ACTION ALERT: Urge Congress to Act Now to Renew Continuum of Care Funding

As litigation continues on the most recent HUD Notice of Funding Opportunity, Congressional action remains critical to prevent disruption to HUD’s homelessness programs. Before the December recess, Senator Jack Reed (D-RI) introduced a provision to renew existing Continuum of Care (CoC) grants for an additional 12 months. While the proposal has bipartisan support, its path forward remains uncertain. Continued advocacy—especially with Senators—is essential to ensure this provision is included and passed.

With Congress advancing appropriations ahead of the current Continuing Resolution expiring January 30, we need the Senate to intervene and pass this new provision. Please contact Senator Murphy and Senator Blumenthal today and urge them to support a 12-month CoC funding renewal in the upcoming appropriations bill - see below for more information and what to say.

Sen. Chris Murphy

DC: (202) 224-4041

Sen. Richard Blumenthal

DC: (202) 224-2823

Background

  • A federal court ordered HUD to halt both the December 19 FY2025 CoC NOFO and the rescission of the FY2024–25 NOFO, requiring HUD to process renewals under existing rules.
  • HUD has temporarily reopened FY2025 applications through February 9 but has stated it may revert to the December NOFO if it prevails in court—leaving no predictable timeline for resolution.
  • In Connecticut, despite the Governor’s commitment to funding PSH and RRH through the end of this fiscal year, ongoing uncertainty is already disrupting services, delaying referrals, and eroding trust.
  • Communities nationwide report reluctance to take new referrals and growing operational challenges as delays continue.

What to Say

  • We are immensely grateful for your support and advocacy on behalf of our unhoused neighbors, providers, and communities across Connecticut.
  • Ongoing uncertainty around FY2025 CoC funding is creating disruption and instability. These programs require predictability and transparency to function effectively.
  • Congress must support a provision in an upcoming appropriations bill directing HUD to renew all CoC grants expiring in calendar year 2026 for one additional 12-month period. This no-cost, bipartisan solution will prevent avoidable gaps in funding.
  • Congress should also ensure future CoC funding is awarded promptly and in accordance with statute.
