Rule Of Thumb

Now that we are with our new management company, City Property Management (CPM), our new manager, Brooke Pepper, tours the entire property once every two weeks to check on its condition and any HOA maintenance issues. She also captures and reports any possible violations of our rules that she may see while she is here. Occasionally homeowners see situations within Sincuidados that may be violations of our rules and CC&Rs, but they are not sure how to report them. In order to preserve our property values, it is in our best interest to report any possible violations so that they can be checked out and dealt with.

In the past, whenever homeowners saw a violation, they had to personally call or email the manager or a Board member to report what they saw. Now, with CPM, any homeowner can file a possible violation report on the CPM website directly. CPM requires a photo of the incident (assuming it is something that can be seen). Brooke will review these and, if they are valid violations, she will write a letter to the homeowner in question, asking them to address the issue to avoid a violation fine.

Although these letters come from Brooke, state law requires that we disclose the name of the person who witnessed the violation if a formal request is made during any dispute between the HOA and the homeowner/attorney. Some homeowners have told me that they would rather not have their name associated with any violations they report. To accommodate this, Brooke has now agreed that you can add a comment such as, “I would rather not have my name associated with this complaint” when filing the complaint on CPM's website. If you do this, Brooke will try to verify the violation during her next tour (which could be up to two weeks later). If she can verify the complaint, she will then file the violation notice with her name as the witness. Unfortunately, if she cannot verify it at that time, the complaint will have to be dropped. But this new process should allow anyone to feel comfortable reporting any possible violations that they see in order to help us all keep our property values high.

Raise Your Hand To Lower The Flag

A homeowner recently suggested that Sincuidados should start lowering our flags to half staff whenever Arizona proclaims a “half staff event”. Our community manager now notifies us of these events, but we need a reliable way to make sure someone can lower and raise the flags on short notice. Unfortunately, Sharla is unable to do this. So the Board of Directors formed a committee and is looking for volunteers to join for the purpose of having at least one committee member here on site and ready to lower and raise the flag when we get notices. If you live here permanently and are generally available in the mornings, please let Community Manager Brooke Pepper know if you would like to volunteer to help. Please contact Brooke at brooke.pepper@cityproperty.com Thank you.

By The Minute

Please be aware that the Board continues to make the final draft minutes of the open session meetings available to the members approximately one week after the meeting is held. Whereas in the past these were emailed, in keeping with CPM’s protocols, they are now promptly posted to the CPM Homeowners Portal after the draft has been revised and finalized by our secretary.

If you have not already created an account allowing for access to this portal, please consider doing so by clicking here. (homeowners.citypropery.com).

After these minutes are reviewed and approved during the following month’s open session meeting, they are posted to the Sincuidados website (sincuidados.org) where they can be found after logging-in under the Resources/Documents/Minutes and Exhibits tab.

The Name Of The Game

Sincuidados changed property managers early this year to City Property Management (CPM) and, as part of the transition process, every home was set up in its property management system. But before CPM set up each individual account, it searched public records to find out the legal name on the deeds for each home.

The reason CPM did this is because it must have the exact legal name of the owner as it is shown on the deed so that all correspondence is sent to the correct owner. There are legal considerations for doing this, since, per statute, a written notice or correspondence must be addressed to the owner of record for the home.

So if you receive a letter from CPM not in your individual name(s), but in the name of the legal entity that has title to your home, please do not discard it as it may contain useful information.
