#ICYMI: NJIT TARP is a free resource for NJ Communities

New Jersey Institute of Technology (NJIT) and the New Jersey Office of Emergency Management (NJOEM) created the NJIT Technical Assistance for Resiliency Program (TARP) to provide free technical assistance to New Jersey counties and municipalities developing FEMA Hazard Mitigation Assistance grant applications.

TARP specifically aims to build capacity among under-resourced communities to help them become more resilient to natural hazards.

#ICYMI, the "Fasten FEMA Funding with TARP" Lunch and Learn was an hour and a half long event that followed the NJ Brownfield Summit this year. It provided a brief overview of FEMA's Building Resilient Infrastructure and Communities (BRIC) Program and Flood Mitigation Assistance Grant Program (FMA). Sean Vroom and Carrie Martin from the NJIT Center for Community Systems were on hand to provide attendees free technical assistance and answer questions such as:

  • How do I know if I have an eligible project for BRIC or FMA funding?
  • How do I prepare for project scoping?
  • What other New Jersey projects have received funding in the past?
  • What data is available to help with my grant application?

If you feel like your community could use the free technical assistance, please reach out with any questions by 'requesting technical assistance.'

Brownfield Funding

Brownfield Development Area (BDA)

The BDA Program is a voluntary program whose purpose is to form a long-term working partnership among local communities, interested stakeholders and NJDEP Office of Brownfield and Community Revitalization (OBCR) to develop and implement a comprehensive plan to transform multiple brownfield sites into community assets and local benefits. The BDA Designation provides the applicant with a decision-making framework, targeted resources, a diverse set of partners with aligned interests, and a committed relationship with NJDEP to help fulfill their investigation, remediation and reuse goals to support the revitalization of their communities. Participation in the BDA Program will not affect the application of New Jersey’s other remediation laws, policies, and guidance on properties within a BDA, including the hiring of a Licensed Site Remediation Professional (LSRP) to perform environmental work on contaminated sites, pursuant to the Site Remediation Reform Act (N.J.S.A. 58:10C-1 et seq.). Also, there will be no additional regulatory or approval requirements on properties within the designated BDA area.

NJDEP is accepting applications for new BDA designations through July 31, 2024.

Brownfield Tools & Resources

Land Revitalization is the sustainable redevelopment of abandoned properties. The EPA Land Revitalization program encourages communities and landowners to reuse and redevelop land that was previously contaminated.

It promotes the integration of sustainable reuse considerations into all cleanup and redevelopment decisions. Whether a property is an abandoned industrial facility, a waste disposal area, or a former gas station, the land revitalization initiatives turn these places into productive, sustainable and welcoming environments.

We all know that when a property once again becomes an asset to the community, the redevelopment often brings about new opportunities to protect public health, improve the environment and grow the local economy.

These infographics illustrate which EPA brownfield grant application elements could and should be started early to assure a competitive brownfield grant application.
