Following the Supreme Court's ruling striking down IEEPA tariffs, U.S. Customs and Border Protection (CBP) has rolled out an online refund portal to return roughly $166 billion in duties to 300,000+ importers across 53 million entries.
CBP's new CAPE system has four steps:
1. Claim Portal — upload refund requests via standardized spreadsheet

Forgotten Graves, Urgent Work: Revived Dorchester Board Works to Protect Burial Sites Before They Vanish | |
In Dorchester County, some burial sites are not just aging; they are disappearing, erased quietly by development, erosion, and time. Others remain in place but have already slipped from memory, unmarked on modern records and unknown to the people who now own the land.
That quiet loss is driving renewed urgency behind the Dorchester County Burial Sites Preservation Board, which has reemerged after years of inactivity. Its members say the work is not only about preserving known cemeteries but also about finding those that have already been forgotten.
Board Chair Erick Windsor said many of the most vulnerable burial sites are small family cemeteries tucked onto private land, often without clear documentation. As properties change hands or are subdivided, those burial grounds can easily be overlooked.
“There are situations where properties are being subdivided, and you don’t know where the burial site is,” Windsor said. “It’s not showing up in the last 60 years, so it kind of gets lost in the mix.”
The challenge reflects a broader gap across Maryland, where a recent state workgroup found efforts to identify and document burial sites remain uneven. Without reliable records, sites can be damaged or destroyed without anyone realizing they were there.

Evaluating Suicide Risk in Youth: R.I.S.K2 - The Risk Identification Suicide Kit2+
Are schools and mental health practitioners asking the right questions or using validated assessment tools to determine suicide risk levels in youth? Research tells us, probably not. Practitioners will be called to initially triage a suicidal youth to determine levels of interventions. The practitioner’s preparedness can determine what action steps are needed, understanding the many pitfalls, litigation, and decisions that await along this process. Training will be provided on the use of the Risk Identification Suicide Kit2+ (RISK2+), Second Edition.
This presentation will share how preparation percentages identified among mental health practitioners impacts the confidence and decision-making process when meeting with a youth presenting with suicidal thoughts and behaviors. A review of current trends, understanding of the suicide continuum (from age 13) and suicide reactive continuum (from age 4) will be shared. There are only a few pathways an assessment can lead; towards a path of recovery, management, and or death. The ultimate goal is to lead the youth and family towards a path of recovery and a desire to choose living. This presentation will support and empower school and mental health practitioners by expanding skills sets and intervention considerations along the suicide assessment process.
Upon completion of this training, attendees will receive 5.5 Category 1, Social Work CEUs or a Certificate of Attendance.

Complimentary morning pastries and coffee, as well as lunch, will be provided.
This event is hosted by the Mid Shore Suicide Coalition, a partnership with Mid Shore Behavioral Health, Inc., Channel Marker, and community organizations.
