Solid Waste (Garbage) Management Agreement Update ♻️

Did you know the Town's solid waste management (garbage) agreement expires every 10 years? With the current agreement expiring in September 2027, the Town formed a Solid Waste Community Committee to assist the Town in developing the Request for Proposals (RFP) for the solid waste management franchise agreement, ensuring the public's priorities were considered for the new contract. Town Council approved the RFP at the February 18 meeting. Click here to watch the presentation to Town Council and click here to view the RFP.

Compost Hub Update 🪏

What’s Winter Averaging & Why It Matters 💦

Did you know your wastewater residential consumption charges are based on your winter water usage? It’s called your Winter Average (Sewer Cap) and it helps make sure you’re only billed for indoor water that goes down the drain (not outdoor watering, pool fills, etc.)! 💧 📉

💧 Here’s how it works:

• Water use is averaged from December–March (dropping the highest month)

• That average becomes your wastewater (sewer) rate for next year, effective on July 1st

• If the monthly water consumption is less than the winter average, the sewer cap will match the water consumption

Did you have a leak this winter or other special circumstance that may affect your Winter Average? Contact Utility Billing at (707) 838-1004, ub@townofwindsor.ca.gov. Smart metering = fair billing and water-wise living 💧✨

Spotlight: Economic Development

The Town of Windsor’s Economic Development Division supports local businesses, strengthens the local economy, and helps guide Windsor’s growth in a way that reflects community values.

Meet Tim Ricard, Economic Development Manager. As a one-person division working under the Town Manager, Ricard focuses on business retention and attraction, downtown vitality, tourism and marketing, and coordination on major development projects.

“I work with Windsor businesses to ensure they can continue to stay and grow in our community,” says Ricard, a 7-year employee of the Town of Windsor. “I advocate for them within local government and work with various departments to make sure policies and programs are business-friendly.”

Ricard discovered his passion for economic development during his time in redevelopment and planning with other agencies. “Small business owners put so much on the line and risk so much to provide their services to the community. I like helping them, especially through the permitting process. Anyone interested in starting a business in Windsor can come to me and I can provide a suite of concierge services to connect them to loans, business plan coaching, permit assistance—it’s a one-stop shop on starting and growing a business. I love economic development because it’s a way to ‘yes.’”

Recent projects include expanding DiscoverWindsor.com, supporting downtown businesses through parking improvements and wayfinding, helping establish and grow the Windsor Beverage District, and leading long-term initiatives such as the Economic Development Strategic Plan. His current efforts are focused on educating the community on the budget challenges and potential revenue solutions, attracting businesses to increase Town revenue (with Trader Joe’s on his wish list), gearing up for Levi’s GranFondo in late April, and welcoming new businesses downtown.

When he’s not in the office or leading a Time with Tim session at the Windsor Chamber of Commerce, Ricard can be found enjoying the outdoors with his family and riding his bike — fitting for an alum of UC Santa Barbara and Cal Poly. How would he spend an ideal day in Windsor? “I would ride the SMART Train with my bike to a summer concert on the Green, eat at one of the many incredible restaurants in town, then grab a beer or glass of wine in the beverage district.”

To contact Tim in Economic Development, email tricard@townofwindsor.ca.gov or call (707) 838-5339.
