Grant Opportunity - A message from the Emporia Community Foundation:

The Emporia Community Foundation is a 501 (c) (3) organization with the mission of connecting caring individuals with causes that build stronger communities in our region.  We started in 1995 with a group of six individuals and a gift of $5K and have grown to over $45 million in assets and close to 400 funds.  One of the funds we have is called the Emporia Public School Foundation Non-Endowed Fund. It is available as a funding resource for teachers within USD 253.  The fund provides financial assistance for non-budgetary items, which look at alternative learning strategies, creative teaching ideas, various ways to motivate students, and inspire lifelong learners.

In 2019, the fund was updated to also include helping with the needs of the district nursing staff in order to better serve the students.  If you have needs that might qualify, please consider filling out the application.  Use this link, Emporia Public Schools Grant Application, to get started. Applications are accepted through September 30, and you can find information at www.emproiacf.org.  All grant applications must have the principal’s signature on them before it is submitted to the grant committee for review.  Examples of previous funding:

  • a series of family-oriented events throughout the year.
  • economics in real life course.
  • sensory support project.
  • room transformation items.
  • flexible workstations.

Board of Education members thanked First United Methodist Church and community partners for leading the 2025-26 school supply donation initiative. A special thank you was shared with Mrs. Sara Bashaw for representing FUMC. Their generous contributions ensured students from Pre-K through 12th grade started the year with the supplies they needed to succeed.

EMS student-athletes joined Mr. Brent Burns, principal, and Mr. Matt Baumwart, assistant principal/athletic director, as they presented the Board with highlights of the new Track and Field project, sharing what they love about the facility and celebrating competitions already in progress.

Board Approvals:

  • Minutes of September 10, 2025
  • Emporia High School Future Farmers of America (9 students and 1 sponsor) for long-distance travel to Indianapolis, IN, to attend the FFA National Conference
  • Donation of $20,000 from Walnut PTO to Walnut Elementary, to support students and staff
  • $79,411,22 change order from ATG-Ram Industries LLC for the middle school track project

(This change does not impact KPERS retirees.)

Board Discussion and Information:

Health Insurance Renewal for 2026:

Mr. Cody Purdy and Ms. Lisa Clark from IMA Corp presented renewal options for the district’s health plan beginning in 2026. The district’s current carrier is Blue Cross Blue Shield (BCBSKS), which has proposed a 26.5% increase. Aetna offered a competitive, fully insured renewal at a 9.1% increase with a 14.64% second-year rate cap and a $200,000 pooling point, though switching to Aetna would require a change in the provider network and variance in plan design.

IMA also outlined self-funded options, recommending maximum funding in the first year to build reserves. This approach could generate $1.5M in savings compared to fully insured premiums and create a $999K reserve if claims run as expected. However, costs are projected to rise approximately 25% in year two as claims mature, resulting in a 9% increase.

While Aetna’s fully insured option provides predictable costs and limits risk, self-funding offers potential savings and long-term flexibility but requires upfront reserve funding and tolerance for greater cost variability. Board members asked questions and engaged in discussion following the presentation. The information will also be reviewed by the District Insurance Committee, and a decision regarding the health plan will be made at the next Board Meeting on October 8. Use this link to view the Health Insurance Renewal presentation.

He also shared that gymnastics will no longer be a sanctioned KSHSAA sport after 2025, expressing gratitude to coaches Barb Clark, Angela Podrebarac, and Tarra Machado for their decades of dedication to the EHS program.

Lastly, Dr. McGehee announced that a joint School Board and City Commission Candidates Forum will take place at FHTC on October 6, with School Board candidates beginning at 5:45 p.m.
