Dear Neighbors,

Can you believe it's already April?! As we welcome the new month, our office is buzzing with excitement as we dive into planning for this summer's projects and initiatives. We've already seen some incredible achievements come to fruition.

We're thrilled to announce the successful completion of the rezoning process for the Hale Neighborhood, paving the way for a more streamlined process for Accessory Dwelling Units (ADUs). Thanks to the nearly 60% support from our community survey last August, our office moved forward with a legislative rezoning of Hale. That rezoning officially passed Council on April 8th and is now law. It is worth mentioning as well that Councilwoman Parady, Councilman Hinds, and Councilwoman Gonzales-Gutierrez are working alongside the Mayor to bring ADUs to the city of Denver as whole. These changes will not only eliminate the $1,000 fee, but also remove the 6 month rezoning timeline. This will make ADU's more accessible to those who want to build one, but couldn't based on financial burden.

In another significant milestone, we're actively addressing wage theft in our city. Last week, in the Finance and Governance Committee, we advanced a crucial bill empowering the auditor with subpoena powers to investigate corporations and business owners suspected of withholding wages from their employees. Denver stands firm against wage theft, and I'm honored to lead this charge alongside Councilman Flynn and Councilwoman Parady. With your support, we're hopeful this bill will pass through City Council, marking yet another stride in combating wage theft in our city.

Stay tuned for more important updates, and don't forget to follow us on Facebook and Instagram for the latest news. And as always, please don't hesitate to reach out to our office if there is anything we can do to assist you.

Gratefully,

Councilwoman, Amanda Sawyer

This year we witnessed a 30% surge in overall responses with a total of 1911 residents participating, and a notable 33% increase in responses considered for analysis compared to 2022. Crime and Safety was the primary concern voiced by residents, followed by issues related to traffic/mobility infrastructure, and homelessness. We sincerely appreciate the diverse participation from all corners of D5. Your input is invaluable as we work towards addressing the community's most pressing issues.

Moving Forward:

Our office is committed to keeping you informed as we embark on initiatives aimed at tackling these concerns. Stay tuned for updates on projects designed to enhance safety, improve traffic conditions, and address homelessness in our district. View the Full Results Here.

Quality Italian Below Curb Dining Structure Removal

As you may be aware, Quality Italian has been non-compliant with their below curb dining structure. While we appreciate all that QI brings to our community, the safety risks associated with this structure need to be addressed. Our office has been advocating for the removal of this non-compliant structure, and we are pleased to report progress in the right direction. Here's what you can expect in the near future:

  • A DOTI ROW Inspector served the patio removal notice on Monday, April 8, 2024. It is required to be entirely removed by mid April.
  • Should Quality Italian wish to install a new dining structure, they must resubmit their plans and ensure compliance with all program guidelines and associated regulations.
  • CPD has confirmed that the Cherry Creek North Business Improvement District will have the opportunity to review any new application submitted by Quality Italian under the program.

We appreciate your attention to this matter and will keep you updated on any further developments.

Hill Middle School Update

We want to thank our partners at DPD and Hill Middle School for addressing some concerns that weere brought up from the residents in the area. Here are some of the things that are going to be changed as a result of their hard work and dedication:

  • Staggered dismissal list: Hill has identified 15 students who ride the RTD (with no option for a DPS bus) who are released FIRST to catch the 4:03 bus. This is roughly half of the 30 or so students who ride the RTD each day. Essentially, Hill Middle School worked to break up the riders into 2 groups.
  • Principal presence at RTD stops until 4:25.
  • Targeted family outreach and parent partnerships; students who are observed loitering or displaying unsafe behaviors have received targeted phone calls to discuss the importance of pick-up plans.
  • Reporting positive student behaviors to families and celebrating students who model our core values in the community.

Results 1 Month Into Plan:

  • No reported safety incidents near Clermont and 6th since February 16th
  • Principal has met 4 of the local homeowners during the afternoon time and looks forward to continuing to meet community members!
  • Positive feedback from parents who said they appreciate creating 2 RTD groups; this promotes a smaller crowd on the bus for students and community members.

Recommended Supports/ Next Steps:

  • Safety and Security Presence 2x per week if possible
  • The Hill community was surveyed and data showed that the community is in favor of an SRO should one become available. At this time DPD3 confirmed they do not have enough staffing for an SRO. Commander Bell has committed to re-evaluating this as staff levels improve.
  • DPD2 and DPD3 have both agreed to do extra patrol in the area.

Mayfair Park Update

Denver Parks and Recreation is happy to announce that the design is underway to improve the drainage in the playground. DPR anticipates having construction begin on these essential improvements in the late spring to be open by early summer, and anticipate this area of the park will reopen in the fall.

As you are aware, the park has been fenced off since the existing drainage system (installed in 2012 with the playground construction) failed. During the heavy rains in 2023, the entire playground was filled with water and would not properly drain out. The drainage system is being improved to ensure that it flows properly so the playground does not fill with water again.

Thanks for your patience over the last year as DPR worked to find a way to fund this emergency need.

Crestmoor Park Playground Redesign SURVEY ENDS TODAY!

Crestmoor Park improvements are being funded by the RISE Denver Bond and the City Wide Accessibility Capital Funds. The second phase of improvements at Crestmoor Park will primarily focus on replacing the existing playground, which requires frequent and often costly repairs. The secondary focus will aim to provide better accessibility to the playground and other amenities throughout the park.

General Schedule

  • Public Outreach: Winter/Spring 2024
  • Design: Spring 2024
  • Construction Start: Spring 2025
  • Project Complete: Spring 2026

Ellsworth Ave. Storm System Phase 2 Status Update

Phase 1 of the Ellsworth Storm project is complete. The project began in August 2021 at the intersection of Steele St and Ellsworth Ave. This work required extensive relocation of underground utilities. Major work was performed in the Ellsworth corridor to update and replace the storm sewer lines that flow down Ellsworth Ave and connect to Steele St. Green Infrastructure planters were placed on all corners of the Adams St and Ellsworth Ave intersection and the NE corner of the Cook St and Ellsworth Ave intersection. Phase 1 ended just west of Madison St on Ellsworth Ave.

Phase 2

The work on Phase 2 is similar to Phase 1 however there will be no planters or bulb outs. Ellsworth will be regraded to eliminate flat areas that currently experience ponding and icing. Additionally, underground storage and multiple inlets will be added throughout Ellsworth Ave to intercept some of the flow.

Location

Phase 2 will begin where Phase 1 left off on Ellsworth Ave just west of Madison St and continue east to Garfield St.

Extensive Utility Relocations

The utility relocations on this project are extensive. Throughout 2023, residents and businesses saw utility contractors working on relocating their lines in preparation for the storm project.

Schedule

The design of Phase 2 of the Ellsworth Strom project is complete. Pending funding availability, construction is expected to begin late-2024.

Starting Phases 3 and 7 of Denver Water’s Pipe Replacement Project on East Colfax Avenue

Denver Water crews are replacing over 5 miles of 130-year-old pipeline in advance of the upcoming East Colfax Bus Rapid Transit project, which is being led by the Denver Department of Transportation and Infrastructure.

When: Denver Water has begun work on phases three and seven of the pipe replacement project along the East Colfax Avenue corridor. The entire project should be complete by the end of 2024. Construction schedules are subject to change due to weather and may be altered to accommodate major events in Denver.

Where: Two crews will be working simultaneously along East Colfax Avenue.

  • Phase three: East Colfax Avenue between York and Cook streets.
  • Phase seven: East Colfax Avenue between Quebec and Xenia streets.

Local access to residences and businesses will be maintained throughout the project. Commuters should expect delays in this area. For more information or to sign up to receive updates, we encourage folks to visit denverwater.org/Colfax. Denver Water and RTD are coordinating to minimize impacts to bus routes throughout the project.

Water outages will be necessary on this project. Crews will provide a notice with the date and time of the planned water outage on the front door of your property at least 24 hours in advance of the planned water outage. While unlikely, emergency water shut-offs may also occur. Visit denverwater.org/Outage for more information.

Working hours are typically Monday - Friday, 8:30 a.m.- 8:30 p.m. Some night or weekend work may be required.

Give Your Input – Alameda Avenue Concepts for Improvements

Do you live, walk, bike, take transit or drive along Alameda Avenue? The Denver Regional Council of Governments and our partners want to hear from you. Take this survey - you will see improvement ideas for each segment of the corridor and for key intersections. We want to know what your priorities are for next steps and which concepts you think will best meet the needs of the community.

The corridor is being studied from Wadsworth in Lakewood to Sable in Aurora. In late 2023, we heard from the community about the need to improve crossings for bikes and pedestrians, frustration with the lack of sidewalks, high speeds, a desire to improve transit frequency, availability, regional connectivity and more. That feedback, combined with technical analysis, has resulted in a set of improvement concepts to address those issues.

Jackson Street Storm Drain Project Next Section Coming Soon!

As a result of the excellent progress made over the past few months, the next section of the project—the full closure of E. 13th Ave. from Colorado Blvd. to the west side of the Albion and E. 13th Ave. intersection to accommodate the pipeline—will now start in late May, 2024, continuing into August, 2024. The Jackson team had originally anticipated that this closure would go into effect in August / September, 2024, so we are ahead of schedule. They expect the 13th closure to last approximately three months.

The Jackson team will be contacting those in the immediate area, but wanted to give you advance notice. As they get closer to finalizing the new detour routes and traffic patterns, they will share that information with you.

The Jackson team is also in the process of planning a mini-virtual information meeting with their project manager—to take place in April—for affected RNOs, HOAs and District 5. We will keep you posted on that as well.

In 2020, DOTI began work on a project that will include installing larger storm sewer pipe to better manage and improve flood mitigation during heavy rainstorms. The second phase of the project extends from the intersection of Jackson St and 14th Ave, across Colorado Blvd and south to the intersection of 13th Ave and Colorado Blvd. The project started last month and will last through January 2025.

The DA's April Scam Spotter

Let's dive into the latest scam spotter tips:

This is a current scam happening throughout Colorado. Scammers call victims and pose as bank employees by spoofing their caller ID. Because the call appears to be from the person's bank, the victim is easily tricked into providing personal banking account information. Some victims are told that something is wrong with their debit and credit cards and tell the victim to place their bank card in the mailbox to be retrieved by a bank employee. Then the scammer goes to the victims' homes and steals the cards.

While this event is primarily for vendors like you to sell their products, we also provide the opportunity to connect with like-minded people and enjoy all that the Mayfair neighborhood has to offer! We here at the Taste of Mayfair appreciate quality and creativity above everything else, and are looking for niche merchants who partake in activities ranging from woodworking, floristry, and knitting to those who supply food-based goods like fruit & veggie farmers, jam/jelly/honey producers, and gourmet services. If it sounds like your product would be a good fit for our event, we would love to see you there! Applications are submitted through our website @ www.tasteofmayfair.com and a response should be provided within 3-5 business days. We look forward to hearing from you!

Denver is a unique city in promoting greater citizen involvement through organized neighborhood associations. Currently, there are 78 statistical neighborhoods represented by more than 200 registered neighborhood organizations (RNOs), Business Improvement Districts (BIDs) and Homeowner Associations (HOAs).

In its defined geographic area, an RNO will normally address neighborhood quality of life issues - such as traffic, development and zoning, crime, communication and licensing, and promote social activities to enhance residential spirit, developing a sense of community, and encourage resident participation. RNOs meet regularly and many send out newsletters to keep residents informed on neighborhood issues and events.

Get more involved in your community by joining your Registered Neighborhood Organization (RNO). Below is a list of Council District 5 community organizations. You can also find out which RNO you belong to by entering your address or selecting a location on the map.
