EVTR: Dealertrack and Vitu name changes

As mentioned on February 5, 2025, DMV Update, Dealertrack Registration, and Titling Services were recently acquired by Motor Vehicle Software Corp (dba Vitu). As a result, the following name changes have occurred and will be seen in ACH notes, DRIVES, and website content:


  • "Motor Vehicle Software Corporation dba. Vitu” is now “Vitu, Inc”.
  • “Dealertrack Reg and Titling Company” is now “Vitu Registration and Titling Company”


Please be aware that the account numbers you use in DRIVES to reconcile payments will not change; please make appropriate staff aware of this change to avoid confusion.


*You will see some changes immediately and continue to see name updates in multiple locations throughout the next month.  


EVTR: County Touchpoint financials update

Monthly EVTR County Touchpoints have been held for the past 3 months, with vendors and counties focusing on county partnerships and sharing EVTR financial processes. During these collaboration meetings,  the following best practices have been determined:


  • Use ACH agreements to receive funds electronically.
  • Use a group email box to receive vendor payment reports. This will help organize and store the reports and limit missing reports due to staff turnover.
  • Keep your financial contacts up-to-date with DMV Accounting (dor_dmvaccounting@state.co.us
  • Document your process, go over it with a peer, identify similarities and differences, and share with your staff.


These meetings are recorded, and past meeting videos and transcripts can be found on the EVTR/TPT page of the DRIVES Intranet in the Additional Resources Section. Thank you to Denver, Douglas, Jefferson, Weld, and Adams counties, which have all showcased their financial processes.


EVTR: County Touchpoint pivot

Starting at the next EVTR County Touchpoint meeting (May 1, 2025), EVTR topics other than financials will be discussed. If you have any EVTR topics you want to discuss or have questions on, please email heather.cobler@state.co.us a week prior to the next scheduled meeting; this will allow time to research and provide the most accurate answer. Meetings are listed on the DRIVES meeting calendar on the intranet.

SMM Working Group

The SMM Unit is asking for county volunteers with SMM/Rental experience to assist in the newly created SMM Working Group meeting on the second Wednesday of each month from 10 - 11 am. The group's purpose is to promote collaboration between the department and county offices and to discuss issues that arise to minimize disruption of processes. Some of the first topics for discussion are related to the many duplicate rental accounts in DRIVES, correctly identifying SMM vs. vehicle rental accounts, and the new ADA-compliant DR 2671 (not yet published).  The next meeting will be:

Dealer’s Bill of Sale revision update

Effective immediately, the revision below, published January 31, 2025, in the Title and Registration Manual, has been removed pending further review:

  • Dealer's Bill of Sale
  • Added line "A DR 2444 Statement of Fact cannot be used for errors or alterations on this form.  A new DR 2407 is required."


We have removed this revision from the manual to ensure we have properly considered the requirements and the impact any change may have on our agents and stakeholders. We understand the turbulence this revision has created, and we will manage the message of any potential change more effectively after our second look.

DR 2395 application for Title and/or Registration will be revised

It has been identified that the DR 2395 Application for Title and/or Registration, published 3/31/25, is missing two statements (compulsory insurance statement and confidentiality) that are required by statute. A new version of the form will be updated and published as soon as possible, and it will have a new publish date. AAMVA releases new NMVTIS State Web Interface Production environment

AAMVA has released the new NMVTIS State Web Interface Production environment.

This environment is used outside of DRIVES and allows you to see specific vehicle titling and branding information. Please contact Jim Gilchrist for access at jim.gilchrist@state.co.us


If you already have access, please follow the instructions below to access the new environment. Note that as part of our continuous drive to improve security, the process requires you to change your existing password and also adds new password recovery security questions.


  • Access the system login page here https://swi.nmvtis.aamva.org
  • Once you have landed on the login page, click the "I accept the Terms and Conditions of this website" and then "Sign in" button.
  • Enter the User Name and Password you use for the current State Web Interface (SWI). Then click the "Login" button.
  • You can get a security code by clicking the "Resend Security Code" button in the upper-right corner of the web page. Then, check your email account. The security code will be in the body of the email. It will appear as follows: "Your one-time authentication code is XXX-XXXX."
  • Enter all nine characters of the authentication code into the security code field on the registration form.
  • Enter a new password. Follow the password rules in the upper-right corner of the web page. Then, enter the new password again for confirmation.
  • Input your three Security Questions and Answers. Click the "Verify" button.
  • The following confirmation message will appear: "Done. Your registration has been verified and completed." You will also receive an email confirmation indicating a successful registration.


Step 8 completes the registration process. Click the "Login Now" button to log in to the application.

Fraud Watch

New MVIU fraud procedures

The Motor Vehicle Investigations Unit (MVIU) traveled to Glenwood Springs on April 2nd and to Wray on April 9th to introduce counties on the eastern and western sides of the state to new fraud procedures. T


he procedures were developed to provide a standard and consistent process to follow when county DMVs are confronted with fraud. MVIU gathered suggestions and anticipates incorporating some of the ideas into the final rollout of the fraud procedures. Watch for more to come on the procedure's official rollout!

We invite our county partners to participate in the upcoming DRIVES Upgrade Communications Working Group! This collaborative effort between county and state staff will help shape the internal and external communications strategy for the DRIVES Upgrade. DCGC DRIVES Upgrade Working Group meeting

The next DCGC DRIVES Upgrade Working Group meeting will be held at 2:30 p.m. on Thursday, May 1st. The Group meets from 2:30 to 3:30 p.m. on the first Thursday of the month. This is a great opportunity to catch up on the progress of the Upgrade planning work. If you're interested in attending the meeting, please contact Kristen Rollins at kristen.rollins@state.co.us


Security consulting services

We have had over 25 counties sign up for security consulting services from the DRIVES Development Support team to assist county security administrators in navigating the change to the CORE21 security model. At this time, there is no additional capacity for security consulting services. Please contact Steve Crandall at steven.crandall@state.co.us if you have questions about security consulting support after the upgrade.

Training Updates

DRIVES biweekly training updates

The Training team has published a new edition of the DRIVES Biweekly Training Updates document for April 16, 2025. This edition includes information about the following:


  • Awareness that the annual Driver’s Privacy Protection Act (DPPA) training has been assigned to end users in the LMS. Completion of the DPPA training is due by June 30, 2025.

Clerk's Corner

New and improved REAL ID web page

With the REAL ID Act enforcement date, May 7, 2025, just around the corner, we, and likely your employees, have seen an uptick in customer questions. We also heard that the State’s web page had confusing and outdated information for our customers, creating frustration. With all this in mind, we reviewed and updated our Colorado REAL ID webpage to help customers better understand what is happening and how they might be impacted. 


The good news is that Colorado is REAL ID compliant, and we have issued REAL ID compliant credentials since 2014. That means eligible Coloradans should already have REAL IDs and won’t need to “upgrade” their credential to a REAL ID before May 7. 


More improvements to our website are on the horizon, supporting our Strategic Plan Initiative to conduct a comprehensive review of dmv.colorado.gov for clarity and efficiency of information, format, navigation, and overall effectiveness of the information, including public-facing dashboards.
