Town of Bedford
April 29, 2022
Community activities are in full spring swing! Each hamlet is buzzing: from the monthly Art Walk in Katonah to the first Cars and Coffee in Bedford Village, to the annual Earth Day Festival in Bedford Hills and so much more.
It is thanks to so many organizations, businesses, and residents who collaborate around these efforts and really bring our town to life! And thanks to so many in our community for coming out to support and participate. I am looking forward to the 125th anniversary of Katonah celebration on 5/21 and, coming soon, a town-wide economic and community vibrancy initiative called Destination 39.3. Can you guess what's behind the name?
I hope to see you at the Town’s Arbor Day ceremony tomorrow morning at 10am at the Bedford Hills Community House or any one of the many activities happening around town.

The Town Board will be meeting on Tuesday at 6pm for a Work Session to pick up where we left off at the end of 2021 in the conversation about whether to allow cannabis stores in town. There will be a public hearing regarding an allocation of the American Rescue Plan Act funds to the three libraries and for road paving, followed by a business meeting of the Board. Town Board meetings can be viewed via live stream on the town website, on Zoom, or in person at the Town House.
We are hiring for several positions in the Town. If you are interested in learning more about civil service positions, contact the Town personnel department. This is a great place to work!
As always, please feel free to reach out to me with concerns or questions. I'm happy to hear from you.
Be well,
Ellen

BPD, BHFD, State Police, former Chief Hayes (on the bagpipes), boy scouts, a pony named Harrison Ford, elected officials, residents, and Sgt.Thomas Wade's granddaughters were in attendance on Sunday.
Last Sunday we honored Bedford PD Sgt. Thomas Wade, killed in the line of duty in 1925.
This ceremony was also an opportunity to take time to show appreciation for our police officers and first responders who often put their own lives in danger to protect all of us.

Thank you William McCormack for organizing this event!

Settlement Proposed for Verizon for Cell Coverage
The issue currently being negotiated between the Town and Verizon has been going on for 4 1/2 years. As many of us watched at Planning Board meetings and then on Zoom, the Planning Board, staff, and attorneys literally spent hundreds of hours, creating thousands of pages of records, deliberating potential outcomes with Verizon, the Town’s Wireless Committee, consultants, and various constituents to find a location for a wireless facility.
Verizon identified Hickory and Stone Hill as the most desirable locations to cover gaps in those areas due to topography and their coverage potential. Several other locations were proposed and reviewed as well. All locations were declined either by the Planning Board or Verizon.
Federal law makes it close to impossible for towns to refuse to site facilities when a gap in coverage has been established and gives towns only a sliver of authority to influence the outcome of these applications. While proposals for one-tower solutions or small cells were discussed, these are not realistic given our topography and technology.
Finally, “shot clock” ran out, giving Verizon the opportunity under federal law to sue the Town to get the court to override the Planning Board and force one of its applications to be accepted in Bedford.
The lawsuit, filed in 2021, has been underway, taking a great deal of time and attention. The legal expenses and consultant fees are mounting, and the likelihood of success is increasingly uncertain. Finally, we had to ask ourselves, how much taxpayer money are we willing to spend to risk losing a lawsuit and lose control of what is built?

Retail Cannabis Dispensary Discussion
When the Town Board voted last year to opt out of having retail cannabis stores in town it was in large part because the deadline to make this decision was only a week away and there was not enough time for an assessment and public input. However, the board members feel we have a responsibility to have more conversation around this topic. Therefore, the Town Board will hold a work session to discuss the potential issues, concerns, and opportunities related to retail dispensaries in our town on May 3rd at 6pm.
