Greetings!

Welcome to the Eastbluff Homeowners Community Association's "e-newsletter." The Board of Directors believes that this format will enable them to communicate more effectively with you, the Association members, keeping you informed about all the news that affects your Eastbluff community. Board Meeting Highlights

The Board of Directors held its monthly meeting on August 4, 2025.


To keep owners and tenants informed about developments in Eastbluff, the Board is collaborating with HOA Connection to send a brief email update after each meeting, highlighting key decisions and issues.

In the Executive Session, the Board took the following actions.



  • Approved the minutes of the July 7, 2025, meeting.
  • Met with legal counsel regarding view impairments.
  • Discussed the landscape maintenance contract.
  • Reviewed and discussed correspondence.


At the Architectural Committee meeting, the Board, acting as the Architectural Review Committee, took the following actions.


  • Approved the minutes of the July 7, 2025, Architectural Committee Meeting.
  • 3045 Carob - approved with conditions, a minor application for the installation of solar panels.
  • 2824 Carob - approved with conditions, a major application to add floor area and modify landscape and hardscape.
  • 2527 Alta Vista - approved an extension of 12 months for construction.
  • 2854 Carob - approved an extension of 5 months for construction.
  • 2912 Carob - approved an extension of 120 days for construction.




In the General Session, the Board took the following actions:

  • Approved the July 7, 2025, Board Meeting Minutes.
  • Approved the June 2025 monthly financial reports, subject to year-end audit.
  • Adopted the policy regarding the License Plate Reading Systems Data.
  • Approved "draft" changes to the View Impairment Policy and authorized it to be sent to homeowners for the required 28-day comment period.
  • Approved a proposal from Pro Tec Building Services to replace a bench at Blue Heron Park for a cost not to exceed $2,000, subject to the Park Committee making the final decision on bench options.
  • Appointed Al Maguire and Ryan O'Grady as an Ad Hoc committee to negotiate a long-term contract with TPMS and report back to the Board by January 2026.
  • Approved a proposal from EarthCo Landscape for installation of five trees on the slope behind 2527 Bunya for $1,545.00.
  • The Board discussed and reached consensus on allowing EarthCo to utilize organic and synthetic products on the exterior slopes.
  • Approved a proposal from EarthCo Landscape for an application to the Blue Heron Park turf for $1,645.00.
  • The Board discussed portable restroom guidelines and decided to collaborate with the Neighborhood Connection and Park Committees to identify two locations on Basswood and two on Alta Vista for placement as needed.
  • Approved sending letters to 700, 706, and 712 Aleppo, all of which had trees impairing the view from 701 Bellis to trim their trees.
  • Approved sending a clarification letter to 801 Ceiba to trim all trees that are impairing the view from 2942 Alta Vista.
  • Took action regarding recommendations from the Aviation Committee to:


1. Authorize the participation of our HOA in the proposed "Newport Residents' Aviation Committee" (NRAC).


2. Designate Director Ron Rubino to be the Eastbluff Homeowners' Community Association representative to organize and announce the formation of this residents-based advisory group.


3. Authorize Director Rubino to schedule meetings with Supervisor Foley, County Airport Commission, City Councilmembers, City Manager, and the nonprofit groups SPON and AWG to discuss the formation of the NRAC and its mission.


4. Director Rubino to speak at City Council meetings, Board of Supervisors meetings, Airport Commission meetings, and coalition HOA member meetings to advocate for renewal of the JWA settlement agreement, curfew, and policy that JWA is not designated as an eVTOL landing and takeoff site in the future.



The next meeting of the Board of Directors will take place on September 2, 2025, via Zoom.


The Board encourages all owners to attend the monthly board meetings and stay informed on Association issues.
