HB25-1327 Aims to Clarify Ballot Issues

Colorado generally has numerous initiatives on ballots, especially in even election years. HB25-1327 increases transparency and accountability in our ballot initiative process, especially for tax-related measures.

Initiatives often have multiple adjustments affecting dollars relevant to the final proposition. The bill requires fiscal impact estimates—including maximum dollar effects—for initiatives and legislative tax increases. Proponents submitting five or more drafts must include a comparison chart. Ballot titles must clarify legal effects and include fiscal data. Proponents must report signature collection milestones and if circulation stops.

The Secretary of State will post initiative updates online. The bill also revises rehearing rules and Blue Book content, including tax impact tables. These reforms aim to ensure voters receive clear, consistent, and accurate financial and procedural information on ballot proposals.

Will Drug Recycling Finally Happen in Colorado?

SB25-289 sets up the Colorado Drug Donation Program to safely collect and redistribute unused prescription drugs to people who need them most—especially those who are uninsured, underinsured, or on public health programs. Hospitals, pharmacies, clinics, and even individuals can donate medicine, as long as it’s unopened, properly stored, and not a controlled substance. Pharmacists inspect and repackage the medications before they’re given out. The program can’t resell the drugs, but it can charge small fees to cover handling costs.

Everyone acting in good faith is protected from liability, and the state board will create rules to keep things safe and efficient. Currently 45 states have some sort of recyling with 29 states using operational programs such as the one proposed in this bill.
