Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the U.S. Census Bureau’s (USCB) request for third-party data services to enhance its Business Register and data products. The contract aims to integrate alternative data sources with traditional methods to produce high-quality, timely statistics.

 

  • Department of Commerce, US Census Bureau — Rich Places and Spend Data - The USCB intends to award a Firm Fixed Price (FFP) type contract for monthly retail and services establishment place data and retail spend data improve the quality of Census Bureau’s Business Register and its data products. The objective of this procurement is to continue to produce timely, high-quality official statistics while making use of a third-party alternative data source that is collecting data that is comparable to the data we would be collecting on Census Bureau data collection instruments. Results will be used to develop methodology to supplement or improve existing surveys and create new hybrid data products that blend Census Bureau collected data and third-party data.

 

In other data news, on July 30th, El Pais published an article entitled Javier Milei’s government will monitor social media with AI to ‘predict future crimes’. In this story, Javier Lorca describes how President Javier Milei’s government in Argentina has established a new Artificial Intelligence Unit tasked with monitoring social media and using machine learning algorithms to predict future crimes, raising concerns about privacy violations and the potential misuse of AI. Experts warn that this initiative could threaten citizens’ rights and lacks transparency and accountability.

 

  • The Artificial Intelligence Unit will be made up of police officers and agents from other security forces. Its tasks will include 'patrolling open social platforms, applications and websites,' where it will seek to 'detect potential threats, identify movements of criminal groups or anticipate disturbances.' It will also be dedicated to 'analyzing images from security cameras in real time in order to detect suspicious activities or identify wanted persons using facial recognition.'”

Malicious foreign actors exploit US entities to push disinformation, IC warns

Officials noted that Chinese government-backed users have also turned to social media to continue sowing discord amongst American audiences. Similarly, the ODNI official confirmed that Iranian online actors rely on “vast webs of online personas and propaganda mills to spread disinformation, and have notably been active in exacerbating tensions with Israel-Gaza conflict.”

US border agents must get warrant before cell phone searches, federal court rules

A federal district court in New York has ruled that U.S. border agents must obtain a warrant before searching the electronic devices of Americans and international travelers crossing the U.S. border. The ruling on July 24 is the latest court opinion to upend the U.S. government’s long-standing legal argument, which asserts that federal border agents should be allowed to access the devices of travelers at ports of entry, like airports, seaports and land borders, without a court-approved warrant.

Sensitive Illinois Voter Data Exposed by Contractor’s Unsecured Databases

Databases containing sensitive voter information from multiple counties in Illinois were openly accessible on the internet, revealing 4.6 million records that included driver's license numbers as well as full and partial Social Security Numbers and documents like death certificates. Longtime security researcher Jeremiah Fowler stumbled upon one of the databases that appeared to contain information from DeKalb County, Illinois, and subsequently discovered another 12 exposed databases.

According to Dale, consistent technology across the banking sector and supporting legislation are key components needed to make open banking a reality in New Zealand. In terms of the technology, New Zealand's largest banks were required to implement Payment NZ's open banking API standards by May 30, 2024. “This ensures that all banks are using a consistent and secure method for sharing customer data with authorised third parties,” Dale explained.

White House officials meet with allies, industry on connected car risks

“Connected vehicles from China could collect sensitive data about our citizens and our infrastructure and send this data back to the People’s Republic of China,” the White House statement at the time said. “These vehicles could be remotely accessed or disabled.” The Commerce Department’s work builds on a 2021 Biden administration executive order focused on how to protect Americans’ data from foreign adversaries.

Meta to pay $1.4 billion as settlement for illegally gathering biometric data from millions of Texans

The case essentially resolved on accusations that Facebook, under Meta, collected biometric data billions of times from photos and videos uploaded by users through a feature called “Tag Suggestions,” which has since been discontinued. Meta has expressed satisfaction with the resolution and indicated plans to explore future business investments in Texas, including potential data centre developments.

Exclusive: Data provider Dun & Bradstreet explores sale, sources say

Dun & Bradstreet, a U.S. data and analytics provider that has a market value of more than $9 billion including debt, is exploring options including a potential sale, people familiar with the matter said on Friday. The Jacksonville, Florida-based company is working with investment bankers at Bank of America, opens new tab to evaluate takeover interest from potential buyers, which include private equity firms, the sources said.

A New Trick Could Block the Misuse of Open Source AI

Prior to release, open models like Meta’s Llama are typically fine-tuned to make them better at answering questions and holding a conversation, and also to ensure that they refuse to respond to problematic queries.
