Addressing drivers of healthcare utilization for neonatal opioid withdrawal syndrome - OBJECTIVE: Aim to reduce healthcare utilization (HU) for infants at risk of neonatal opioid withdrawal syndrome (NOWS) by 30% in 1 year and sustain for 2 years.


Trends in Neonatal Opioid Withdrawal Syndrome and Opioid Exposure Diagnoses Among Infants With Private Health Insurance, 2016-2021: Introduction of the P04.14 ICD-10-CM Code - The introduction of ICD-10-CM code P04.14 altered the use of other neonatal opioid exposure codes. The use of multiple codes increased, indicating that some ambiguity may exist about which ICD-10-CM code is most appropriate for a given set of symptoms.


Disparity in neonatal abstinence syndrome by race/ethnicity, socioeconomic status, and geography, in neonates >35 weeks gestational age - Although low ecologic SES and Medicaid payer type were more prevalent overall among Blacks and Hispanics in our study, we found that the highest prevalence of NAS was observed among Whites on Medicaid and in the lowest income quartile (i.e., with low SES). Further, stratified results largely produced NAS joint-effect estimates that were consistently higher for Whites compared with Blacks and Hispanics across several factors (except for rural hospital type, where there was no difference between Whites and Hispanics), and this warrants further investigation.

As you may be aware, in the FY 2022 Inpatient Prospective Payment System (IPPS) Final Rule released in August 2021, the Centers for Medicare and Medicaid Services (CMS) finalized the inclusion of the new Maternal Morbidity Structural Measure in the Hospital Inpatient Quality Reporting (IQR) Program in the hopes of addressing the continuing maternal health crisis and bolster quality of care during and after labor and delivery.


This new measure will:


  • Determine the number of hospitals currently participating in a structured State or national Perinatal QI Collaborative (PQC)
  • Determine whether hospitals are implementing the safety practices or bundles included as part of these QI initiatives


CMS will initiate a shortened initial reporting period for data collection through December 31, 2021, with full year reporting periods occurring thereafter. This initial reporting period will affect payment determination for 2023.
