Product Stewardship Updates
PSI Testifies on Numerous EPR Bills Throughout the Country
Legislation
Since the start of the 2022 session, PSI staff have been busy preparing and delivering legislative testimony in eight states and counting in support of a range of EPR laws. Packaging has been the most active product, for which we’ve submitted testimony in six states, from Hawaii to New York. But there are several other active product bills, too: batteries in Washington, mattresses in Oregon and Maryland, household hazardous waste in Vermont, and paint in Maryland, to name a few. In Connecticut, we testified on packaging, gas cylinders, and tires all in one day! For more information on PSI testimony, contact Scott Cassel, PSI’s CEO and founder.
Vermont Bans Sale of Compact Fluorescent Lamps
The Vermont Agency of Natural Resources (ANR) recently announced that starting February 17, 2023, screw-based compact fluorescent lamps (CFLs) cannot be sold in the state. CFLs contain mercury, a potent toxin that makes them hard to safely manage. PSI has extensive experience working on product stewardship for fluorescent lights (including a recent education and outreach project), and submitted comments in support of this sales ban. PSI also urged ANR to expand its review to consider a sales ban on other types of mercury-containing lamps. For more information on EPR for fluorescent lamps, contact Suna Bayrakal, PSI’s director of policy and programs.
Carpet America Recovery Effort (CARE) Submits Revised Plan Amendment for Carpet Program in California
On February 22, CARE submitted a revised proposal for differential assessments — which determine the fees paid into the carpet stewardship plan by producers — to CalRecycle. The differential assessments take into consideration the type of carpet material and the financial burden that a carpet material has on the stewardship program and the amount of postconsumer recycled content. For more information on carpet EPR, contact Suna Bayrakal, PSI’s director of policy and programs, who also serves on the CA Carpet Stewardship Advisory Committee.
EPR for Electric Mobility Products in Canada Amid Growing Battery Recycling Efforts
As of March 1, people in British Columbia are now able to recycle e-mobility products (such as electric bikes, scooters, and skateboards) through a new Call2Recycle program. Call2Recycle is holding two upcoming public consultation sessions on the program on March 29 and April 5. As green energy efforts increase globally and in the U.S. in the face of climate change, electric bikes and vehicles are on the rise — and the challenges of managing their batteries are as well, as we see fires caused by lithium-ion batteries. PSI has been actively working with members from several U.S. states to develop model battery legislation with a wide product scope that includes these types of batteries. We also hold regular government strategy calls on battery EPR. For more information on EPR for batteries, contact Suna Bayrakal, PSI’s director of policy and programs.
PSI in the News
“Letter: Extended producer responsibility would modernize recycling system,” Times Union, March 3. Scott Cassel, PSI’s CEO and founder, comments on the benefits of packaging EPR for New York State.
