Low Speed Electric Vehicles versus Unconventional Vehicles

In the Feb. 11 County Touchpoint meeting, the DMV presented requirements for Low Speed Electric Vehicles (LSEV) and Unconventional Vehicles (UV). Summarily, if a vehicle can be identified through statute and federal requirements as a LSEV, it does not need to be on the Unconventional Vehicle (UV) list or go through the UV process. A UV is something that is not clearly defined in statute or rule.


The state has updated the Title and Registration Manual with the LSEV Checklist. This update will be live in the manual at the end of the month with our other scheduled monthly Manual updates. If the vehicle in question meets all of the requirements provided in the Manual or from the Checklist, it can be titled and registered as a LSEV without contacting the state. If it does not, it should follow the UV process.

Archives on DRIVES intranet

Due to recent clean-up activity on the DRIVES Intranet, the DRIVES Updates Archives section has been moved to its own page: the Correspondence Archive. The Correspondence Archive can be found on the left side menu under Bulletins, Notices & Meetings.


Additionally, past DMV Updates, Alerts and Notices are now available within a collapsible folder on the Bulletins, Notices & Meetings page.

Kiosk maintenance scheduled for Feb. 23

ITI will be performing maintenance on the kiosks on Sunday, Feb. 23 from 3 a.m. to 8 a.m. During maintenance, the kiosks will be unavailable for use and placed out-of-service. Once maintenance is complete, the kiosks will be available again for customer use.

Military license plate poster discrepancies

The DMV has identified two discrepancies in military license plate posters sent to counties:


  • The U.S. Air Force, Distinguished Service Cross and the Air Force Cross license plates are missing from the most recent poster featuring military license plates. The plates are still available upon request. We will ensure these plates are added to the next version of the poster. 
  • The tagline for the U.S. Navy License Plate on the poster titled “U.S. Navy” does not match the tagline presented in DRIVES, which is “Navy Veteran.” Note: Navy plates produced will have the tagline “U.S. Navy.” An SQR has been submitted to resolve this issue.


EVTR County Touchpoint

Beginning March 6, the state will hold an EVTR County Touchpoint the first Thursday of each month to discuss topics specific to EVTR. Discussions will initially focus on financials, but may branch out into broader topics as the meetings progress.

DRIVES Upgrade

Security consulting services available

The DRIVES Development Support team is offering security consulting services to assist county security administrators in navigating the change to the CORE21 security model. The deadline to complete your security role model consultation and have security roles finalized is June 30. Please reach out to Steve Crandall at steven.crandall@state.co.us if you are interested in taking advantage of this opportunity.


DRIVES Upgrade Tester Training sessions

Mandatory training sessions will take place in January and February to outline specific testing expectations for the upgrade. The Week 4 sessions will take place today, Feb. 19 at 9 a.m. and Thursday, Feb. 27 at 2 p.m. The topics covered in Week 4 sessions will include the differences between regression testing and UAT and timeline information regarding when UAT will begin. Please plan to attend one of the two Week 4 sessions. For any testing-related questions, please contact Testing Coordinator Shannon Streif at dor_dmv_drivestesting@state.co.us.


DCGC DRIVES Upgrade Working Group meeting

The next DCGC DRIVES Upgrade Working Group meeting will be held on Thursday, March 6 at 2:30 p.m. The Working Group meets from 2:30 p.m. to 3:30 p.m. on the first Thursday of the month to avoid conflicts with the legislative review working group. This is a great opportunity to catch up on the progress of the Upgrade planning work. If you’re interested in attending the meeting, please contact Kristen Rollins at kristen.rollins@state.co.us.

Reminder: Quarterly County Forms Update meeting

The next Quarterly County Forms Update meeting will be held  on Wednesday, Feb. 26 at 10 a.m. We will discuss the proposed changes for forms that will be published in March. The proposed agenda will be attached to the calendar invitation in the DRIVES intranet calendar.


DRIVES County Governance Committee update

The DMV is happy to announce the 2025 DRIVES County Governance Committee (DCGC) committee members and officers:

42-1-211 C.R.S created the committee to assist in the oversight of DRIVES. Membership consists of nine total members appointed the Executive Director of the Department of Revenue and includes two from DOR, one from OIT and six from County Clerks and Records representing different sized counties.
