2024-2025 Texas 4-H Chartering Process
All Items (including check registries, bank statements, and all transaction receipts) Due to Extension Office NO LATER than: June 14TH, 2024
(In order to be reviewed/approved by our AUDITORS before the final deadline)
Information: The 2024-2025 chartering process for existing clubs/groups as well as guidelines for the establishment of new 4-H clubs in Texas 4-H and under the Texas 4-H, Inc. organization is officially open. Please click HERE for the 2024-2025 chartering information. All documents and other resources are available online at https://texas4-h.tamu.edu/management/. June 30, 2024 is the deadline to submit 4-H club/group charter applications in order for the application to be reviewed for approval for an August 15 club activation.

2024-2025 Charter Agreement: DOWNLOAD. Please note the changes to the Charter Agreement for 2024-2025! As before, signatures are required, but the document must also be initialed where indicated.

Sample Bylaws: DOWNLOAD. The sample bylaws are developed to serve as a guide for clubs/groups to use in bylaw development and/or revision. Chartered clubs/groups have flexibility with their bylaws; however, the items in bold in the sample set are required to be in all bylaws. Club/group bylaws should not conflict with the Texas 4-H Rules and Guidelines and/or the newly revised Charter Agreement.

2023-2024 Financial Review Form: DOWNLOAD. Bank statements uploaded as part of the chartering packet should not include copies of canceled checks and/or deposit slips. This is for the security of the club/group account(s). Please note that a checkbox has been added to the financial review form indicating that the Extension Agent certifies that all signers on the bank account are currently enrolled 4-H adult volunteer leaders. Also, please note that the name on a 4-H club’s bank account should match the name of the 4-H club/group as well as the name on the EIN assignment letter. In order to avoid the application being sent back for corrections, please ensure that the financial review form is completed in its entirety.

Charter Application Worksheet: DOWNLOAD. For Club/Group Managers to complete and use to fill out information in 4HOnline - This form is simply a worksheet and should not be uploaded as part of the chartering process.

Disbandment Form: DOWNLOAD. Included for any club that will be disbanding. Upon closure of the club, please provide the completed form to the Texas 4-H Office.
Other highlights for the 2024-2025 Chartering Process
4HOnline enrollment will open on August 15th for the 2024-2025 4-H year. Youth and adults can only enroll in chartered/approved 4-H clubs. Clubs/Groups who do not complete their charters by the June 30th deadline can still complete their charters – but club may not be activated/open for enrollment by August 15th. Please work with your County Office to ensure timely completion of your charter.
All 4-H clubs/groups should aim to be chartered by February 29, 2025, for the 2024-2025 4-H year. This ensures that all community 4-H clubs will be active for at least six months in order to provide a quality 4-H experience. For SPIN clubs or other special situations related to the formation of a club/group after February 29th, a request for late submission can be made to the Texas 4-H Office.
4-H Clubs/Groups which are not going to be active for the 2024-2025 4-H year due to lack of leadership or membership but would like to retain their EIN are required to charter and request an “INACTIVE” status. This will allow the club/group to remain under Texas 4-H Inc. for one 4-H year. If the club does not become active after one year of inactive status, the club will be removed permanently from the IRS list for Texas 4-H Inc.

Record books can be purchased at the Extension Office for $4 per book.
The Comal County 4-H Record Book Judging will take place 9 a.m. on June 24, 2024 at Guadalupe County 4-H.

We're gearing up for 2024 Comal County 4-H Dance Fundraiser on October 19, 2024, at the Columbus Hall in New Braunfels, and it's going to be epic! To make it the best it can be, we need your help with sponsorships.
Think of all the fun things we can have at the event – live band (will be announced later), great barbeque dinner, silent auction items, and games! Sponsorships help us make those things happen.

2024 District 10 4-H Record Book Judging
Registration Period: June 1 – 25, 2024
Late Registration Period: June 26 – 28, 2024
(*Late Registrations will be assessed a +$25 late fee per record book entry)
What is a 4-H Record Book?
4-H Record Books allow youth to see just how much they have accomplished in their main projects.
First place books from each county advance to District in three age divisions: Juniors, Intermediates & Seniors. The 1st place senior record book in each category will have the opportunity to advance to State level! The District 10 4-H Record Book Judging event will be held July 11, 2024 at the Gillespie County Extension Office (38 Business Ct, Fredericksburg, TX 78624)
Membership & Age Divisions
Participants must be 4-H members currently enrolled on 4HOnline and belong to a Texas 4-H Youth Development County program.
There are three age divisions for competition as outlined below. 4-H members’ division is determined by their grade level by Aug. 31, 2023.
· Junior: 3rd - 5th
· Intermediate: Grades 6th - 8th
· Senior: Grades 9th - 12th

Late Registration: June 26-28, 2024
