In other data news, on November 7th, Homeland Security Today published an article entitled Evolution of OSINT: From Coup Crisis to Cutting-Edge Advancements with Social Media, AI, and Data Analytics. In this story, Homeland Security Today explores the evolution of open-source intelligence (OSINT) from the manual data collection of the 1980s to today’s AI-enhanced, real-time analytics. The shift, fueled by advancements in social media, artificial intelligence, and big data, has made OSINT an indispensable tool for intelligence operations, enabling faster and more accurate decision-making in crisis and security contexts.

 

  • Initially, OSINT focused on gathering basic open-source materials. Since then, real-time data collection and analysis have made OSINT an even more effective resource. Going forward, OSINT continues to integrate more sophisticated technologies and methods, with the aim of providing a clearer and more actionable intelligence picture for decision making.”

The National Institutes of Health (NIH), National Institute of Nursing Research (NINR), intends to negotiate with the University of Alabama, on a sole source basis to perform Collaborative research project between TIB and the University of Alabama to identify the relationship between built environment characteristics and global vehicle collision risk. Specifically, we will leverage Google Street View images and use advanced neural networks to extract relevant built environment characteristics from street images. We will use these data to quantify associations between built environment characteristics and global collision risk.

IP Darts/Clarivate Subscription

The USPTO requires commercial databases to develop empirical data and analysis and expand knowledge for the purpose of understanding the international IP landscape through empirical research and fact-finding. The type of reporting required is unique to the USPTO. The database allows a user-friendly interface to access queries specifically tailored to IP professionals to research case law, track ongoing litigation, and provide aggregate statistical data covering U.S., China and Europe.

Homeless Program Office (HPO) Data and Homeless Management Information System S Services (HMIS)

Dept. of Veterans Affairs

The VA intends award a Firm-Fixed Price purchase order a non-competitive basis to ABT Inc...to provide comprehensive HMIS services including HMIS Boot Camp for VA Staff to ensure they are proficient in utilizing the system; ongoing HMIS Use/Disclosure Inventory Maintenance; development of a HUD VASH HOMES to HMIS Data Transfer Tool (HVTT); creation and maintenance of an HMIS Dashboard for Homeless Programs Office staff; BI Dashboard Consultation services; expert technical assistance to meet Cleland Dole legislative requirements; and robust Data Analysis services to support Strong Act compliance. These specialized services are critical to support the VA's commitment to rapidly expand programs that prevent homelessness among Veterans and assist those currently experiencing homelessness.

The Department of Transportation is awarding a contract to Dunlap and Associates, Inc. for telematics technology and distracted driving.

Satellite deal signed for advanced military tech

UK Space Command

The £40 million project with Surrey Satellite Technology Ltd will support around 200 skilled jobs, boosting the UK’s space sector and helping to grow the economy. Named Juno, the satellite will be able to capture daytime images of the Earth’s surface, strengthening the UK’s Intelligence, Surveillance, and Reconnaissance (ISR) capabilities. Expected to launch in 2027, Juno will have advanced imagery sensors, building on the capabilities of Tyche, UK Space Command’s first satellite which successfully launched in August this year.

This requirement is for the procurement of Palantir Technologies Commercial Off—the Shelf products and services including software licenses (perpetual and subscription), software maintenance and support renewals, professional services, hardware, and hardware support. Palantir software provides Granular Classification Based Access Controls necessary for defense solutions that require deploying IT resources across different classification level with the requirement that users collaborate in a near-real-time operational environment.

NGA Director Discusses Agency’s Future with GEOINT AI during DOD IT Conference

National Geospatial-Intelligence Agency Director VADM Frank Whitworth participated in a fireside chat during the Department of Defense Intelligence Information System Worldwide Conference held Oct. 27-30 in Omaha, Nebraska. The theme of this year’s conference — Integrated Deterrence Through IT Superiority — allowed the director, alongside Defense Intelligence Agency Chief Information Officer Douglas O. Cossa, to discuss GEOINT artificial intelligence, the Joint Mission Management Center and NGA’s relationship with the National Reconnaissance Office and Space Force.

Space Force expands Commercial Integration Cell for industry cooperation

According to a Space Force announcement released today, the CIC “enables operational and technology exchange” between SPACECOM and commercial partners. “This real-time and near real-time information flow allows for rapid, informed response to space events and improves Space Domain Awareness,” the release added. Up to now, the CIC partners have primarily provided satellite communications and imagery, the Space Force announcement noted. But the additional firms now bring “an expansion of mission areas these partners support to include Space Domain Awareness and Intelligence, Surveillance and Reconnaissance,” the release said.

FTC and State Coalition Settle Data Breach Cases with Marriott

The Federal Trade Commission (FTC) announced a complaint and proposed consent order against Marriott International Inc. and its subsidiary, Starwood Hotels & Resorts Worldwide LLC, on October 9, 2024, concerning three alleged data breaches that occurred between 2014 and 2020. In a concurrent settlement regarding the same incidents, a coalition of 49 states (all except California) and the District of Columbia obtained relief that includes a $52 million payment from Marriott.

Report card: State, local geospatial leaders need better governance, infrastructure to collaborate across agencies

The 2024 Assessment of the U.S. National Spatial Data Infrastructure, which the Coalition of Geospatial Organizations (COGO) released Oct. 21, evaluated geospatial information systems data and infrastructure, documenting achievements and challenges across the public tech sector on the federal, state, local and tribal levels. It found that as a whole, the condition of GIS data — which helps to inform decisions about public works — and the infrastructure to enable the sector’s work have largely remained unchanged from 2018.

Flanked by Palantir and AWS, Anthropic's Claude marches into US defense intelligence

Claude was first made available to the defense and intelligence communities in early October, an Anthropic spokesperson told The Register. The US government will be using Claude to reduce data processing times, identify patterns and trends, streamline document reviews, and help officials "make more informed decisions in time-sensitive situations while preserving their decision-making authorities," the press release noted. 

Penlink’s Kellen Schollaert: AI-Powered OSINT Tools Could Provide Analysts With a Faster Path to Insights

In an article published on Carahsoft.com, Schollaert noted that generative AI is transforming OSINT capabilities. “Analysts can ask questions about their collected data to almost instantly identify specific pieces of information that previously would have stayed hidden or taken an unreasonable amount of time to uncover,” he noted. “Built-in generative AI can also guide a collector or analyst in the identification of effective workflows depending on a desired mission outcome,” Schollaert added.

Meta offers Llama AI to US government for national security

Meta will allow US government agencies and contractors in national security roles to use its Llama AI. The move relaxes Meta’s acceptable use policy restricting what others can do with the large language models it develops, and brings Llama ever so slightly closer to the generally accepted definition of open-source AI. Llama will be available to US government agencies and private sector partners, including Lockheed Martin, Microsoft, and Amazon, to support applications like logistics planning, cybersecurity, and threat assessment, Meta’s president of global affairs Nick Clegg wrote in a blog post Monday.
