Greetings Ashburn/Lansdowne!
I hope your summer is off to a happy start!
I am Julia Widding, and I am excited to share that I will be interning in the Ashburn District Office this summer. I am a rising junior at Lehigh University in Bethlehem, Pennsylvania with a major in International Relations and minors in Creative Writing and Maternal and Child Health. I have been a resident of the Ashburn District for a majority of my life and graduated from Broad Run High School in 2023.
During my time at Broad Run, I had the opportunity to shadow the Vice Chair for Loudoun’s annual Youth in Government Day. This experience was truly formative, as it showed me the tangible and positive changes in the day to day lives of individuals that are made possible through local government. Especially here in Loudoun! I feel both lucky and grateful to have grown up in a place where it is so rewarding to get involved.
Since starting in the beginning of June, I have had numerous opportunities to deep dive on local issues, connect with fellow residents of the Ashburn District, and work with individuals that share the same goal as myself: to make Loudoun somewhere people are proud to live.
It is important for me to note-- achieving this goal would not be possible without you all. Yes, you! My favorite part of this experience is seeing your curious faces at Business Meetings, hearing your earnest questions for the Vice Chair, and feeling your true care for your fellow community members. This high level of care is what makes Loudoun, moreover our Ashburn District, so special.
Especially now, as it is more important than ever to exercise this care. Your voices matter, and I look forward to listening to as many of them as possible while I am here!

New Update: The County filed their petition to their Virginia Supreme Court on June 5, 2025, and the Court agreed to hear the case on June 18, 2025 at a later date.

Previous Update: In March 2025, Loudoun County joined the Lansdowne Conservancy in an appeal to the Virginia Supreme Court regarding the State Corporation Commission's (SCC) decision to overhead the transmission lines down a portion of Route 7.

Previous Update: On February 5, 2025, the SCC announced its final decision, approving both the Aspen to Golden and Apollo-Twin Creeks applications for above-ground high-voltage transmission lines. The Aspen to Golden Project decision was consolidated with the Apollo-Twin Creeks Project decision, and the final order can be downloaded here.

The county responded to the SCC Hearing Examiner’s Report. Here is a short summary of the county’s rebuttal. The rebuttal can be accessed here, the following summary is from page 33 of the PDF.
Undergrounding Aspen-Golden along as much of Route 7 as possible will not only conform with the County’s 2019 General Plan, preserve the Belmont Viewshed Easement, promote economic development, minimize adverse impacts to the extent reasonably practicable, and be responsive to public opinion. It will also educate the Company, the County, the Commission, and all of us, about the technical and logistical aspects of undergrounding, so that we do not look back on these proceedings ten years from now, throttled by criss-crossing transmission lines, wondering what could have been.
Background:  Dominion Energy has developed proposals for a project named “Aspen to Golden,” a potential transmission route that calls for the construction of new transmission lines that will run from a future Leesburg substation (Aspen) to a future Ashburn substation, near Loudoun County Parkway (Golden). During their virtual and in-person meetings on January 9, 2024, and January 11, 2024, Dominion announced updated proposed routes along Route 7 and Loudoun County Parkway. The Loudoun County Board has the authority to make changes to the 2019 Comprehensive Plan and the Loudoun County Zoning Ordinance through a Comprehensive Plan Amendment (CPAM) and a Zoning Ordinance Amendment (ZOAM) process.
The Zoning Ordinance regulates land use throughout the county and is the primary implementation tool for the 2019 Comprehensive Plan, a policy document that provides a flexible framework and implementation strategy to meet the county’s future land use and transportation needs. Although CPAMs and ZOAMs are frequently undertaken together, not every project requires both.
The priority for this section is to provide our constituents with up-to-date information about any Board initiated CPAMs and ZOAMs that will impact the Ashburn District

Data Center Standards & Locations
CPAM-2024-0001 and ZOAM-2024-0001

On February 6, 2024, the Loudoun County Board of Supervisors directed staff to move forward with a Comprehensive Plan Amendment (CPAM) and an associated Zoning Ordinance Amendment (ZOAM) to update the policies and standards for data center and electrical substation uses.
The Project Plan for Data Center Standards and Locations (CPAM-2024-0001 and ZOAM-2024-0001) will move forward in two phases, click here for more information on the phases.
On July 2, 2024, the Board approved an Intent to Amend the Zoning Ordinance as well as the Revised Project Plan to proceed to a September 24, 2024, Planning Commission public hearing.
On December 12, 2024, the Planning Commission forwarded this to the February 12, 2025 Board of Supervisors Public Hearing.
On February 12, 2025, the Board of Supervisors directed staff to return to the March 4, 2025, Board Business Meeting with draft Grandfathering Resolution options.

On February 12, 2025, the Board also forwarded the CPAM and ZOAM to the March 18, 2025 Board of Supervisors Business Meeting for action.
On March 18, 2025, the Board approved Phase 1 of the Data Center Standard & Locations, Phase 2 is scheduled to come to the April 15, 2025 Board of Supervisors Business Meeting.

Comprehensive Plan Amendment to Remove the Planned Gloucester Parkway Extension from the CTP
CPAM-2024-0006

Description: During the January 10th, 2024 Board of Supervisors Public Hearing, a motion was made by Supervisor Turner, and supported by the Board of Supervisors, that directed county staff to initiate and prepare a Comprehensive Plan Amendment (CPAM) to remove the planned Gloucester Parkway extension from the Countywide Transportation Plan (CTP). This planned extension requires construction of a bridge over the Goose Creek to connect Gloucester Parkway to Crosstrail Boulevard.
New Update: The CPAM has been scheduled to appear at the September 10, 2025 Board of Supervisors Public Hearing.

Previous Update: At the May 27, 2025 Planning Commission Public Hearing, the Planning Commission voted to approve the Gloucester Parkway CPAM. The CPAM will come to a future Board of Supervisors Public Hearing.

On August 14, 2023, Loudoun County launched LandMARC (Land Management, Applications, Research, Coordination). LandMARC is the county's online land management system. More information about LandMARC can be found here.
Stay Informed
Beginning September 26, 2023 there will continue to be twice-weekly updates to share the progress in processing permits. These updates will be posted online at Loudoun.gov/bdpermits. The link to this information is also posted in the LandMARC self-service portal. Loudoun.gov/LandMARC remains the landing page for all industry to get information about the system, including system status, help and how-to guides, and read important updates on the LandMARC blog.

Luck Stone Leesburg Plant

Description: "Luck Stone Leesburg Plant" is a Zoning Concept Plan Amendment (ZCPA) Application to amend proffers and development conditions to allow for expansion of mining operation in quarry B, on the east side of Goose Creek, underneath the current processing plant, resulting in the processing plant and point of sale to move to the west side of the property. On the west side of Goose Creek, the application is amending the development conditions to allow for Stonewater Lane to be used for shipping mined materials off-site and to rezone a portion of Luck Stone’s property to allow for data center uses. According to Luck Stone, if this application is approved, the timing of the relocation of the point of sale to Stonewater Lane and the expansion of mining operations in quarry B is subject to several variables but is not currently anticipated for approximately 25 years.

Waxpool Road & Faulkner Parkway Roundabout
Application Number: CPAP-2021-0039
(Road Improvement)

Description: CPAP-2021-0039 is a construction plan profile (CPAP) for the design of a two-lane roundabout, to be built at the T-intersection of Waxpool Road and Faulkner Parkway. This roundabout was proffered as a part of the Waxpool Crossing application (ZMAP-2019-0020), which was approved by the Board of Supervisors in 2021.
Status remains the same as the 02/03/2025 newsletter: The Construction Plans and Profiles (CPAP-2021-0039) for the Waxpool Road and Faulkner Parkway Roundabout have received final approval from Loudoun County on November 4, 2024. Please see above for a photo of the final plan. The project, which includes a two-lane roundabout at the intersection, is now ready to proceed, with the following remaining permit requirements:
- Soil Tests & Pavement Approval: Soil tests must be conducted on the constructed subgrade to determine actual CBR values and must be approved before paving.
- Grading Permit: If offsite grading is required, letters of permission must be obtained before submitting the grading permit application.
- VDOT Permit: Any work within the VDOT right-of-way requires a permit from the Leesburg VDOT office before construction begins.

Previous Update: The applicant is working to secure permits for this project, as well as acquiring easements from adjoining property owners, and coordinating utility relocations with Dominion Energy, Verizon and Washington Gas. The outstanding permits for this project are a grading permit, a VDOT Right of Way (ROW) permit, as well as VDOT's approval of the proposed Maintenance of Traffic Plan.

Online Process for Building Permits, Land Development Applications
Homeowners and residential contractors can submit their completed application form and supporting documentation, including drawings and plats, in PDF format for most residential construction projects to the Department of Building and Development online. Residential Traffic Calming Guide
Loudoun County’s Department of Transportation and Capital Infrastructure (DTCI) manages an eight-phase process to address traffic calming, which considers residents’ concerns regarding speeding, safety and overall quality of life on publicly-maintained residential streets.

To identify which entity responsible for maintaining your road/street, Loudoun County made an online color coded mapping system which helps residents determine who to contact when work needs to be done.

Report a road problem
VDOT created an easy to use online form to report unsafe and hazardous road conditions. Similarly, work requests for state-maintained roads can also be made here.
