On August 8, 2025, members of Child Care Providers United (CCPU) – the union representing more than 60,000 family child care providers in California – announced that after months of negotiations, rallies, marches and vigils, CCPU has reached a three-year tentative contract agreement with the State of California. Union members must vote to make this contract official. Members will vote on the agreement in September. Additionally, the agreement must be ratified by the Legislature. The tentative agreement is hosted on the CalHR website.

  • $80 million ongoing, per-year retirement funding
  • $100 million ongoing, per-year health care funding

How to Support a Bill

As bills move through California’s legislative process, they are presented to and heard by several committees who may recommend amendments and vote on whether or not the bill should continue through the legislative process.

As legislators decide how to vote, they consider public opinion as expressed through position letters. To support a bill, you can submit your letter through the California Legislature Position Letter Portal.

If you have any questions, contact TFC staff!

Child Care Q&A's

NOTE: If you have a question you would like answered or researched, please email.

Question: Will there be a continuation of paying child care providers based on enrollment instead of attendance?

Answer: Yes. SB 120 allocates $88.5 million to continue paying child care providers based on the family's maximum need, rather than by the child's attendance.

  • What Will Medicaid Cuts Mean For School Health and Wellness Services?

FACTSHEET: On the Chopping Block: How Medicaid Cuts Will Impact Mental Health | CLASP

Medicaid is the nation's single largest payer for mental health services and provides coverage for nearly 40 percent of all children in the United States. Medicaid also pays every 1 in 4 dollars for vital mental health and substance use disorder treatment.

Federal Government Update

The Senate Appropriations Committee approved the FY26 Senate Labor/HHS Appropriations bill on July 31st. The House Appropriations Subcommittee for Labor-HHS is expected to mark up its corresponding bill in early September. Congress must pass funding appropriations or a Continuing Resolution by October 1st to avoid a government shutdown.

As previously shared, Congress is on recess through September 2nd. In-district meetings and site visits are important opportunities to interact with policymakers, especially as the impacts of budget reconciliation cuts and structural changes begin to take effect on food assistance, Medicaid, and harsh immigration enforcement. Check House and Senate websites to find district schedulers to arrange meetings, site visits, and events in your district or state.

UPDATE: Protect Head Start & Early Head Start

Together, we secured 587,551 comments on HHS’s notice that illegally bars some immigrant families’ access to Head Start and other programs. Thank you for taking action to protect Head Start! We’ll be sharing more information in the coming weeks.

More: Hundreds of groups push back on Trump denying lawful immigrants access to Head Start, other programs - NBC News

Additionally, Democratic Reps. Bonamici (Ore.), Hayes (Conn.), and Leger Fernandez (N.M.) led 34 of their colleagues in expressing concerns about the Trump administration’s interpretation of a “federal public benefit,” before public comment closed Wednesday.

“Reclassifying Head Start as a federal public benefit – and thereby restricting immigrant participation – threatens these jobs and weakens the vital infrastructure supporting low-income and working-class families,” the lawmakers wrote in their comment. “Denying some immigrant children access to the Head Start program would further marginalize immigrant communities who contribute significantly to our economy.”

Are return-to-work orders, layoffs driving moms from workforce? | Desert News

Key Points:

  • The proportion of working mothers of young children fell 3 percentage points from January to June.
  • About 212,000 women above 20 years old have left the job market since January.
  • A dearth of child care and job flexibility and government layoffs are reasons women leave the workforce.

A significant number of working moms are heading home and an analysis in The Washington Post says a dearth of child care and job layoffs are together driving the exodus.

Per the Post, “The share of working mothers age 25 to 44 with young children has fallen nearly every month this year, dropping by nearly 3 percentage points between January and June, to the lowest level in more than three years,” based on an analysis of federal data by Misty Heggeness, a professor at the University of Kansas and former principal economist at the Census Bureau.

Working moms got some of the credit for the job market’s post-pandemic comeback, the Post reported. But that’s changing as remote work and flexible schedules are disappearing and government layoffs have sent many others home.

According to the Labor Department, roughly 212,000 women older than 20 have stopped working or seeking jobs since January. There’s an especially big drop for Black women and those ages 25 to 34, per the data.

“The U.S. is the only advanced economy that’s had declining female labor force participation in the last 20 years, and a lot of that is because of lack of social safety net and caregiving supports,” Kate Bahn, chief economist at the Institute for Women’s Policy Research, told the Post. She called it a long-term trend that appears to be worsening.

The U.S. Bureau of Labor Statistics reported in July that 57.1% of women 16 and older were in the workforce. Among those 20 and over, the share was 58.9%, compared to 70.5% of men.

Time reported that 212,000 women age 20 and over have left the workforce this year, noting that “by contrast, 44,000 men have entered the workforce since January.”
