New Child Nutrition Services Supervisor Position

Projects will move forward as funding becomes available from sources like state matching funds, Measure M bond funds, capital outlay reserves, and asset management program funds. The updated Facilities Master Plan is available online.

2027 Employee Health Insurance

The district contracts with the California Schools Voluntary Employees Benefits Association (VEBA) for its employee health insurance. Gann Limit

The 1979 Gann Amendment established maximum appropriation limitations for government agencies, including school districts. As a result, school districts are required to annually establish a revised Gann Limit for the preceding school year and a projected Gann Limit for the current school year. The Board adopted a resolution establishing the district’s adjusted 2025/26 Gann Limit at $32,291,729 and the 2026/27 estimated limit at $32,358,334.

2025/26 Unaudited Actuals

As required by Education Code, the Board certified its review of the district's final statement of all receipts and expenditures for 2025/26. General Fund revenues for 2025/26 totaled $56,541,852 versus total General Fund expenditures of $59,425,330. This represents a difference of -$2,883,478 for 2025/26. To offset the deficit spending in the General Fund, the district made transfers from the Special Reserve for Capital Outlay (Fund 40) and the Deferred Maintenance Fund (Fund 14) that totaled $1,069,472. In addition, the district utilized an additional $2,187,387 in one-time, restricted funds to offset ongoing expenses in the 2025/26 fiscal year. The General Fund closed 2025/26 with an ending balance of $7,103,547, of which $1,959,929 is the unrestricted ending fund balance. The full 2025/26 Unaudited Actuals report is available on the district website.

District Conflict of Interest Code Update

The Political Reform Act requires the district to review its conflict of interest code biennially and notify the Orange County Board of Supervisors if the code must be amended. The district’s newly created Administrative Director position approved by the Board of Trustees in August 2026 required amendment of the district's conflict of interest code. The Board adopted a resolution to effect that amendment.

2026/27 District Goals and Strategies

The Board adopted updated district goals, along with strategies for meeting those goals during the 2026/27 school year. The 2026/27 Goals and Strategies may be viewed on the district website.

INFORMATION/DISCUSSION

Williams Settlement Legislation Monitoring for King

King has been included on the state’s 2025–2027 Williams Settlement Legislation monitoring list due to two consecutive years of low performance among students with disabilities in English language arts on the California School Dashboard. As a result, the Orange County Department of Education is required to conduct a quarterly school review. The fourth quarter report confirmed no Williams Uniform Complaints were filed related to instructional materials, facility conditions, or teacher vacancies or misassignments during the period January 1 through March 31, 2026.

Nonsubstantive Changes to the 2026/27 Local Control and Accountability Plan

The Board received an updated version of the district’s 2026/27 Local Control and Accountability Plan (LCAP) containing nonsubstantive changes to language based on a recent review by the Orange County Department of Education. The updated LCAP is available on the district website.
