This communication provides a summary of the key actions and highlights from the most recent public meeting of the Board of County Commissioners (BOCC).

KEY HIGHLIGHTS

Washington County Expands Emergency Medical Services (EMS) Coverage with New Rohrersville Transport Unit


The Board of County Commissioners (BOCC) approved a Memorandum of Understanding (MOU) between the Washington County BOCC and the First Hose Company of Boonsboro. This MOU will establish EMS transport services from First Hose's Rohrersville Fire Station (Station 8) on MD Route 67 (Rohrersville Road). With this decision, the Division of Emergency Services (DES) will utilize two (2) existing County employees to cross-staff a unit at this sub-station, enhancing EMS coverage for residents in southern Washington County (South County).


Prior to the approval of the MOU, the First Hose Company received approval from the Washington County Volunteer Fire and Rescue Association (WCVFRA) to enter into this agreement and to establish an EMS transport unit at Station 8 in South County. With the approval of this MOU, the addition of the Rohrersville transport unit will expand the number of daily EMS transport units available throughout the County and strengthen emergency response capabilities. Additionally, the approval of this MOU supports the continued collaboration between County staff and County volunteer corporation partners.

Commissioners Back Community and Economic Development Initiatives with Letters of Support


The Board of County Commissioners (Board) provided a consensus for sending letters of support for several local grant applications. Most notably, the Town of Keedysville (Town) requested a letter of support for their application for a Sustainable Maryland Action Grant. No funding from the County was requested. If the grant is awarded, the Town will use those funds to create a mural at Taylor Park, celebrating the town’s history and showcasing native plants and trees. The Board's consensus highlights their commitment to supporting community-led projects that enhance public spaces and celebrate local heritage.


The Board also provided a consensus to sign a letter of support for the Washington County Volunteer Fire and Rescue Association (WCVFRA) . The WCVFRA intends to apply for the Maryland Professional and Volunteer Firefighters Cancer Screening Grant Program; and, the County will provide grant administrative and reporting assistance as needed.


Additionally, the Board provided a consensus to the Greater Hagerstown Committee / Washington County Community Coalition regarding a 2026 legislative priority for continued funding of the George Edwards Fund (GEF). Funding from the GEF supports economic development projects in Washington, Garrett and Allegany Counties. Over the past four (4) years, the GEF has received approximately $40 million, with Washington County projects receiving about $14 million. For 2026, the request is for $10 million in continued funding to support local economic development initiatives.


These letters demonstrate the Board’s ongoing partnership with local municipalities, volunteer organizations, and community groups to advance projects that benefit residents, strengthen community engagement, and promote public health, safety, and economic development.

Washington County Board of County Commissioners Approve Additions to 1-108 List


The “1-108 List” in Washington County, Maryland, is the "Recognized Non-Profit List" of non-profit organizations that have been approved by the Washington County Board of County Commissioners (Board) as being eligible to apply for funding distributions from the Community Organization Funding Program. Inclusion on the list, which is established by Section 1-108 of the Code of Public Local Laws of Washington County, Maryland, is a prerequisite for applying to programs like the Community Organization Funding (COF) Grant. Washington County COF was established to provide financial support to charitable organizations within Washington County that provide services which improve the community and quality of life for Washington County citizens.

OTHER ACTION TAKEN BY THE BOARD

  • The Board approved multiple purchase awards across various County departments.
  • The Washington County Board of County Commissioners (BOCC) reviewed the proposal submitted by the Washington County Board of Elections (Board of Elections) to establish the Washington County Election Center as a fourth Early Voting site. The BOCC compared it to other locations, assessed the population coverage, reviewed accessibility for disabled citizens, parking availability, and security. With state guidance pending, further discussion between the BOCC and the Board of Elections is scheduled for November 18, 2025. The election plan must be finalized before the November 24, 2025 submission deadline.
