We wish to express our concern over deployment of military and naval force into the Caribbean with the apparent purpose of launching attacks and unlawful hostilities in Latin America, particularly Venezuela, without debate, consent, or accountability.
It is Congress that has the Constitutional responsibility to authorize the use of military force. There is no legal basis for the use of military force in Venezuela or any other country that does not allow the US military to operate within its territory.
Violating the sovereignty of Venezuela or other countries in Latin America would damage regional partnerships, stability, and cooperation. Unilateral and ill-conceived military action would also contribute to the forced displacement already occurring in the region. An attack on Venezuela would destabilize the region and damage rather than help efforts to protect communities from drug trafficking.
The US is attempting to manufacture consent to attack Venezuela. Juan Gonzalez, former senior director for the Western Hemisphere at the US National Security Council, has stated clearly that there is no credible evidence that President Nicolás Maduro directs any narco-gangs. Furthermore, the UNODC 2025 report notes that only a 5% of drugs coming to the US pass through Venezuela, and in fact that the country has consolidated its status as a territory free from coca leaf cultivation or drug production, as well as free from international criminal cartels. Nonetheless, President Trump lies about Venezuelan drug cartels, for the sole purpose of “regime change” and appropriation of Venezuela’s immense oil resources and to attempt to overthrow an elected government that has not bowed to US demands.
We most sincerely and strongly urge you:
- To take action to restrain the unlawful actions of the Executive branch, including extra-judicial killings, attacks on boats in international waters, and any attempted sneak attack or bombing of Venezuela.
- To work to negotiate peaceful and respectful co-existence with all nations in LatinAmerica, including Venezuela
