EPA Proposes New Carbon Pollution Standards for Fossil Fuel-Fired Power Plants That Includes Use of Hydrogen to Achieve Compliance
| |
|
On May 11, the U.S. Environemtal Protection Agency (EPA) announced new proposed carbon pollution standards for coal and natural gas-fired power plants. In developing these proposed carbon pollution standards, EPA considered a range of technologies including CCS, utilizing low-GHG hydrogen, and adopting highly efficient generation technologies. In the proposed rulemaking, EPA suggests that installation of controls such as CCS for coal and gas plants, and low-GHG hydrogen co-firing for gas plants are more cost-effective for power plants that operate at greater capacity, more frequently, or over longer time periods. The technology-based standards EPA is proposing include:
- Strengthening the current New Source Performance Standards (NSPS) for newly built fossil fuel-fired stationary combustion turbines (generally natural gas-fired)
- Establishing emission guidelines for states to follow in limiting carbon pollution from existing fossil fuel-fired steam generating EGUs (including coal, oil and natural gas-fired units)
- Establishing emission guidelines for large, frequently used existing fossil fuel-fired stationary combustion turbines (generally natural gas-fired)
FCHEA looks forward to assessing the details of the ruling and participating in a robust discussion about the important role that hydrogen will play in our energy future.

DOE Vehicle Technologies Office Announces $99.5 Million FY23 Funding Opportunity
|
On May 19, the U.S. Department of Energy Vehicle Technologies Office announced $99.5 million in funding opportunities in support of projects to reduce soft costs to improve EV charging infrastructure in underserved communities, provide consumer education on EVs and EV charging, and develop batteries that use low-cost, abundant materials.
The FOA includes a range of topics, including:
Area of Interest 6: Hydrogen Combustion Engines — The objective of the area of interest is to research, develop, and validate an internal combustion (IC) engine for on-road and non-road (off-road, rail, and shipping) applications that can fully operate on hydrogen while achieving near or equivalent efficiency of conventional diesel engines and meeting prevailing EPA emission standards. While 4-stroke IC engines are predominant in commercial vehicle application, we also encourage proposals for hydrogen combustion by two-stroke opposed piston engines.
Concept Paper Submission Deadline: June 26, 2023 at 12:00 p.m. EDT
Full Application Submission Deadline: August 11, 2023 at 5:00 p.m. EDT

New Jersey Economic Development Authority Seeks Public Input to Shape Potential Development of a Clean Hydrogen Demonstration Program
|
On May 1, the New Jersey Economic Development Authority (NJEDA) announced it is seeking information and ideas from qualified entities regarding the advancement of clean hydrogen technologies and potential use cases in New Jersey. Up to $10 million may be made available for this program.
The Authority is interested in receiving information (including but not limited to comments,
questions, recommendations, white papers, tools, case studies, information, ideas, and
references) that will help it to better understand:
1. The key opportunities and barriers (financial, policy, regulatory, and logistical) around the
deployment and/or adoption of clean hydrogen technologies in NJ;
2. Potential projects or solutions that demonstrate best opportunities for market adoption
and development of a broader clean hydrogen ecosystem;
3. Specific partnerships, funding, programs and/or other resources needed to develop a
robust clean hydrogen ecosystem in New Jersey (supporting production, transportation
and off-take).
4. How the Authority can best support businesses looking to adopt, deploy, or manufacture
clean hydrogen technologies in New Jersey.
All RFI responses must be submitted in writing no later than 5:00 PM E.D.T. on June 5, 2023 via
e-mail to: cleanhydrogen@njeda.gov. The subject line of the e-mail should state: RFI Response-2023-RFI-177.

Charging and Fueling Infrastructure Discretionary Grant Program
|
The Biden-Harris administration opened applications for the first round of funding for the U.S. Department of Transportation’s multi-billion dollar Charging and Fueling Infrastructure (CFI) Discretionary Grant Program. This program, established by the Bipartisan Infrastructure Law, will provide $2.5 billion over five years to a wide range of applicants, including cities, counties, local governments, and tribes to fund electric vehicle (EV) charging and infrastructure for alternative fuels—including hydrogen—in communities across the country and along designated highways, interstates, and major roadways.
A Funding Opportunity Announcement (FOA) for $700 million from Fiscal Years (FY) 2022 and 2023 was announced on March 14, for projects that strategically deploy EV charging and other alternative vehicle-fueling infrastructure in publicly accessible locations in urban and rural communities, as well as along designated Alternative Fuel Corridors (AFCs).
Applications are due by June 13, 2023.
