| COUNCILMEMBER URGES SALE OF RANCHO LPG TANKS FOR ALTERNATIVE USE |  |

 Los Angeles City Councilman Joe Buscaino is urging the owners of a San Pedro site that handles millions of gallons of liquid butane to sell it for another use, saying it “would bring a huge sense of relief to an entire community.” Neighbors have long been alarmed by the Rancho LPG site on Gaffey Street, which includes two 12.5-million-gallon refrigerated tanks and five 60,000-gallon horizontal storage tanks. 
 
The facility, which sits close to homes, schools and stores, handles the largest amount of butane of any facility in California, according to a database maintained by the Right-to-Know Network. Propane is also stored on the Gaffey Street site.
 
 
In a recent letter, Buscaino said he had learned that the San Pedro property might be up for sale and urged the company to sell it to a “non-petroleum” or “alternative use buyer” in order to end the anxiety over the facility. CONTINUE READING...

| UNARMED CRISIS RESPONSE MODEL |  |

On October 14, 2020, the Los Angeles City Council adopted a report from the Ad Hoc Committee on Police Reform relative to developing an unarmed model of crisis response (C.F. 20-0769). This report directed the Office of the City Administrative Officer (CAO), with the assistance of the Los Angeles Police Department (LAPD), Chief Legislative Analyst (CLA), and City Attorney, to develop and issue a Request for Proposals (RFP) seeking one or more non-profit partners to implement a pilot program for mobile crisis response modeled after the Crisis Assistance Helping Out On The Streets (CAHOOTS) Program in Eugene, Oregon (https://whitebirdclinic.org/cahoots/).
 
 
The CAO is also soliciting feedback from residents who live or work in Los Angeles, community organizations, and other non-governmental entities to help inform the parameters of an unarmed crisis response program within the City. | Private Detention Center Ban |  |

On April 15, the Planning and Land Use Management (PLUM) Committee approved the Department’s draft ordinance to ban the local operation and construction of private detention centers. Modeled after Assembly Bill 32, the ordinance would establish new language in the City’s Zoning Code to enforce this prohibition in Los Angeles.
 
 The ordinance would also disallow accessory uses or incidental activity related to “community detention facilities for unaccompanied minors” and “private detention centers.” The Department initially defined “private detention centers” as private institutions that detain individuals awaiting a trial, hearing, or other judicial or administrative proceeding. At its December 10, 2020 meeting, however, the City Planning Commission expanded the definition of “private detention center” to include other private institutions. 
 The PLUM Committee reverted to the Department’s original language in response to concerns that the new wording might subject privately operated sober living, rehab, and mental health facilities to the ban. The next step is for the City Council to consider the PLUM Committee’s report, prior to instructing the City Attorney’s office to prepare the final version of the ordinance.

| Homeless Data Integration System |  |

California unveiled a groundbreaking website to analyze its homelessness crisis. The site is part of a new system to measure the impacts of homelessness, identify contributing factors, and chronicle homeless support initiatives. Launched in early April, the Homeless Data Integration System (HDIS) is part of the State's Homeless Coordinating and Financing Council, a group of 44 planning organizations that facilitate services for homelessness.  
 State officials believe the single repository for data will enable agencies to answer previously unanswerable questions about what homeless services are used, who is accessing those services, and what interventions are most effective. This information will be coupled with data recording homelessness patterns, city homeless service demands, and inequities in homeless care.

The City Council will consider certifying the Final EIR, making the required CEQA findings, and approving the proposed Project, including the adoption of the proposed ordinance, at a future City Council meeting. Please join us for the bi-weekly meeting of Metro’s Public Safety Advisory Committee (PSAC) on Wednesday, May 5, 2021.  The Los Angeles County Metropolitan Transportation Authority (Metro) has selected 15 community members to participate in the agency’s new Public Safety Advisory Committee, which will help Metro re-envision public safety on its transit system.   Metro's newly selected advisory committee members hail from throughout L.A. County and represent a diverse range of perspectives - including racial, culture, gender, sexual orientation, income, geography, immigration status, housing status, and persons with disabilities. Selected committee members either ride the Metro System regularly, have knowledge of transit, or possess specialized expertise as representatives up various community-based organizations.

Metro's new Public Safety Advisory Committee will have the opportunity to provide recommendations on the remaining six months of Metro's law enforcement contract, including the approach for the future opening of the Crenshaw/LAX line.
