Top Industry Updates:

NY Increases Electrification Funding – NYSERDA Empower website - “EmPower+ incentives are based on household income eligibility and the types of energy efficiency improvements included in a project. Low-income, single-family households are eligible for no-cost energy efficiency improvements capped at $12,000 per project for upstate customers and $14,000 per project for downstate customers. (With Moderate-income single-family households eligible for 50% of project costs capped at 50% of the amounts listed above)… New York has made additional funding available through the Sustainable Futures Program (SFP). SFP funding is available in addition to the EmPower+ low-and moderate-income project caps listed above. The maximum incentive levels and eligible energy efficiency improvements are as follows:” Link.

Gas Pipeline Replacement Driving Up Customer Bills – Nicholas Cunningham – Gas Outlook - “Utilities are spending billions of dollars replacing aging gas lines.  But experts question the safety benefit even as ratepayers are picking up the tab. ‘I think this is a big problem for households because they think their bills are going up because they’re maybe turning up the heat too much, or using too much hot water, but it’s not that much in their control because a lot of their bill is just these costs that have already been spent and that they’re going to continue paying for for decades to come,’ Kristin George Bagdanov, associate director of research at BDC, told Gas Outlook.” Link.

Governor Hochul includes $150 million for UTEN Projects – NYS Press Release - “Governor Kathy Hochul …continues to highlight Climate Week by announcing the plan for the second installment of her landmark Sustainable Future Program. This direct investment of nearly $1 billion will save New York families money, reduce building emissions, improve air quality throughout the state and specifically in schools, and grow renewable energy generation and infrastructure within the state.” Within the announcement is $500 million in funding for Building Decarbonization & Energy Cost Savings which includes $150 million for Thermal Energy Network Projects. Link.

European Commission Looks to Level the Price Gap Between Electricity and Fossil Fuels – When fossil fuel prices are significantly lower than the price of electricity, it stifles the move to cleaner, climate friendly electric appliances, whose fuel source is less vulnerable to international conflict. Fossil fuel prices are heavily subsidized and there are numerous policy measures with the potential to lower the price of electricity relative to fossil fuels. The European Commission has taken a serious look at this issue and has come up with several recommendations to begin addressing it. They note that one of the most effective is substituting non fossil electricity for fossil generated electricity “the lowest electricity prices in the EU are observed in markets with very high shares of clean electricity (renewables and nuclear) since they are less exposed to fossil fuels setting the wholesale electricity price…  Therefore, Europe needs to move even faster.” See Section 1 in the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions Electrification Action Plan at this link.

Geo Featured in Maryland's First 'Net Zero' Elementary School - Gaby Arancibia – Patch – “A new ‘net zero’ elementary school was officially unveiled in Baltimore County on Wednesday, marking a first for Maryland. Officials say the goal of the net-zero design is to bring down operating costs, provide a healthier school for students and, ultimately, lower greenhouse gas emissions. The $70.6 million project comes with roof solar panels and geothermal HVAC…” Link.

Editor’s note: Some of the building decarbonization articles we cover focus on air source heat pumps (ASHPs). The ascribed benefits of ASHPs usually also apply to ground source heat pumps (GSHPs), but these two technologies can have significantly different impacts. ASHP efficiency drops during extreme temperatures, increasing peak demand and potentially straining the electric grid. In contrast, GSHPs maintain high efficiency year-round, helping meet climate goals without overloading the grid. NY-GEO continues to advocate for policies that make ultra-efficient GSHPs the default choice in New York.

Contractor's Corner

Plastic Pipe Systems in District Heating – Peter Jorsal - Director Product Application & Documentation, Kingspan Logstorh - Hot/Cool Magazine - “Most district heating networks at energy companies are built today with pre-insulated bonded steel pipe systems for distribution networks. In general, the future aim within the district heating sector is to move towards 4th-generation district heating systems, where temperatures are lowered, thereby increasing the possibility of utilizing renewable energy sources.  Lower temperatures in district heating networks make it possible to use plastic service pipes instead of steel service pipes in distribution networks. Energy companies will soon see new systems with plastic service pipes, and they must be prepared for what to require from suppliers to ensure the expected lifetime of the pipe network.” Link.

Is ACCA QI Certification the “Untapped Differentiator”? – Peter Troast – Energy Circle – “Homeowners are now researching contractors with AI and feeding quotes into ChatGPT, which tells them to ask whether a contractor commissions and verifies the system.  That’s exactly what a QI certificate proves. Peter Troast makes the case that in most markets, the field is wide open for contractors who want to stand out on quality and prove it. Wes Davis covers the coaching and marketing support ACCA offers contractors who want to use QI that way.” Transcript and audio at this link.

Climate Updates:

"We know from a recent study that every tenth of a degree in temperature rise that we prevent keeps 140 million of our brothers and sisters in habitable zones on this planet. And nothing has changed my basic conviction about the key: we need to keep building huge movements to finally break the political power of the fossil fuel industry and force the emergency conversion to clean energy." —Bill McKibben

“The Playbook All in One Place” – New Exxon Climate Denial Documents – Nicholas Kusnetz – Inside Climate News “Court filings by the Massachusetts attorney general’s office include previously undisclosed documents, revealing new details about internal deliberations at the oil giant. ‘These are sophisticated strategies to use and weaponize experts in order to perpetuate their denial,’ said (University of Miami associate professor Geoffrey) Supran, who co-authored an amicus brief supporting Boulder in the case against Exxon and Suncor. ‘This is the playbook all in one place.’ ” Link.

El Nino Impacts Predicted for 347 Million Children – UNICEF press release - “ ‘For children, El Niño is far more than a weather pattern. It can mean increased displacement, malnutrition, water shortages, and disease outbreaks. Children are also at risk of schools closing, while families could experience added financial hardship,’ said UNICEF Executive Director Catherine Russell. ‘With over 347 million children living in areas expected to experience drier or wetter conditions because of El Niño, we must act now to protect communities and children.’ The largest numbers of children likely to experience these conditions are in Asia and the Pacific (190 million), followed by East and Southern Africa (41 million), Latin America and the Caribbean (41 million), Europe and Central Asia (22 million), Middle East and Northern Africa (20 million), and West and Central Africa (20 million).” Link.

Sea Level Rise - Mark Tausi – NY league of Conservation Voters Education Fund – “Global sea level is rising primarily because global warming causes ocean water to expand and land-based ice to melt. Warmer water takes up more volume. Melting glaciers and ice sheets in places like Greenland and Antarctica add new water to the oceans. Pumping out groundwater for human use also raises sea level by eventually shifting that water into the sea… Higher baseline water levels worsen coastal flooding, erosion, and storm surges from severe weather. Rising seas contaminate fresh groundwater supplies, ruin farmland, and threaten low-lying communities and human rights globally… By the end of the century, global mean sea level is likely to rise at least one foot (0.3 meters) above 2000 levels, even if greenhouse gas emissions follow a relatively slower pathway of increase in coming decades.” Link.

This Week’s Work of Art:

John Cena Stars in Wind & Solar Ad Series – from a HEATMAP AM Email - “ ‘How powerful is clean energy?’ he asks. ‘Pretend this is solar,’ he says, flexing his right bicep. Flexing the left, he says: ‘And this is wind.’ He then proceeds to obliterate a boulder by punching it into a statue of himself. It’s funny and charming.” See three of these fun short ads by scrolling down at this link.

Rounding Out the Picture

A New Group to Help US Small Towns Lead the Clean Energy Transition - Elizabeth Ouzt – Canary Media – “Enfield Mayor Mondale Robinson announced the group’s launch in September, saying that small towns, often overlooked, will have more power if they work together…  census data shows that towns like Enfield make up 93% of all incorporated municipalities and house some 60 million people, he (Mondale) said. ‘America is a nation of small towns.’ ” Link.

Hochul Signs Rebate Law, Incentivizing Electric Landscaping Equipment - Johan Sheridan – News10 - “New York State Governor Kathy Hochul signed a bill on Monday that creates a statewide rebate for electric landscaping equipment. Now law, it lets the New York State Energy Research and Development Authority offer financial incentives at the point of sale to commercial landscapers and institutions for buying emission-free devices like battery-powered lawn mowers and leaf blowers.” Link.

Le Leasing Social Is Extended to Heat Pumps in France – POLITICO – “France gives poorer households the chance to drive an EV without paying anything upfront. The program is so popular that it’s being expanded to heat pumps — and the rest of Europe is starting to take note as it reels from soaring fuel costs.”  This POLITICO article is behind a paywall, but the European Commission document that references social leasing is at this link (Scan down to Annex 2 of the report).

Canada: Carney Initiates $10,000 Heat Pump Rebate – Prime Minister’s press release – “Prime Minister, Mark Carney, today announced a $2 billion investment to deliver one million home retrofits across Canada… First, we are launching a new National Heat Pump Rebate to help up to 820,000 households make the switch to more efficient electric heat pumps. We will do this by:

  • Lowering the up-front cost of purchasing an electric heat pump: Eligible below-median-income households will receive a rebate of up to $10,000 for the purchase of an electric heat pump. Other eligible households will receive $2,000. Both rebates can be combined with existing provincial programs…
  • Providing help when it is needed most: Every year, about one million Canadian homes replace their heating system. More than 80% of the time, it is because the old system broke down without warning. This new program will confirm approval within 24 hours, and a heat pump can be installed as quickly as a furnace.” Link.

What Role Will Hydrogen Play in the Energy Transition? -  Dr. Volker Kienzlen - Energy Specialist, Stuttgart Region – Hot/Cool Magazine - “Hydrogen enables the long-term storage of renewable energy. It can be easily transported. Green hydrogen is indispensable for the decarbonisation of the chemical industry, steel mills, aviation, and other processes where extremely high temperatures are needed. However, hydrogen will not play any role in heating buildings or passenger car transportation.” Link.

Gas Leak at Clifton Park Middle School – “A gas leak prompted an evacuation at Shenendehowa Middle School’s Tri-Building campus, according to the Shenendehowa Central School District... The district said the fire department and National Grid were on the scene. They said the middle school campus and students were safely evacuated. As of 12:46 p.m., the district said the campus was given the all clear by the fire department. They said middle school students would resume normal school activities.” We cover fossil fuel explosions in Just In! not to criticize the utilities - in general they do a remarkable job safely conveying these dangerous fuels - but to document just how dangerous they are. Our all-electric future will be much safer! Link.

Sierra Club Looks at Hochul’s Climate Track Record – Wayne Arden - Vice-Chair, Sierra Club New York City Group – “How can Governor Hochul begin to restore trust with the environmental community? She should advance the Cap-and-Invest Program without delay. As a global center of finance, New York City and thus New York State have a leading role to play. If New York State links its program to those of California, Quebec, and Washington, it will create a de facto price for carbon in North America.” Link.

National Emergency Climate Briefing Called for in Britain – Pippa Neill – The Guardian - “…the People’s Emergency Briefing, (is) a 50-minute film outlining the urgent threats that climate and nature breakdown pose to food security, the economy and public health… The film, hosted by the TV presenter and environmentalist Chris Packham, calls on the government to stage a prime-time, televised emergency briefing on the climate and nature crisis.  So far, 91 cross-party MPs and peers and members of the UK’s devolved legislatures have signed a parliamentary call urging the government to host this briefing.” Link.

Avoiding Premature Pipe Replacement – Anders Hahn Kristensen, Market Director, Niras and Jacob Alstrup Engvang, Business Developer, Frederiksberg Forsyning - Hot/Cool Magazine – Editor’s note: While this article focuses on pipe replacement in European district heating systems, it likely contains insights applicable to NY State gas utilities, which are rushing to replace “leak prone” pipe, at a significant cost to NYS ratepayers. “What if aging district heating networks do not always need to be replaced as early as expected? In Frederiksberg, a long-term, data-driven renewal strategy shows how strong asset records, low heat losses, and targeted reinvestments can extend network lifetime, avoid premature replacement, and create greater value for customers, the climate, and the bottom line. Extending the service life of the pipelines from 50 to 65 years and implementing the planned renewal program, rather than replacing assets based on a standard 50-year service life, generates a net present value benefit of approximately € 57 million.” Link.

Virginia’s New Energy Plan: Make the AI Boom Work for — Not Against — Us - Elizabeth Ouzts – Canary Media - “Democratic Gov. Abigail Spanberger’s just-released blueprint doubles down on the state’s landmark climate law while aiming to solve the data center growth problem.”  Link.

Good News/Bad News Court Ruling on Colorado Building Performance Standard – Public Health Law Center - “In a new ruling in Colorado Apartment Association v. Ryan, the (Federal) District of Colorado adds to the wave of court rulings affirming local authority to regulate fossil fuel combustion. On the other hand, it hints at additional risk for regulations on existing buildings’ energy use; specifically, Building Performance Standards (‘BPS’) that are based solely on Energy Use Intensity (‘EUI’). But the court indicated that greenhouse gas (‘GHG’) based BPS are likely not preempted and generally agreed with the consensus from most other courts that federal preemption leaves plenty of room for a range of building decarbonization approaches.” Link.

The Iran War Is Turbocharging Electrification, but Grid Needs to Catch Up -  Charlotte King – ABC News – “(Jan)Rosenow (a professor of energy and climate policy at Oxford University) said ‘We've really seen supply-side constraints when it comes to fossil fuels. I think that really pushed electrification on top of the agenda.’ Since March, about 25 countries have introduced structural policies to boost electrification.” Link.

Heat Pumps Have So Far Withstood the Death of Federal Tax Credits - Ysabelle Kempe – Canary Media – “Demand for the climate-friendly HVAC tech has persisted even after Republicans killed incentives, with 2026 set to be another good year for the sector…  Unfortunately, other technologies haven’t been as resilient: The rooftop solar sector has shown signs of struggle in the post-tax-credit era, as has the electric vehicle market.” Editor’s note: In a similar vein it is not clear from this article if the trend includes geothermal heat pumps, whose 30% residential tax credit was more substantial than federal incentives offered for air source heat pumps. Link.

Hayden, CO Thermal Energy Network – Building Decarbonization Coalition - “Hayden, Colorado Town Manager Mathew Mendisco explains why he led the development of a thermal energy network (TEN) and the creation of a new municipal thermal utility to strengthen his town’s economy following the planned retirement of a local coal plant. At full buildout, the TEN will heat and cool more than 230,000 square feet of conditioned space in the new Northwest Colorado Business Park, and is expected to bring approximately $200,000 in annual revenue to the town.” Case study at this link.

Affordability Looms Large Over Gas Ban Debate in 2026 Midterm Elections - Tom DiChristopher – S&P Global – “The prospect of expanding policies that prohibit or discourage gas use in buildings is mixed. On the one hand, legal risk to these efforts appears to be lifting after policymakers prevailed in a string of lawsuits over their building decarbonization policies. Those lawsuits were prompted by a landmark 2023 opinion that federal law preempts Berkeley, California's first-in-the-nation gas ban. But increasing concerns about energy affordability since the 2024 election cycle have caused some Democratic leaders to temper support for ambitious policies developed in the early days of the building electrification movement.” Link.

Data Campus Stores Summer Heat for Winter Use – Moones Allamuti – The Conversation - “In Verona, Wisconsin, the health software company Epic Systems has …  drilled roughly 6,100 wells, 300 to 800 feet (90 to 240 meters) deep, that now heat and cool about 40 buildings on its own campus by using the waste heat from a 3.5-megawatt data center.” Link.

17 Manufacturers of Heat Pump Water Heaters Are Now in the Market - Advanced Water Heating Initiative - “Every year, the number of manufacturers making residential heat pump water heaters (HPWH) for the American market continues to grow. A decade ago, there were just a handful of HPWH manufacturers. In 2026, with Lennox and Reservoir bringing HPWHs to market, the total number has reached 17.” Link.

Maine’s Next Governor Will Walk a Tightrope Between Energy Affordability and Climate Action - Delger Erdenesanaa - The Maine Monitor – “All three candidates agree on the need for lower energy costs. Only two see a need to lower greenhouse gas emissions. Maine is the only state, alongside Washington, D.C., that is currently ahead of pace to meet its 2030 goal of cutting greenhouse gas emissions by 45 percent, though some other states have more ambitious goals. Much of Maine’s success so far has been thanks to the rapid uptake of heat pumps, an energy efficiency and electrification solution encouraged by rebates and embraced across party lines.” Link.

5-Year Look Back on Building Decarbonization Legislation – Building Decarbonization Coalition (BDC) – “Over the past five years, BDC has tracked and analyzed 580 building decarbonization bills in 44 states. Of these 580 bills, 206, or 36%, passed. In this time, we’ve seen several trends emerge, with Cost & Funding, Regulation, and Energy Efficiency bills earning the largest share of attention. In the 2026 legislative session, we tracked 124 bills and budget items that promote building decarbonization. Of these 124 bills, 41 passed (33%), with more bills potentially passing later this year in states with in-progress legislative sessions, such as Michigan, New Jersey, and Pennsylvania. Illinois will also have a special session later in the year that may increase the number of bills passed.” Link.

Will New York’s Grid of the Future Have Fairer Rates and Virtual Power Plants? - Johan Sheridan – News10 – “A coalition of energy advocates wants New York’s utility regulators to reform electricity rates and update power management before the anticipated October 30 release of the “Grid of the Future” plan. At a press conference on Tuesday (2026 10 06), the group of experts warned that outdated pricing models and infrastructure policies are overcharging the New Yorkers who already use clean energy while blocking the state from meeting climate goals.” Link.

“All of the Above” Morphed into “One of the Above” – Interior Dept. Official Resigns – Jimmy Tobias - The Guardian – “An 18-year veteran of the US Department of the Interior has resigned in protest from the sprawling federal agency, denouncing ‘a deeply troubling assault on the rule of the law’ that took place at the department under Donald Trump. Murdock also protested against the administration’s continuing political attack on offshore wind energy. Under the current Trump administration’s energy policies, he wrote, an ‘all of the above’ energy strategy has morphed into ‘one of the above’, solely focused on fossil fuels.” Link.

Winter Fuels Outlook – U.S. Energy Information Administration (EIA) – “Our expectations for energy expenditures this winter vary because of diverging trends in energy prices among fuels and regional variation in forecast temperatures. We expect households using natural gas and propane as the primary heating fuel—collectively about half of all U.S. households—will have lower energy expenditures this winter, primarily because of lower fuel costs. We expect higher energy expenditures for households where the primary heating fuel is electricity or heating oil because of higher prices for those fuels.” Link.
