Fed Approves New Jersey Investments of
$634M Enhancing Medicaid Services for
Older Adults and Individuals with Disabilities
|
|
In addition to the announcements, Human Services remains in discussion with the federal Centers for Medicare and Medicaid Services on more than $100 million in additional proposals, and remains optimistic that these will be approved in the coming months. This includes funding funding the development of 100 deed-restricted, subsidized, and accessible rental units for Medicaid beneficiaries across the state for Healthy Homes.
The plan will bring in $329 million in federal funding, for a total state and federal investment of $634 million in these programs. The wide-ranging plan will use federal matching dollars through the American Rescue Plan to enhance, expand and strengthen home and community-based services under the state’s Medicaid program known as NJ FamilyCare.
Highlights of the approved initiatives include:
- Increasing the Personal Care Assistant rate to $23 per hour to help the workforce that cares for older adults in need of home care services.
- Increasing the Personal Preference Program rate to $19 per hour to help recipients who hire and manage someone to provide home care services.
- Increasing rates for support coordinators who work as case managers for Medicaid recipients with intellectual and developmental disabilities.
- Boosting rates for assisted living facilities, comprehensive care home and assisted living programs to strengthen these crucial facilities.
- Rewarding with higher daily rates assisted living facilities, comprehensive care home and assisted living programs that take on a higher percentage of Medicaid beneficiaries.
- Creating incentives to help transition individuals from nursing homes to home and community-based settings.
- Creating incentives to recruit more and retain existing homecare workers.
- Helping traumatic brain injury care providers offset costs associated with COVID-19 health and safety protocols.
- Strengthening the educational and informational resources available to community members around the various home and community-based services available under NJ FamilyCare.

CMS Launches Webpage to Share Innovative State Actions to Expand Medicaid Home and Community-based Services
The Centers for Medicare & Medicaid Services (CMS) launched a new “one-stop shop” for state Medicaid agencies and stakeholders on Medicaid.gov to advance transparency and innovation for home and community-based services. Home and community-based services allow people enrolled in Medicaid to receive services and supports in a preferred setting outside of an institution, such as in their own home. Through this new webpage, state Medicaid agencies and stakeholders can access information about states’ plans to enhance, expand, and strengthen home and community-based services across the country using new Medicaid funding made available by the American Rescue Plan Act of 2021 (ARP).

Funding for IT and PPE Now Available from DMHAS
|
|
The objective of this program (“DMHAS SABG COVID 19 Supplemental Reimbursement Program”, or DSCOVRS), is to further assist non-profit, contracted Substance Use Disorder (SUD) providers with funding for expenses related to the COVID-19 pandemic. Specifically, the DMHAS will reimburse providers for Personal Protective Equipment (PPE) and certain Information Technology (IT) expenditures that will help providers meet the challenges related to client treatment brought on by the pandemic. Eligible expenditures must have an invoice/purchase date between October 15, 2021, and February 1, 2023.
With respect to PPE, the DSCOVRS program will reimburse for masks, face shields, gloves and goggles used in facilities where DMHAS-contracted services are provided. With respect to the IT-related expenses, reimbursable items include, but are not necessarily limited to: improved internet services, video conferencing, hardware and
software and Wi-Fi services.
Please see the attached Guidance Document here for more details. Note: expenses related to electronic health records are not permitted. At this time, providers are limited to an overall maximum reimbursement of $20,000 for each program “bucket,” i.e., PPE and IT. The submission process for this program will be similar to the one implemented for the
CRF program last year. All eligible providers will need to request new login credentials for their staff who will be submitting documents through the Secure File Transfer Protocol (SFTP) site. Please use this web-based form to request unique login credentials: https://dmhas.dhs.state.nj.us/events/sabgcrf/register.aspx.

Murphy Administration Expands Investments for
Health Insurance Navigators and Insurance Enrollment
|
|
TRENTON – Governor Phil Murphy and Department of Banking and Insurance Commissioner Marlene Caride announced the award of nearly $4 million in grant funding for community organizations to serve as state Navigators to provide free outreach, education, and enrollment assistance to residents shopping for health insurance during the Affordable Care Act Open Enrollment Period. Open Enrollment at Get Covered New Jersey, the state’s official health insurance marketplace, begins on November 1st. The administration is increasing its investment in Navigators this year by nearly half a million dollars, and expanding the number of awardees, to help consumers enroll in quality, affordable health insurance.
A total of 18 organizations will be funded for the 2021-2022 year to serve as Navigators to support enrollment assistance in the State-Based Marketplace, expanded from 16 organizations awarded funding last year. All of the organizations serving as Navigators will have the ability to assist residents in-person and remotely. A total of $3.9 million will be awarded for the 2021-2022 year, compared to $3.5 million awarded in the 2020-2021 grant year. More information on health insurance options can found be at GetCovered.NJ.gov. (Insider NJ, October 19, 2021)

Enterprise Makes Case for Opioid Settlements
to Fund Housing for Recovery and Stability
|
|
In an op-ed published in Governing, Enterprise’s President and Chief Executive Officer Priscilla Almodovar encourages state and local governments to devote a substantial share of their opioid settlement funds to house victims of the epidemic in settings where they can get the help they need to recover. As dozens of states and hundreds of local governments are determining how to spend their shares of the $30 billion in combined opioid settlement funds, Almodovar explains that including supportive housing as a key part of the response to the opioid epidemic will help people who continue to face the impacts of the opioid crisis and create an infrastructure that can ensure the epidemic never returns. Almodovar notes that using settlement dollars to support housing initiatives would not be unique to the opioid crisis, as in the wake of the 2008 recession, the New York state’s attorney general’s office partnered with Enterprise and other housing organizations to invest bank settlement funds in communities impacted by the foreclosure crisis, including using the funds to finance direct homeowner assistance.

With our thanks to Technical Assistance Collaborative for boosting this story, The Department of Housing and Urban Development (HUD) sponsored three national webinars this summer specifically to address this urgent housing priority. Each session focused on opportunities to combine HUD Emergency Housing Vouchers with a different set of federal Health and Human Services resources. Speakers from the Substance Abuse and Mental Health Services Administration (SAMHSA), the Health Resources & Services Administration (HRSA), the Centers for Medicare & Medicaid Services (CMS), and the Administration for Children & Families (ACF) highlighted the variety of each agency’s resources that can be used strategically to provide comprehensive and coordinated services to people living in HUD-assisted affordable housing.
Fully accessible recordings of the webinars, along with slide decks and transcripts, are available on the HUD Exchange:
