Lease Addendum Reminders

LIHTC Lease Addendum

This form is not to be used when a LIHTC project is utilizing the HUD Model Lease. This form has been updated to add the following verbiage at the top of the addendum:

“This form is not to be used with the LIHTC projects that are utilizing the HUD Model Lease.”

HOME/HOME-ARP/NHTF Lease Addendum

This form must be used with all projects awarded HOME/HOME-ARP/NHTF awards, including projects with Section 8 assistance regardless of which lease is used.

Clarification on HOME/NHTF/GAP Events

HOME/NHTF/GAP-funded projects must enter their tenant events. There was previous confusion as to whether tenant events are required if a project has been awarded GAP funding as its only award. If a project has GAP funding only (e.g., HOME, NHTF, etc.), tenant events must be entered into DevCo.

Updates to OHFA's Applicant/Tenant Sworn Income and Asset Statement Form

The Applicant/Tenant Sworn Income and Asset Statement (PC-E01) was updated on October 1, 2026. It can be found on OHFA's website under Compliance Forms. The last two questions on the last page were revised to help partners complete the form.

Clarification on OHFA's Asset Self-Certification Form

If assets have been third party verified or there are no assets, the Asset Self-Certification (PC-E60) form is NOT required. Use this form only if combined net assets do not exceed the current HUD asset threshold amount, including after deducting the most recent federal — not state or city — tax return received in the last 12 months from the total value of net family assets.

2027 COLA Announced

On October 14, 2026, the Social Security Administration (SSA) announced Social Security (SS) and Supplemental Security Income (SSI) benefits will increase 3.6% in 2027. HOTMA requires the increase to be included in all certifications that have not been completed for 2027 beginning October 15, 2026. You can view the announcement from SSA here.

Key Compliance Tip for COLA

HOTMA requires that “effective the day after the Social Security Administration has announced the COLA, owners/management agents are required to factor in the COLA when determining SS and SSI annual income for all initial certifications and recertifications that have not been completed and will be effective January 1 or later of the upcoming year.”

How to Calculate a COLA Increase Example

Sally applied for a unit and will move in December 1, 2026. Her current SS benefit amount is $1,256/month. Social Security has announced for 2027 that the COLA adjustment will be 3.6%. In this example, the management agent will count:

  • 1 month = $1,256
  • $1,256 x .036 = $45.22
  • $1,256 + $45.22 = $1,301.22
  • 11 months x $1,301.22 = $14,313.42
  • $1,256 + $14,313.42 = $15,569.42 = Total projected income from Social Security

Include a copy of the SS/SSI COLA press release in the tenant/applicant file where the COLA has been applied (imputed) in the income calculation if the COLA is not listed on the current award letter.

It’s that time of year again! Be prepared for Annual Owner Certification (AOC) Reporting!

The 2026 reporting year AOCs are due March 1, 2027. However, owners/management agents may submit AOCs now rather than wait. Below are a few reminders to prepare for AOCs submissions:

  • All tenant events must be updated into DevCo by no later than the 10th of each month in preparation for submitting AOCs. Here are instructions on how to get access to the DevCo database. Management agents also need to update all tenant events when notified of an upcoming file audit.

  • Utility allowance (UA) information must be updated in DevCo annually. Here are instructions (Section V) on how to update your project’s UAs.

  • Ensure necessary staff members responsible for completing AOCs for your project have access to DevCo.
