The City of Encinitas continues making progress on the Leucadia Streetscape Segment C and North Coast Highway 101 Drainage Project.
The N. Coast Highway 101 northbound traffic is on new pavement from Jupiter Street to Moorgate Road through the east side of the two roundabouts, which have been completed for a few months. Along the west side, work continues with the installation of storm drain collector pipes, and the new water main. The northbound left and U-turn lane is open at La Costa Avenue.
PROJECT UPDATE
So far, crews have completed:
- All 60-inch storm drain pipe (3,585 linear feet)
- All 66-inch storm drain pipe (308 linear feet)
- 430 linear feet of 36-inch pipe
- 750 feet of 24-inch storm drain pipe
- 1000 linear feet of new water main pipe
- Paving of the northbound lanes
-
Ongoing Work: Crews are continuing to work on the sewer and drainage infrastructure including the large cleanout boxes, storm drain laterals and on the new water main. This work is occurring from Jupiter Street to La Costa Avenue.
PROJECT DETAILS
-
Current Work: Crews are preparing the subgrade and base for the southbound median lane and plan to install asphalt on July 17. Crews continue to excavate and install the additional sewer line near Moorgate Road. The water main has been installed from Jupiter Street to Avocado Street and will continue from Avocado Street to La Costa Avenue. All storm drain laterals and collector pipes are installed in the southbound median lane.
-
Traffic Adjustments: Southbound traffic is anticipated to shift on July 23 to the newly paved lane next to the median. Northbound traffic will remain on the east side of the median. Curbside parking on the west side will be temporarily restricted. Parking is available in the parking pod areas on the east side where construction of the road has been completed. Access will be maintained for residents and businesses.
-
Work Planned: Pipe installation and related work, such as new water main, storm drain inlets and connector pipes, paving, median curbs, and roundabout construction will continue along the west side through Summer 2026. When the underground facilities are in place, the surface improvements, sidewalks, curbs, gutters, drainage inlets, and driveways, will begin construction.
TRAFFIC CONTROL MEASURES
To ensure the safety of the community and construction crews, traffic control measures will be in place throughout construction, including:
- Access/Driveways to businesses and residents are open and maintained at all times.
- Cones, delineators, fencing, and signs
- Lane shifts and closures
- Flaggers directing traffic
- Concrete barriers
SAFETY REMINDER
During the construction period, please expect intermittent lane shifts and closures, large construction equipment in the work zone, and temporary noise. We urge all drivers, bicyclists, and pedestrians, to follow marked signage and proceed with extra caution to ensure the safety of everyone, including cyclists and pedestrians. For compliance with construction regulations and for safety reasons, only construction personnel are allowed within the construction zone along the excavated areas, open trench areas, active construction areas, and within the median.
Thank you for your patience and cooperation as we work to improve our infrastructure.
