Qualifying Advanced Energy Project 48C Credit Program

The Qualifying Advanced Energy Project Credit (48C) program aims to strengthen U.S. industrial competitiveness and clean energy supply chains. As the nation builds a net-zero economy, the 48C tax credit program aims to play a critical role to create high-quality jobs, reduce industrial emissions, and increase domestic production of critical clean energy products and materials.

The Inflation Reduction Act provided $10 billion in new funding under § 48C(e), with at least $4 billion reserved for projects in certain energy communities with closed coal mines or retired coal-fired power plants, to allocate credits to projects in three categories: (1) Clean energy manufacturing and recycling, (2) greenhouse gas emission reduction, and (3) critical materials refining, processing, and recycling. This announcement for Round 1 of § 48C(e) makes available $4 billion for eligible projects, with approximately $1.6 billion reserved for projects in certain energy communities.

DOE Vehicle Technologies Office Announces $99.5 Million FY23 Funding Opportunity

On May 19, the U.S. Department of Energy Vehicle Technologies Office announced $99.5 million in funding opportunities in support of projects to reduce soft costs to improve EV charging infrastructure in underserved communities, provide consumer education on EVs and EV charging, and develop batteries that use low-cost, abundant materials.

The FOA includes a range of topics, including:

Area of Interest 6: Hydrogen Combustion Engines — The objective of the area of interest is to research, develop, and validate an internal combustion (IC) engine for on-road and non-road (off-road, rail, and shipping) applications that can fully operate on hydrogen while achieving near or equivalent efficiency of conventional diesel engines and meeting prevailing EPA emission standards. While 4-stroke IC engines are predominant in commercial vehicle application, we also encourage proposals for hydrogen combustion by two-stroke opposed piston engines.

Beginning August 31, privately-owned or non-profit trucking fleets with 20 or fewer trucks and an annual revenue of less than $15 million can access flexible financing options for zero-emission trucks through the HVIP Innovative Small e-Fleet Pilot (ISEF). This funding allows small fleets to access flexible financing, lease, rental, and truck-as-a-service options with enhanced incentives and fueling support.

Clean Off-Road Equipment Voucher Incentive Project (CORE)

CORE is designed to accelerate deployment of cleaner off-road technologies by providing a streamlined way for fleets ready to purchase specific zero-emission equipment to receive funding to offset the higher cost of such technologies. This project is analogous to the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP), but will specifically target zero-emission off-road freight equipment that is currently in the early stages of commercial deployment.
