West Pikeland Township 2025 Referendum Q & A
West Pikeland Township voters will decide on a key referendum this fall.
The Township has created a Referendum Question and Answer page to answer frequently asked questions to help you make an informed decision.
| |
Ballot Question
“Do you favor increasing real property taxes not to exceed 1.5 mill in order to fund and maintain the West Pikeland Township Police Department, so that the Department may secure sufficient funds to
continue its service to the residents of the Township?”
Ballot Summary
The ballot question asks the registered voters of West Pikeland Township to vote whether they favor increasing real property taxes not to exceed 1.5 mill in order to fund and maintain the West Pikeland
Township Police Department, so that the Department may secure sufficient funds to continue its service to the residents of the Township. The purpose of increasing real property taxes is to secure sufficient funding to continue the service of the local police force. Without such tax increase annually, the Township may institute the service of the State Police Department.
A vote of “YES” to the ballot question approves the increase in taxes annually to fund and maintain the West Pikeland Township Police Department.
A vote of “NO” to the ballot question disapproves increasing real property taxes annually to fund and maintain the West Pikeland Township Police Department.

PECO Maintenance Survey Planned
Upcoming PECO vegetation maintenance work is scheduled in our township.
The map shows the PECO lines that will be surveyed as part of the tree trimming maintenance program (RED lines). This free service is critical as it helps prevent and/or minimize future outages caused by falling vegetation. PECO completes this work proactively on a 4 year cycle.
Asplundh will be out in our community early next year to address any areas where trees need to be cleared from wires or removed.

| | WEST PIKELAND LAND TRUST NEWS | | |
West Pikeland Township, founded on land originally granted by William Penn in 1705, is home to the historic Mill at Anselma and the mineral-rich Yellow Springs, which served as a Revolutionary War hospital. Today, our township is celebrated for its scenic landscapes, vibrant community, and deep agricultural roots. These qualities are not guaranteed for the future—they depend on our collective commitment to land conservation.
The mission of the West Pikeland Land Trust (WPLT) is to advocate for and facilitate land preservation that enhances our township’s character, desirability, and quality of life for current and future generations. Our vision is to create a community-supported “Open Space Network” connecting trails, parks, historic sites, and recreational areas.
Thanks to your support, WPLT has helped protect over 400 acres of open space in West Pikeland, safeguarding farmland, wildlife habitat, and scenic views. We’ve also helped secure grants and funding for new parks and trails and worked with landowners to tailor conservation easements that protect their wishes in perpetuity.
Why is land conservation so important here?
- To preserve land for recreation, agriculture, and wildlife.
- To protect our streams and groundwater, ensuring clean water for all.
- To maintain the rural character and scenic beauty that make West Pikeland special.
- To reduce the need for costly municipal services by limiting over development.
- To honors our township’s history and ensures future generations can enjoy the same natural and cultural treasures.
How can you help?
- Make a tax-deductible donation to WPLT—your gift directly supports land preservation projects.
- Consider placing a conservation easement on your property.
- Volunteer with us or join our Board or Open Space Advisory Committee.
-
Stay informed and engaged by following us on Facebook or visiting our website
If you have questions or want to get involved, email us at info@wplandtrust.org and a board member will be in touch. With your support, we can continue to protect the land, water, and history that define West Pikeland Township.
Sincere thanks for your generosity and commitment,
West Pikeland Land Trust Board of Directors

Stormwater Solutions at Walnut Lane Park
At the end of September, the Environmental Advisory Committee took an in-depth look at the stormwater basins at Walnut Lane Park to see what, exactly, was growing in there. And we were pleasantly surprised!
Stormwater management is something every township in Pennsylvania must deal with. In more recent years, with heavier than average rainfall, the management of that stormwater has become even more important for the safety and well-being of the community.
One way to help manage stormwater is through retention basins meant to hold water for a short period of time and then drain slowly either into underground infrastructure, or naturally through the soil layers within the basin and back to the water table deep underground. This second option is how the basins at Walnut Lane Park are meant to function—natural reabsorption. But the basins at Walnut Lane Park have a wild, almost meadow look. What is that about?
Upon first inspection, the basins appeared to be filled with all sorts of vegetation. We noticed trees (sycamores), grass, and goldenrod—lots of goldenrod—but with our iNaturalist App handy we identified nearly 20 different species of native pollinator plants. Black willow, aster, cattail, plantain, milkweed, swamp verbena, common evening primrose, pokeweed, Indian hemp, ironweed, sneezeweed…the list goes on…were all present as well as some non-native plants. Why does this matter?
Native vegetation is that which has adapted to the specific climate, soils, and moisture of a region. In our area clay soil, variability in moisture levels, and humid summers are some factors which determine the survival rate of many plants. Those that adapt to these conditions, especially through their root systems, have the best chance of finding water in times of drought or withstanding the heavy rains by creating deeper root systems to shuttle excess water into the ground table. When these capabilities are placed in a stormwater basin, the infiltration created by the deep root systems of native vegetation helps the basin more effectively manage stormwater. Non-native vegetation does not have the same impact. The root system is not as effective.
The specific types of plants also matter. The mixture of plant species listed above creates habitat, supplies food, creates cover, and provides pollen for the various insects, birds, mammals, and amphibians found in the basins. And they become food for predators in our area, including an eagle and red-tailed hawk that swooped overhead during our visit. The non-native plants will not provide the same benefits and can overtake the native plants, leading to less biodiversity over time. The EAC will work on removing those non-native plants.
So, despite the messy look and the non-native species, the wild basins of Walnut Lane Park aren’t so wild after all. Instead, they are a careful plan to enhance our community park and its biodiversity while keeping the stormwater under control.
Well done, West Pikeland!

November at Chester Springs Library
By Nancy Niggel, Library Director
Hello everyone! Have you heard rumors that we are in the process of opening a temporary library? Well, we started them, and they are true. Repairs to the library building, which we lease from Historic Yellow Springs, Inc., should begin soon. While we wait, the Chester Springs Library Board of Trustees is preparing to open a temporary library in the Fellowship Hall of St. Peter’s Lutheran Church on Clover Mill Road. We can’t wait to welcome you back into a library setting where you can check out books, pick up holds, and enjoy events again.
In the meantime, we have November programs to share with you. Including a special gathering for our Annual Appeal to celebrate your support and say thank you in person. Please donate to the Appeal. This year your support is more important than ever as we navigate extreme roof repairs and reconstruction costs not covered by insurance. Our roof was severely damaged by large tree branches falling on it in February and again in July when a gustnado came through the village. A gustnado is a ground-based vortex of rotating wind that forms along the leading edge of a thunderstorm. It’s not a tornado because it doesn't connect to a cloud base, but it’s force can cause damage like an EF-0 or EF-1 tornado.
Thanks for Sticking with Us: Saturday, November 15, 10AM to 12 Noon.Dress for the weather because this will be an outdoor event at the Chester Springs Library building. Hot drinks, light refreshments, and community conversation. Plus, special activities for everyone. Join our Board Members and Library Director to discuss the latest on the repair journey, hear what we’ve been doing since last February, and help us paint the picture of our Library's bright future.
You can donate HERE right now or if you have not donated to our Annual Appeal, we would be grateful if you dropped off your contribution at this event. But most importantly we want you to join us in November so we can say, “Thanks for sticking with us.”
Crochet/Knitting Group: Thursdays, 1:30PM at West Pikeland Township Building, 1645 Art School Road, Chester Springs. Adults and available teens invited. No experience required. This fun and friendly group loves sharing tips and techniques, making it the perfect weekly opportunity to pick up a new hobby. No meeting on Thanksgiving Day.
MakinMusic for Young Children: Tuesday, November 25, 10:30-11AM at St. Matthew’s Lutheran Church, 2440 Conestoga Road (Route 401), Chester Springs. Little ones will love shaking their sillies out with music, movement, and fun. Register through our e-calendar HERE.
Book Discussion Group: Friday, November 21, 2PM at West Vincent Township Building, 729 St. Matthews Road, Chester Springs. Adult readers will discuss By Any Other Name, by Jodi Picoult. Books are available at the circulation desk of Henrietta Hankin Branch Library.
Have a Happy Thanksgiving!
