on the competitive grant program, including the FAA's NOFO, application instructions and the applications form (FAA Form 5100-144), please visit the FAA website. Be sure to check this website regularly for updates and additional information.

IIJA AIG

Runway 18/36 at Elton Hensley Memorial Airport.

The City of Fulton, in partnership with MoDOT Aviation, completed a project to rehabilitate pavements and provide drainage improvements at the Elton Hensley Memorial Airport (FTT).

The project involved resealing almost 50,000 linear feet of existing joints along Runway 18/36, rehabilitating isolated concrete panels along the runway, taxiway and apron pavements, improving existing site drainage and restriping of the entire airport.

This project was preceded by an airfield lighting project that replaced the Runway 18/36 edge lights with new base-mounted LED MIRLs, replaced Runway 18 and Runway 36 PAPI-4L, replaced the primary wind cone and beacon and installed a new electrical vault building meeting the requirements of NEC Article 110.31. Future improvements, as funding allows, include hangars, terminal building improvements and fuel farm upgrades.

Elton Hensley Memorial Airport has been meeting the needs of area pilots and business people since 1942. It is home to three runways: 6/24 (concrete), 18/36 (concrete) and 12/30 (turf). The airport supplies fueling for prop aircraft, aircraft parking (ramp or tiedown), hangar leasing, a terminal and lounge, aircraft maintenance and has courtesy cars for use.
