Local Law 84 requires NYC buildings over 25,000 square feet to report annual energy and water usage by May 1 via the online benchmarking portal. Non-compliance results in fines ranging from $500 per quarter for failure to submit on time to $1,250 per year for failure to post the energy letter grade label at the building entrance.
The 2025 Covered Buildings List (CBL) for Local Law 84 (LL84) is now available for 2024 calendar year data submission at www.nyc.gov/NYCbenchmarking. You can access the list in Excel or PDF formats.
Benchmarking data must be shared via ENERGY STAR Portfolio Manager (ESPM) before transferring to the Building Energy Analysis Manager (BEAM) platform by BBL and BIN.
The deadline to submit data is May 1, 2025. Timely submissions require successful data transfers to BEAM, with automated email notifications sent from BEAM_LL97@buildings.nyc.gov. The ESPM Property Data Administrator’s email must belong to the Owner or Owner’s Representative.
For properties subject to LL97 or LL88, the property data administrator must use one of the three emails (owner, owner representative, or service representative) registered in DOB NOW for fee payments. These emails will initially access the BEAM building profile, allowing additional users to be added later.
