City Commission Meeting Tomorrow:

What Is on the Agenda

Thursday, October 8, 2026 | 9:00 a.m. | Miami City Hall, 3500 Pan American Dr

AT A GLANCE

  • Parking: EV-ready developments may qualify for reduced parking requirements
  • $46M: Capital funding would be shifted among City projects
  • Construction: New rules for materials left in streets and sidewalks
  • Driveways: Amnesty program could return for one year

FEWER PARKING SPACES REQUIRED?

PZ.5 — EV-Ready Parking Proposal

What it does: Allows developments in transit-oriented areas to reduce required parking by up to 5% or 10%, depending on how many spaces are EV-ready. First reading; deferred in March and since amended.

Why some support it: It may encourage EV charging infrastructure and lower development costs.

Questions others raise: Could reduced parking increase spillover onto nearby residential streets?

WHERE IS $46 MILLION MOVING?

RE.1 — Capital Plan Reallocation

What it does: Shifts about $45.99 million among City capital projects in the FY 2026-27 plan. The City’s Exhibit A lists 180 transfers but does not state the reason for individual transfers. See where the $46 million goes (plain-language summary with City source links, PDF)

Why some support it: Capital plans need flexibility as costs and priorities change.

Questions others raise: Which projects gain or lose, and could neighborhood projects be delayed?

CLEAR THE SIDEWALKS AND STREETS

FR.2 — Construction Materials in Rights-of-Way

What it does: Would require construction materials, equipment and signs to be removed from public rights-of-way once they are no longer authorized or reasonably necessary. First reading; sponsored by Commissioner Escalona.

Why some support it: Clear sidewalks and streets can improve pedestrian safety and access.

Questions others raise: How quickly must items be removed, who decides what is “reasonably necessary,” and what penalties would apply?

A SECOND CHANCE FOR UNPERMITTED DRIVEWAYS

SR.3 — Driveway Amnesty Program

What it does: Would bring back, as a one-year pilot (renewable once), the amnesty program that expired in 2024, so owners can address certain unpermitted driveway conditions. Second reading; passed 5-0 on first reading September 10.

Why some support it: It gives owners a way to correct older permitting problems.

Questions others raise: Who qualifies, what does it cost, and do safety and drainage rules still apply?
